CALL TO ORDER The meeting was called to order at 7:30 AM by EDA Vice President Olsen. ROLL CALL Members Present: Tony Jurgens, EDA Member Justin Olsen, EDA Vice President Craig Patterson, EDA Member Paul Poncin, EDA Secretary/Treasurer Chris Reese, EDA Member (arrived at 7:52) Members Absent: Myron Bailey, EDA President Richard Remackel. EDA Member Staff Present: Howard Blin, Community Development Director Joe Fischbach, Human Resources Coordinator Robin Roland, Finance Director Ryan Schroeder, EDA Executive Director Others Present: Tanweer Janjua A motion was made by EDA Member Jurgens to approve the June 8, 2010 and July 13, 2010 Economic Development Authority minutes. Seconded by EDA Secretary/Treasurer Poncin, all present in favor. Economic Development Authority - Minutes August 10, 2010 Page 2 EDA Executive Director Schroeder gave the EDA a development update. There was one new home building permit issued in July. It is anticipated that Pulte will build about 6 new homes in the Preserve subdivision in the next few months. Sally Beauty Supply will be opening a new supply store in the former Subway space near Target. In is anticipated that the City Council, on August 11` will accept the feasibility report for the Ravine Parkway extension project. It is a $4.351 million project with $905,000 coming from the County. The City Council, also on August 11` is anticipated to award a contract to Wold Architects and Engineers to conduct architectural services for the Public Safety / City Hall project. The slab pour for the White Pines Senior Housing project is expected this week. Framing is then scheduled to begin the week of August 16` An update was provided regarding the Highway 61 white topping project. The State of Minnesota has asked several cities, including Cottage Grove, to respond to a project they are interested in competing for. The company is looking in five states. Staff wanted to know where the EDA stood on the issue. Many times these projects ask for significant subsidies. This project would bring numerous head -of- household jobs to Cottage Grove if Cottage Grove was chosen as the preferred site. It was the consensus of the EDA that the City should be more aggressive when these types of projects come forward, beyond the standard development pro forma. REGIONAL TRANSPORTATION UPDATE EDA Executive Director Schroeder gave the EDA a regional transportation update. The projects include the Wakota Bridge, 1 -494 (Lake Rd to 1 -94), 1 -694 (1 -94 to Hwy 36), Hwy 61 and the Hastings Bridge. RED ROCK CORRIDOR STATION PLANNING Community Development Director Blin provided a presentation regarding the Red Rock Corridor station planning. In Cottage Grove two possible station locations are being considered. One is where the current Metro Transit Park and Ride facility currently exists. The second is in the Langdon Village area. Preliminary concepts of both sites were presented and discussed with the EDA. 2010 COMMERCIAL BUILDINGS VACANCY REPORT Community Development Director Blin provided the 2010 commercial buildings vacancy report. The vacancy rates remain relatively unchanged from 2009. The empty Home Depot location represents 65% of all retail vacancy. Not including the Home Depot site, 5% of retail space is vacant, far below the regional rate of 10 %. The Summerhill Professional building represents about 50% of the vacant office space in Cottage Grove. Even such, Cottage Grove is below the regional average. Economic Development Authority - Minutes August 10, 2010 Page 3 Community Development Director Blin presented a new tool the Minnesota Legislature authorized in 2010. They are TIF districts called Compact Development Districts. He explained how they are different than traditional TIF districts and possible uses of this new tool. OUTDOOR MERCHANDISING Staff has been receiving request from businesses to put Red Box DVD distribution machines outside their buildings. The City currently has no regulation for this type of machine. Staff wanted the EDA to weigh in. They are several options to consider; don't allow them, allow them as a conditional use with a fee, allow them with a permit but no fee or set guidelines and address them if there are complaints. There were various issues discussed with each option and the EDA members had various opinions. The majority of the EDA came to the conclusion that staff should draft guidelines that should be followed by businesses and follow up with businesses if there are complaints. MEDICAL DESIGN & MANUFACTURING CONFERENCE Staff will be attending the conference on October 13` and 14` in Minneapolis. They will give an update at the November EDA meeting. GOLF TOURNAMENT UPDATE There are 17 foursomes registered for the August 10` EDA golf tournament, and this includes 1 Platinum, 1 Gold, 11 Silver and 1 Bronze level sponsors. It is the exact same number of sponsors as the 2009 outing. CALENDAR The EDA was provided a calendar of upcoming events.
