Pursuant to due call and notice thereof, a meeting of the Public Works Commission of
Cottage Grove was duly held at Cottage Grove Public Works, 8635 West Point Douglas
Road, Cottage Grove, Minnesota on Monday, June 14, 2010 at 7:00 p.m.
1. CALL TO ORDER
Ken Boyden called the meeting to order at 7:08 p.m.
2. ROLL CALL

3. APPROVE MINUTES
Upon a motion by William Royce, seconded by Gary Kjellberg, the March 8, 2010,
minutes were unanimously approved.
None.
A. City Code for Right-of-Way Management Amendment-Trenchle
Technology
Jennifer Levitt indicated an ordinance amendment is being proposed for modification of
the Right -of -Way Management Ordinance. She noted there have been a number of
issues, one being that earlier this year a directional boring operation pierced through a
residential sewer service line in another city. Cottage Grove has experienced three
storm sewer locations where intrusions were found in the storm sewer system. These
intrusions were found when televising storm sewer pipes in 2009.

The Office of Pipeline Safety requires that private utility companies now correct conflicts
between their private utility lines and the public system within 14 days after notification
that a conflict exists.
In order to be in compliance, an amendment to the ordinance is being proposed. Each
utility company will be required to televise the public utility system between manholes at
each instance when trenchless technology is utilized where a potential crossing conflict
could occur.
Commission Member Alex Chernyaev suggested the following changes (in bold print)
be made to the ordinance amendment:
1. Televising the public utility lines after any boring operation of a utility
Company within the Public Right of Way of Cottage Grove, where a potential
pipeline conflicts could exist between the public and private lines, the utility
company will be required to televise the public utility line between manholes at
each boring location where a potential conflict could occur. Televising reports
shall be submitted to the Public Works Director following the completion of the
work. If the televising shows any damage or other conflicts, the Private Utility
Companies shall correct or repair the damage within 14 days after notification
that a conflict exists to comply with City Ordinances and Minnesota Rules
7819.1100 requirements.
MOTION MADE BY GARY KJELLBERG, SECONDED BY JASON FIELD FOR THE
ORDINANCE AMENDMENT THAT ALL UTILITY COMPANIES SHALL ABIDE BY WHEN
UTILIZING TRENCHLESS TECHNOLOGY, MODIFYING CITY CODE 7 -6 -16E BY ADDING
PROVISIONS ENFORCING THAT EACH UTILITY COMPANY WILL BE REQUIRED TO
TELEVISE THE PUBLIC UTILITY SYSTEM BETWEEN MANHOLES AT EACH INSTANCE
WHEN TRENCHLESS TECHNOLOGY IS UTILIZED WHERE A POTENTIAL CROSSING
CONFLICT COULD OCCUR. MOTION WAS UNANIMOUSLY CARRIED.
B. Annual Storm Water Review
City Engineer Levitt stated that the City of Cottage Grove is working with the Pollution
Control Agency to comply with nondegradation, wellhead protection and the annual
Phase 2 NPDES permit. She went on to state City staff and contractors completed
various projects, including:
80 Street /Pine Tree Valley Pond — 54" RCP apron repair
L -P3 — Langdon District — replaced 177 linear feet of 78" RCP with energy dissipater
In talking about stormwater runoff, Gary Kjellberg inquired how the new salt monitoring
system performed. Public Works Director Les Burshten responded the new system
worked very well. He added that salt usage was not much different than anticipated,
however, a report will be compiled summarizing the 2009 -2010 snow removal season.
Chair Ken Boyden commented there was likely less street sweeping this year with the
reduction of sand used for snowplowing in addition to cost savings.

