ADVISORY COMMITTEE ON HISTORIC PRESERVATION
CITY OF COTTAGE GROVE
April 8, 2003
Pursuant to due call and notice thereof, a regular meeting of the Advisory Committee on Historic
Preservation was duly held at City Hall, 7516 — 80th Street South, Cottage Grove, Minnesota,
on the 8th day of April 2003.
Chair Mickey McBride called the meeting to order at 7:00 p.m.
MEMBERS PRESENT: Glen Brown, Mickey McBride, Kip Sundgaard, Herb Japs, Beverly
Gross, Frances Ratzlaff
MEMBERS ABSENT: Parks Commission Liaison Tim Sirianni

APPROVAL OF AGENDA
Brown asked why New Business was listed prior to Old Business. Lindquist responded that
since some of the Old Business items related to staffing and program direction, the New Busi-
ness items should be discussed first to help in that discussion. The agenda was approved as
submitted.
APPROVAL OF MINUTES
Brown moved to approve the February 18, 2003 minutes as mailed with the addition of Vice
Chair on Page 2, second paragraph. Japs seconded the motion. Motion carried unanimously.

OLD BUSINESS
A. Historic Preservation Contact Report
Burbank summarized the historic preservation inquiries and contacts since the Com-
mittee last met.
Ratzlaff provided a copy of a newspaper article relating to an inquiry relating to a 1942
plane crash. Burbank responded that he would provide it to the gentleman seeking
the information. Gross noted that there is a memorial for a plane crash in Inver Grove
Heights.
B. Preservation Week 2003
Burbank identified the planned activities for Historic Preservation Week 2003, and
stated that staff was recommending the preservationist of the year award go to
Michael and Paula Buschilla of 10276 East Point Douglas Road South. The Com-
mittee concurred with the planned activities identified by Burbank, and it was the con-
sensus to recommend that the preservationist of the year award go to Michael and
Paula Buschilla of 10276 East Point Douglas Road South.
C. Great Grove Get Together
Burbank reported that the city would be having an exhibit of historic preservation ma-
terials at the Great Grove Get Together. He noted that any committee members
wishing to assist in the staffing of the booth should contact him. He indicated further
that staff was not planning a bridge walk to as an event this year. The Committee held
a general discussion about the bridge walk, and reached a consensus that a similar
historic event should be planned later in the year. Burbank responded that staff would
include the discussion on a future agenda.
Hale asked about the archeological review completed for the area at and around the
Lower Grey Cloud Island Iron Bridge. Burbank responded that a copy of the report
would be provided at the next meeting.
D. Frattalone /Munger House.
The Committee held a general discussion about the Munger house and related
"Atkinson's corner." A need to visit the site was identified by the group. Burbank
stated that he would attempt to arrange a tour of the site and the adjacent property.
E. 9905 Military Road Registration.
Burbank reported that Mary Ann Marty, 9905 Military Road, was requesting that her
property be placed on the City's Register of Historic Sites and Landmarks. He stated
further that there was a Findings of Significance issued for the property, and that it
was a part of the Cedarhurst Historic District. The committee held a general discus-
sion about the site with the property owner.
Sundgaard made a motion to recommend the placement of the site on the City's
Register of Historic Sites and Landmarks as requested.

Burbank stated that the item would be presented to the Council, and that he was not
sure if there would be any application fees associated with the preparation work.
McBride said that with the extensive amount of background research completed on
the site that he didn't think there would be a need to spend extensive staff or consult-
ing time on the nomination report.
OLD BUSINESS
A. HP Program Direction /Staffing Discussion — Continued
The Committee held a general discussion about the future plans for the city's his-
toric preservation program. Lindquist indicated that Councilmember Kohls had in-
dicated that she liked the portion of Bob Vogel's letter that the city should do
something " up to date" now that the information gathering is done. She further
stated that she envisions some sort of a Historic Preservation component as a part
of the city's park and open space system and that the link may provide for a wise
use of limited funding to assist in the preservation of cultural resources. Japs
asked if there was a park plan for the Camel's Hump Scenic Overlook Area yet.
Lindquist responded that the City purchased the land and is working on a park
plan as a part of the Park master planning process being completed by the Parks
Commission. Gross mentioned the establishment of a historic plaque identification
program. Sundgaard said that it has been talked about for the last six years.
Burbank responded that he would do some research on the plaques.

haven't done so already.

McBride moved to adjourn the meeting, Brown seconded, and the Meeting was ad-
journed at 8:58p.m.
