Levitt, P.E., City Engineer Date: October 13, 2010 Re: Fire Stations 1 & 4 Generator Upgrades BackgroundlDiscussion: The contractor, Collins Electric, has been working on the generator upgrades at Fire Station 1 & 4. To date it has gone well with no additional costs. In the original proposal the request was made for an add alternate for auto start of the generators. The City accepted Collins Electric's quote for the alternate at $1400. Please see attached council item and request letter. After further investigation, Collins Electric cannot do a simple wiring change as originally thought to make the generators auto start. The new proposal for the work is $10,580 total add alternate, this is a $9,180 increase in the contract. The additional work would allow the generators to auto start in a power failure and would be able to send a signal to our alarm company if a failure occurs during routine testing of start up. It should be noted Collins would still have been the low quote for the work even with the increased auto start cost. Also attached is a memo from Fire Chief Bob Byerly outlining the importance of the request. Recommendation: It is recommended that Council approve the service agreement cost increase of $9,180 for the auto start digital control for the generators at Fire Stations 1 and 4. City of Cotta Grove ® Minnesota To: Honorable Mayor and City Council Ryan Schroeder, City Administrator From: Bob Byerly, Fire Chief Date: 10/7/10 Subject: 2010 Fire Station Generator Upgrades- Stations 1 and 4 • ►1 • During 2011/2012 budget meetings, and after an OSHA inspection of the City's fire stations, a safety need was identified regarding the generators at station 1 and 4 with running cords to the generators during storms when the stations lost power and personnel arrived at the station. The Mayor and Council approved the generator work at the 8/11/2010 Council meeting which was to include an add alternate with automatic power transfer switches and starting of the generators to supply continuous electricity to the stations during a power outage. When the bid was awarded the City Engineer was not sure that due to the age of the generators they would be capable of handling the automatic start features. When the upgrades were being made it was found that there would be added costs to get specific parts to make the automatic start functional which would incur higher costs for the project. The underground wiring and re- wiring in the buildings has been completed and the generators will now power the entire buildings at stations 1 and 4. Fire Command staff agree that this is an extremely important feature (automatic starting) and due to the safety aspect of going out during a storm to turn the generator on, this would be hazardous to personnel. If the generators do not start when the main power goes out, power to the vehicles and auxiliary equipment would drain batteries and may lead to vehicles or equipment not starting. Garage doors will not open except manually and air pressure to vehicles would also be drained which would delay response times. RECOMMENDATION It is recommended to add the alternative automatic start feature for $9,180.00. Transmitted herewith is a copy of the quotes for your information and file. Copies will also be distributed to each Quoter. This project consisted of a base quote to upgraded the generator at Fire Station 1 & 4 from a 60 amp service to a 200 amp with a manual transfer switch and disconnect; an add alternate would upgrade to a Auto start system. This work is a non - budget item, but is a safety issue identified by OSHA. There were a total of 4 quotes.
