CALL TO ORDER: The March 16, 2010 meeting of the Cottage Grove Public Safety, Health and Welfare Commission was called to order at 7:00 p.m. MEMBERS PRESENT: Brian Hagen, Angela Chambliss, Todd Chambliss, Jim Neuenfeldt, Ben Franczok MEMBERS ABSENT: None STAFF PRESENT: Deputy Director of Public Safety Pete Koerner, Sergeant Randy McAlister Approval of minutes: Chairperson Hagen presented the January 19, 2010 minutes for review. On a motion by Commission Member Jim Neuenfeldt, seconded by Commission member Angela Chambliss the January 19, 2010 minutes were approved as submitted. Motion carried. Approval of agenda: Chairperson Hagen presented the March 16, 2010 agenda of the Public Safety, Health and Welfare Commission for review. On a motion by Commission member Angela Chambliss, seconded by Commission member Jim Neuenfeldt, the March 16, 2010 agenda was accepted and approved by the Commission. Motion carried. OPEN FORUM Chairperson Hagen invited citizens present to address the Commission regarding any matters that were not on the approved agenda. There being no added items, Chairperson Hagen closed the Open Forum segment of the meeting. PRESENTATION Power Point presentation from Sergeant Randy McAlister regarding the draft Cottage Grove Social Host Ordinance. Page 2 PSHWC Meeting March 16, 2010 Sergeant McAlister put on a power -point presentation for the Public Safety Commission that covered a proposed social host ordinance for the city of Cottage Grove. The presentation was well received by the Commission. On a motion by Ben Franczok, seconded by Todd Chambliss, the proposed Social Host ordinance was recommended to be reviewed and approved by Council. Motion carried. COMMUNITY DEVELOPMENT The Planning Commission had no agenda items for the Commission to review. There being no comments by the Commission, this portion of the meeting was closed. OLD BUSINESS None at this time. NEW BUSINESS None at this time. RESPONSE TO PREVIOUSLY RAISED COMMISSION COMMENTS AND REQUESTS Nothing at this time. COMMISSION COMMENTS AND REQUESTS Commission Chair Hagen would like everyone to be more aware of pedestrians now that the weather is getting warmer and more people are going outside. STAFF REPORTS POLICE - Captain Koerner advised the Commission that the Hwy. 61 project dates will be changing a little due to businesses in area south of Innovation and north of 95. 5 new reserves who attended the Reserve Academy were recognized at the Council meeting. FIRE - Captain Koerner was asked by Fire Chief Byerly to remind everyone of the daylight savings time change and to set clocks forward one hour this weekend and to check batteries in smoke detectors. A small propane truck that had been hit flipped onto its side on Hwy. 61 and Manning. The incident had a good response with Hastings and Washington County, as well as our command vehicle was on scene. It was cleared out quickly thanks to all the public safety personnel who were there. Page 3 PSHWC Meeting March 16, 2010 COUNCIL- Council member Justin Olsen appreciates the Commission reviewing, commenting and making the recommendation to move it forward to Council. He went on to say that the Department of Public Safety will be updating its organizational chart. The city will be taking applications for a captain's position and posting the position internally and advised the Commission that he would be recommending that they may be asked for input. He did not know if that would be certain, but wanted them to be aware of it should they be asked. He also wanted to express his condolences to Commission Chair Hagen in the loss of a family member recently. ADJOURN Motion by Commission member Todd Chambliss, seconded by Commission member Jim Neuenfeldt to adjourn the meeting at 7:42 p.m. Motion carried. Page 2 PSHWC Meeting July 20, 2010 NEW BUSINESS Case 10 -07 -01 Review amendments to City Code Leashing ordinance Captain Koerner gave a brief history of why this revision is before the Commission. After a brief review, on a motion by Commission member Todd Chambliss, seconded by Commission Member Ben Franczok, the Commission unanimously recommended approval of the City Code Leashing ordinance revision as submitted. RESPONSE TO PREVIOUSLY RAISED COMMISSION COMMENTS AND REQUESTS None at this time. COMMISSION COMMENTS AND REQUESTS None at this time. STAFF REPORTS POLICE - Captain Koerner advised the Commission of the recent officer involved shooting and that it is currently under investigation through the BCA. He also added that the March officer involved shooting went before the Grand Jury and the officer was found to be justified in the shooting. Captain Koerner went on to say that with the appointment of Greg Rinzel to Captain and the promotion of Gwen Martin to Sergeant, there is an opening for police officer and that there were over 200 applicants for the position. He said that he hopes to have a name for the Commission at the August meeting of a candidate to fill the position. Captain Koerner stated that a citizen reported prowlers in his neighborhood and gave a description of the suspects. After officers searched the area, they were able to locate and apprehend two suspect who gave a full confession. Great job by the citizen to act quickly so that officer could respond to the area before too much time elapsed. He went on to say that 5 members of the City staff are attending a week long Emergency Management course, which is being paid for by a grant. FIRE - None at this time. COUNCIL- None at this time.
