MINUTES
October 13, 2009
Pursuant to due call and notice thereof, a regular meeting of the Economic Development
Authority was held at Cottage Grove City Hall, 7516 80 St. S., Cottage Grove, Minnesota
55016 on the 22n day of September 2009.
CALL TO ORDER
The meeting was called to order at 7:30 a.m. by EDA President Bailey.

APPROVAL OF MINUTES
A motion was made by EDA Secretary /Treasurer Poncin to approve the September 22, 2009
Economic Development Authority minutes. Seconded by EDA Member Remackel, All Present in
Favor.

Craig Patterson EDA Application
EDA Executive Director informed the Committee that he had spoke with EDA Member Sara
Westall who stated she would no longer be able to serve on the EDA because of issues having
to do with her Company. Craig Patterson, a local realtor, gave the EDA a brief bio of himself
and noted that he has had the opportunity to see the Committee in action and would like to be a
part of it. EDA member Tony Jurgens inquired as to how many applications the Mayor had
received. Mayor Bailey stated he received six applications. EDA member Jurgens made a
motion to recommend Mr. Patterson to the Council at the next EDA member, this was seconded
by EDA member Poncin. All were in favor.
Development Update
EDA Executive Director Schroeder gave a development update to the Committee. He informed
the EDA that he been unable to schedule a negotiations meeting with the Norris Marketplace
development team until October 20 so perhaps he would have something to discuss or present
at the November EDA meeting. He said the City has been in the running for a Data Center
proposed for the Industrial Park but has heard the rumor the project has either been aborted or
moved to another site. He noted that nothing has been confirmed by the brokerage contact. He
went on to say that they have been contacted by some quick serve restaurants, both are in the
data gathering phase looking for sites in various communities. Cottage Grove has been
contacted by a hotel developer. A portion of the development group includes persons from the
group that was attempting to put a project together on the Oakwood commercial site a couple of
years ago. The City has been told that a medical user is taking the lower level of the building
next to City Hall. A lease has been signed but a building permit has not been pulled at this
point. In terms of building permits, EDA Executive Director Schroeder informed the EDA that
we are at 54 units which puts us on pace for between 60 and 70 units for the year perhaps. Per
unit value is at $257,145 including ten attached units. The detached unit count is at 44 at a
value of $271,640 per. Total permit value to date including commercial and residential
remodeling is at $34,205,555. EDA member Jurgens asked is it's the same people as before.
Ryan mentioned that it's the same broker and that they open two hotels a year and are looking
at six different sites in southern Minnesota. EDA member Jurgens mentioned Taco John
expressed interest in Cottage Grove. EDA Vice President Justin Olsen mentioned that several
businesses are interested in the Norris Square and Linn site and are open to a TIFF opportunity.
Executive Director Schroeder mentioned that the Anchor Bank site is the right size for a Dunn
Brothers. EDA member Reese stated Dunn Brothers just might start the site off. EDA Vice
President Justin Olsen stated a Big City Bagel would be a good addition. EDA Executive
Director Schroeder asked the members to have anyone interested in a Cottage Grove site to
please call Howard Blin.
Metro MSP Presented with Marketing Award
Management Analyst Jesse Swenson stated that the City can link to the Metro MSP web page.
The Metro MSP website was launched in May 2008 and serves as GIS -based site selection tool
developed and funded by an 11- county public private partnership convened by the Minneapolis

Regional Chamber Development Foundation. The Economic Development Association of
Minnesota presented its 2009 economic development marketing award to MetroMSP.org at the
association's annual summer conference.
Profit From Experience in Cottage Grove "Real Estate Forum" Date Change
Management Analyst Jesse Swenson informed the EDA that the date of the real estate forum
event for local residential real estate agents has been moved from Wednesday, October 14,
2009 to Wednesday, November 18, 2009 at River Oaks Golf Course. The event agenda and
timeline will remain the same.
ICSC CONFERENCE UPDATE
Management Analyst Ken Smith reviewed the materials for the ICSC Conference. Myron
Bailey, Ryan Schroeder, Howard Blin and Craig Patterson will be attending the October 28 -30
conference in Chicago. The City booth at the conference is number 912. Four six -foot pull up
banners will be displayed depicting an aspect of the City we are interested in marketing:
commercial, retail, residential and parks and amenities. The following items will be distributed
at the booth: Tote bags, historical playing cards, zip drives with video and PowerPoint,
brochures and golf coupons. He discussed the activities surrounding the event and stated that
new aerial photos of the City have been shot, the video is done, the City is developing an
Economic Development web page, the Facebook page has attracted 179 fans, first contact post
cards have been sent out and staff are calling and emailing attendees.
Mayor Myron Bailey left the meeting at 7:59.
EDA Vice President Justin Olsen stated that having the City on Facebook was a great way to
reach a lot people. He asked if NorthMarg would be at Conference. Mr. Smith said yes. EDA
Vice President Olsen mentioned that our booth should act as home base for others in our area.
Craig Patterson asked to sit down with group going to the conference one more time before they
leave. EDA Vice President Olsen asked if we planned on setting up a hospitality booth. EDA
Executive Director Schroeder declared that much of the meetings will take place at the booth.
He went on to say they would like to have 20 meetings, with several companies agreeing to visit
Cottage Grove in the near future. EDA Vice President Olsen asked that a log of contacts be
kept so the Authority could have an idea of what went on. EDA member Jurgens suggested we
follow up with "thank yous" after the conference. Mr. Smith agreed to send out MN attendees to
EDA members. EDA Executive Director Schroeder stated he would put a packet of ICSC
information in front of Council for informational purposes. EDA member Chris Reese and EDA
Vice President Olsen praised staff for the work they put into the conference.
EDA Vice President Olsen mentioned the Holiday Train would arrive in Cottage Grove on
December 12 at 5:30. EDA Executive Director Schroeder stated there would be tree lighting
ceremony prior to the Council meeting on December 2n and a lighting contest for residents with
nominations due November 25 EDA Vice President Olsen mentioned the Mayor was
interested in displaying holiday ornaments from the Cottage Grove hanging banner holders.

EDA Executive Director Schroeder stated that holiday banners are quite expensive but he would
look into it.
EDA member Paul Poncin left the meeting at 8:38.

EDA Executive Director Schroeder asked the members to review the calendar.
ADJOURN
EDA Vice President Olsen made a motion to adjourn. This was moved by EDA member Reese
and seconded by EDA member Remackel, All Present were in Favor. The meeting adjourned at
8:40 AM.
