COUNCIL ACTION REQUEST
Consider passing an ordinance amending Title 3 Chapter 7 of the Cottage Grove City Code
relating to alarm systems.
STAFF RECOMMENDATION
Pass the ordinance. This ordinance removes any direct information related to prorating the
commercial alarm license fee from our City Code and simply references the City Fee Table,
which allows for quarterly prorating of the initial license fee.

Subject: Commercial Alarm System License Fees
Background
The City of Cottage Grove requires businesses to license alarm systems. The current annual
(calendar -year) license fee is $100.00 and includes the first two reported false alarms at no
charge. Our city code states that commercial alarm licenses issued after August 31 of any year
are effective through the entire following year, which essentially is an attempt to prorate the
initial license fee for a business. Our City Fee table, which has been adopted by the City
Council, conflicts with this and allows for quarterly prorating of the initial alarm license fee.
Quarterly prorating appears to be a fairer way to apply the initial license fee rather than the all -
or- nothing fee of our current city code. Most of our calendar -year license fees now allow for
quarterly prorating of the initial license fee.
The proposed ordinance removes any direct information regarding the license fee and simply
references the City Fee Table, which allows for quarterly prorating of the initial license fee.
License renewals remain unchanged and cover an entire calendar year.
Staff Recommendation
Pass the ordinance amending Title 3 Chapter 7 of the Cottage Grove City Code.
AN ORDINANCE FOR THE CITY OF COTTAGE GROVE, MINNESOTA,
AMENDING TITLE 3 CHAPTER 7 OF THE COTTAGE GROVE
CITY CODE RELATING TO ALARM SYSTEMS
The City Council of the City of Cottage Grove, Washington County,
Minnesota, does hereby ordain as follows:
SECTION 1. AMENDMENT "The Code of the City of Cottage Grove,
County of Washington, State of Minnesota," shall be amended by amending
Section 3 -7 -3 to read as follows:
3 -7 -3: ALARM USER LICENSES:
C. License Fee: A license fee in such amount as provided by ordinance of the
city council from time to time shall be payable upon application for an alarm
user license, and on or before January 1 of each subsequent year, for each
alarm user who operates an alarm system in the city. Li%RSe fees shall not
be prerated. (Ord. 783, 2 -15 -2006)
SECTION 2. EFFECTIVE DATE This ordinance shall be in full force and
effect from and after its passage and publication according to law.
