RE: Proposed Change in Warming House Sites and Hours for 2011
There have been several changes to the Warming House sites and hours over the last 10 years
for various reasons: new locations, budget increases /decreases, attendance trends, school re-
lease times, and curfew laws.
During the 2009 -2010 skating season, the following sites were staffed: Hamlet, Highlands, Peter
Thompson, and Woodridge. Due to decreases in the Recreation Department budget; the Hearth -
side and Pinetree Valley sites were closed. Although the rinks were maintained by Public Works,
the buildings were not open for public use. Additional unstaffed rinks were maintained:
Armstrong, Old Cottage Grove, Hemingway, and Ideal. In total, there were 10 sites with one or
more rinks during the 2009 -2010 season.

The Recreation Department did receive negative feedback with the closure of Pinetree Valley and
Hearthside park sites in 2009/2010. Most concerns seemed to stem from residents in the
neighborhoods associated with each park.
The money allotted out of part -time temporary personnel services budget for the Warming House
is $10,500 or 164 hours of labor in 2011.
Staff is providing an alternative to allocating the 164 labor hours to include opening the
Hearthside and Pinetree Valley park sites. Many cities have gone to a similar format of varying
schedules. To accommodate the majority of neighborhoods in the city, six sites in the city would
be open a minimum of three week nights and one weekend day. Historically, Friday and Sunday
have been the busiest days for warming houses so it is proposed to keep all sites open on these
days.
The chart below depicts this alternative to the 2011 Warming House sites and hours of operation
and has a net zero effect on the city budget.
If these changes are recommended, residents will be notified via school newsletters, utility bills,
Facebook, the City's website, signs at all locations, newspaper, etc.
