ADVISORY COMMISSION ACTION ❑ PUBLIC SAFETY MEETING SUPPORTING DOCUMENTS DATE REVIEWED APPROVED DENIED 09/15/2010 x x EZ MINUTES: August 24, 2010 minutes of the Public Safety, Health and Welfare Commission COUNCIL ACTION TAKEN: APPROVED ❑ DENIED []OTHER MINUTES OF August 24, 2010 Pursuant to due notice, a meeting of the Public Safety, Health and Welfare Commission was held at the City Hall Council Chambers and was telecast on local Government Cable Channel 12. CALL TO ORDER: The August 24, 2010 meeting of the Cottage Grove Public Safety, Health and Welfare Commission was called to order at 7:00 p.m. MEMBERS PRESENT: Brian Hagen, Angela Chambliss, Todd Chambliss, Ben Franczok, Jim Neuenfeldt, Lori Bellows MEMBERS ABSENT: None STAFF PRESENT: Deputy Director of Public Safety Pete Koerner Approval of minutes: Chairperson Hagen presented the July 20, 2010 minutes for review. On a motion by Commission Member Angela Chambliss, seconded by Commission member Todd Chambliss the July 20, 2010 minutes were approved as submitted. Motion carried. Approval of agenda: Chairperson Hagen presented the August 24, 2010 agenda of the Public Safety, Health and Welfare Commission for review. On a motion by Commission member Angela Chambliss, seconded by Commission member Ben Franczok, the August 24, 2010 agenda was accepted and approved by the Commission. Motion carried. OPEN FORUM Chairperson Hagen invited citizens present to address the Commission regarding any matters that were not on the approved agenda. There being no added items, Chairperson Hagen closed the Open Forum segment of the meeting. COMMUNITY DEVELOPMENT The Planning Commission had no agenda items for the Commission to review. There being no comments by the Commission, this portion of the meeting was closed. OLD BUSINESS None at this time. Page 2 PSHWC Meeting August 24, 2010 NEW BUSINESS Case 10 -08 -01 Review of Hunting Ordinance /Maps — see attached maps and memo from Deputy Director of Public Safety Peter Koerner Captain Koerner gave a brief history of the Cottage Grove City Code's Hunting Ordinance that was amended August 10, 2005 by Council. Cottage Grove ordinance 5 -3 -6 addresses use of firearms and archery equipment in the city of Cottage Grove. Ordinance 5 -3 -6 (c) 1 and 2 states that each year prior to the commencement of the hunting season, designated hunting areas will be reviewed by the Public Safety, Health and Welfare Commission. The City Council will review the designated hunting areas for final approval prior to publication. Under the amended language, it has been shown to be very effective, adaptable to development and addresses the safety concerns of the city. Since the amended language complaints have been minimal. 2006 -2007 season: 0 complaints 2007 -2008 season: 8 complaints 2008 -2009 season: 5 complaints 2009 -2010 season: 1 complaint There was only one hunting related complaint for the 2009 -2010 hunting season and it was found to have not occurred in our jurisdiction. A concerned citizen had reported seeing a person believed to be hunting turkeys across from her church. It was found the church was located in St. Paul. The complainant was referred to St. Paul police. Landowner controlled access of hunters within the designated areas has been well received by landowners, police officers and persons wishing to take advantage of this recreational opportunity. For the 2010 -2011 season, the Public Safety Department has reviewed the designated areas for discharge of firearms and archery equipment and has approved the areas designated. Commission member Angela Chambliss had concern regarding the area off of 65 street and Hinton due to the neighborhoods being developed and the amount of children in this area. Captain Koerner advised her that our ordinance states that archery hunters need to be in an elevated stand and at a distance away of at least 300 feet, which should not cause a projectile to come close to the neighborhoods, but also stated that this can be looked at in the future. After general discussion, on a motion by Commission member Angela Chambliss, seconded by Ben Franczok, recommended to approve the 2010- 2011 maps designating boundaries for discharge of firearms and archery Page 3 PSHWC Meeting August 24, 2010 equipment for hunting and to address the archery hunting area near 65 and Hinton Avenue for next season. Motion carried. RESPONSE TO PREVIOUSLY RAISED COMMISSION COMMENTS AND REQUESTS None at this time. COMMISSION COMMENTS AND REQUESTS Commission Chair Brian Hagen reminded everyone that school will be starting soon and to be aware of the children walking to and from schools and to drive cautiously. STAFF REPORTS POLICE /FIRE - Captain Koerner and Fire Chief Byerly made a power point presentation to the Commission which included a recap of events during the past several months including FEMA Training in Emmetsburg, VA, grants received to help with purchasing equipment such as power stretchers, fit testing machine, Heartstart monitors; Nite to Unite and National Noon Out events; hiring of a police officer /paramedic; police officer returning to duty after serving for a year in the military; reserve academy and volunteer hours logged, just to name a few. Captain Koerner advised the Commission that at the September meeting he will have an update on the budget and also the City Hall /Public Safety building project that the Commission will become involved with. COUNCIL - Council Member Olsen wanted to inform the Commission of 3M Cottage Grove and City Council update on hazardous waste burning at the 3M site. He went on to say that a compromise is being worked on as well as trying to ease the concern of 3M employees. Information will be posted on the city web page with responses to concerns. ADJOURN Motion by Commission member Todd Chambliss, seconded by Commission member Ben Franczok to adjourn the meeting at 7:42 p.m. Motion carried.