Storm water Projects in 2010 include the River Acres Pavement Management area
along with various storm water pond and structure maintenance projects. In 2011,
40,000 linear feet of storm sewer pipe will be televised.
C. 80 Street & Hinton Avenue Pedestrian Crossing
Jennifer Levitt stated that a pedestrian was struck while crossing 80 Street at the
Hinton Avenue intersection recently. The vehicle was traveling southbound on Hinton
Avenue and making a left turn onto 80 Street. For added safety in the future, the City
is examining existing conditions, options for improvements and the benefits for each
alternative, as follows:
• Green Arrow — display a green left arrow during school hours and a green ball
during non - school hours for the Hinton Avenue southbound approach. The
existing signal has a 3- section head with circular red, yellow and green
indications. The cost of removing the existing head and replacing it with a 4-
section head (red, yellow, green, green arrow) would be approximately $1,100
per signal head. The existing phasing in the signal controller that functions only
during school hours would need to be revised. Cost: $2,500.00
The pedestrian phase would coincide with the green arrow phase during school
hours. The Minnesota Manual on Uniform Traffic Control Devices indicates left
turning vehicles shall yield the right -of -way to pedestrians lawfully within an
associated crosswalk whether the indication is a circular green or a green arrow.
The costs of this alternative outweigh the benefits.
Exclusive Pedestrian Phase. This would allow pedestrians to push the button
and then cross 80 Street with all vehicle traffic stopped and will provide
maximum protection to pedestrians. Drivers would experience delay only when
pedestrians are present.
• No Right Turn Sign Modification The current sign will be changed to coincide
with the hours of Crestview Elementary and the Spanish Immersion School: The
sign will now read: " No right turn 7:30 -9:30 AM and 2:30 -4:30 PM — Monday
through Friday_.

7. PUBLIC WORKS UPDATE
Les Burshten provided the following updates:
• Jeff Podoll of the Utilities Division (Streetlights) resigned due to medical reasons.
His position was filled internally which created a vacancy in the Maintenance
Shop (Heavy Equipment Mechanic). The position is now being advertised for
outside applicants.
• The Parks Department (Forestry Division) is currently injecting ash trees with
treatment for the Emerald Ash Borer (EAB). An update on this process will be
completed for the next PWC Meeting in August. The rainy weather has been an
advantage for this process as the trees absorb the treatment much better when
there is more moisture.
• The Archery Range has experienced recent vandalism with 11 of the 12 targets
burned by arsonists.
• The Streets Division is working on removing weeds from the medians. Patching
is being completed in the seal coat area. Storm water utility maintenance
continues with catch basin work in the sealcoat area.
• Fleet Maintenance just completed major repairs on the ambulances. The two
new cab chassis are being prepared for Aspen Equipment.
• The Utility Department did a great job preparing and painting the pool which
opened on June 12
• The parking lot at the new WAG Dog Park was staked on Monday, June 7 The
address of the new park is 9475 Glendenning Avenue South.
8. ENGINEERS REPORT
River Acres Pavement Management
The successful bidder for the project is Ace Blacktop in the amount of $933,952.75, well
under the engineer's estimate of $1.1 million. Tree work is taking place on July 8 th with
trimming and removal of dead trees. Streets will be reclaimed the week of July 12
Final Street Construction — Pinecliff 2
Hardrives, Inc. was awarded the project in the amount of $364,593.50, again under the
engineer's estimate of $410,000.00.
B.N. Railroad Crossing Closure
The Inman Avenue (River Acres) Railroad crossing will be closed on June 30 from
10:00 am to 2:00 pm. There will be a very limited access point nearby. EMS
Personnel and a tanker trunk will be on -site during the road closure should an
emergency arise.
White Pine Phase 2
Expansion work has begun with site development of roadway, utility and the retaining
wall.

BP Gas Station
Construction is now underway. It should be noted there will be a road closure the week
of June 14 for median work
Highway 61
Lane closures began the week of June 14
Seal Coating Project
Trail seal coating is scheduled to begin July 13 Main seal coating of the roadways will
start July 15
New City Hall /Public Safety Facility
The project is hoped to be bid in January or February of 2011 with groundbreaking after
the frost is out. Architectural firms are being interviewed July 21
9. CITY COUNCIL UPDATE
Council Member Pat Rice reported there was a presentation made at the June 2nd
Council Meeting by the Community Development Department (Ben Pierson) regarding
vacant and foreclosed properties in the City.
A ground lease agreement was approved with Telecom Transport Management for
installation of a fiber optic line and equipment at the Highlands Water Tower Site.
A conditional use permit was approved to allow a temporary concrete mixing plant on
the northwest corner of East Point Douglas Road and Keats Avenue (for the Highway
61 Project)
