DISCUSSION Resolution 2010 -127 "Giving preliminary approval for the issuance of the City's Capital Improvement Plan Bonds in an amount not to exceed $11,700,000 and adopting the City of Cottage, Minnesota Capital Improvement Plan of 2011 through 2015" was passed on a vote of 3 — 1 with Councilmember Olsen voting in the majority. (Mayor Bailey was not in attendance) Owing to an outstanding item under consideration by the City's Bond Attorney, this is a DRAFT resolution. Staff will have more information and will clarify the situation at the meeting. The attached resolution would rescind the adoption of Resolution 2010 -127 and would acknowledge that if the City were to choose to proceed with issuing the bonds identified for the projects identified by the September 1, 2010 CIP plan /resolution, it would happen only if a referendum were held. Other funding mechanisms are available to the City Council for construction of the Public Safety /City Hall project specifically identified in the aforementioned CIP plan /resolution. However, the City Council may wish to suspend any discussion of project funding until more details of such a facility are identified, which would include a more accurate set of cost estimates. The City's Bond Counsel will be consulted regarding how to proceed at that time. Lwrojmzc"l 1;6-1044 Consider rescinding Resolution 2010 -127.
