MINUTES
November 70, 2009
Pursuant to due call and notice thereof, a regular meeting of the Economic Development
Authority was held at Cottage Grove City Hall, 7516 80 St. S., Cottage Grove, Minnesota
55016 on the 10th day of November 2009.
CALL TO ORDER
The meeting was called to order at 7:31 a.m. by EDA President Bailey.

APPROVAL OF MINUTES
A motion was made by EDA Secretary /Treasurer Poncin to approve the October 13, 2009
Economic Development Authority minutes. Seconded by EDA Member Jurgens, all present in
favor.

EDA Executive Director Schroeder gave the EDA a development update. 60 new home building
permits have been issued thus far in 2009. It is anticipated that about 5 or so more will come in
before yearend. HealthPartners has begun the interior buildout of the lower half of the Integrity
Dental building. The HealthPartners facility will be 4,775 square feet. EDA Executive Director
also shared the business leads that have occurred over the past month. Many of the contacts
came from the ICSC conference that was attended. EDA President Bailey requested that the list
be purged. EDA President Bailey also requested that an existing lot count be provided to the
EDA at the December meeting.
ICSC CONFERENCE FOLLOW UP
EDA President Bailey, EDA Executive Director Schroeder, Community Development Director
Blin and EDA Member Patterson attended the October 28 -30 conference in Chicago. They had
approximately 13 prearranged meetings set up and met informally with numerous other
attendees. A new economic development webpage was set up prior to attendance of the
conference. EDA members were encouraged to view it and provide feedback to staff. About 100
tote bags were given out but the historic playing cards were the big hit to attendees of the booth.
It was suggested that a map be displayed next time with Cottage Grove's proximity to the
airport, Mall of America, Minneapolis and St. Paul. On the same map include household income
and other demographics. Many attendees commented that they liked the backdrops. EDA
Secretary /Treasurer Poncin suggested that we enhance the golf coupons that were given out.
Staff will bring samples to the December EDA meeting. The consensus was that the event was
successful and we should build upon it.
There have been businesses that have shown interest in Cottage Grove but could not find the
right site to suit their needs. The EDA suggested that a request for proposal (RFP) document be
put together by staff to gauge the level of interest out there for potential development on 3 sites;
the CottageView site, the Home Depot site and the Langdon area. A motion was made by EDA
Secretary /Treasuruer Poncin directing staff to begin putting an RFP together. Seconded by EDA
Member Reese, all present in favor.
Staff went over other conferences and events that staff or members of the EDA could attend to
continue building relationships.
The EDA discussed whether representatives should be sent to the ICSC conference in Las
Vegas in May 2010. It was the consensus of the EDA that 4 people should attend. If registration
occurs by December 3 rd there is a price break. The details of whether to get a booth, staff a
table or have meetings elsewhere will be decided at a later date. A motion was made by EDA
Vice President Olsen to authorize staff to register 4 people for the ICSC conference in Las
Vegas. Seconded by EDA Secretary /Treasurer Poncin, all present in favor.

RED ROCK STATION PLANNING
Community Development Director Blin provided an overview of the Red Rock Station area
planning timeline. Hay Dobbs was selected as the consultant for the project. The EDA will see
this item several times over the next 18 months.
ACCEPTANCE OF DONATION
Gerry Herringer donated $500 to help defray costs of the ICSC conference in Chicago. A motion
was made by EDA Secretary /Treasurer Poncin to accept the donation. Seconded by EDA Vice
President Olsen, all present in favor.
GATEWAY POND
The pond design has changed so EDA members were given updated schematics for their
information.

The EDA members were reminded of upcoming meetings and events.
MISCELLANEOUS BUSINESS ITEMS
EDA Vice President Olsen requested information about golf course performance now that the
2009 season is winding down.
EDA President Bailey requested that prices for holiday banners be brought to the EDA for their
December meeting.
ADJOURN
EDA Vice President Olsen moved to adjourn the meeting. Seconded by EDA
Secretary /Treasurer Poncin, all present in favor. The meeting adjourned at 8:44 AM.
