PUBLIC SAFETY, HEALTH AND WELFARE COMMISSION
MINUTES OF MEETING
April 15, 2008
Pursuant to due notice, a meeting of the Public Safety, Health and Welfare Commission
was held at the City Hall Council Chambers and was telecast on local Government Cable
Channel 12.
CALL TO ORDER: The April 15, 2008 meeting of the Cottage Grove Public Safety,
Health and Welfare Commission was called to order at 7:00
p.m.
MEMBERS PRESENT: Brian Hagen, Ben Franczok, Justin Olsen, Jeff Rothecker
MEMBERS ABSENT: Kathy Klein, David Wick
STAFF PRESENT: Deputy Director of Public Safety Pete Koerner, Fire Chief Bob
Byerly
Approval of minutes:
Chairperson Hagen presented the January 15, 2008 minutes for review. On a motion by
Commission member Jeff Rothecker, seconded by Commission member Justin Olsen, the
January 15, 2008 minutes were approved as submitted. Motion carried.
Approval of agenda:
Chairperson Hagen presented the April 15, 2008 agenda of the Public Safety, Health and
Welfare Commission for review. On a motion by Commission member Justin Rothecker,
seconded by Commission member Ben Franczok, the April 15, 2008 agenda was accepted
and approved by the Commission. Motion carried.
OPEN FORUM
Chairperson Hagen invited citizens present to address the Commission regarding any
matters that were not on the approved agenda.
There being no presentations, Chairperson Hagen closed the Open Forum segment of the
meeting.
COMMUNITY DEVELOPMENT
The Planning Commission had no agenda items for discussion due to their meeting
being held after the Public Safety, Health and Welfare Commission’s meeting date.

The Commission had no comment and approved the temporary use permit as stated.

RESPONSE TO PREVIOUSLY RAISED COMMISSION COMMENTS AND REQUESTS
None at this time.
COMMISSION COMMENTS AND REQUESTS
- Commission member Justin Olsen inquired as to the area of Meadow Grass and
noting the installation of Stop Signs at intersections and if the matter was
brought before the Commission or any information was provided for input
regarding the stop signs. Captain Koerner advised that the Meadow Grass area
sign installation is not part of the 2008 Pavement Management study that was
presented to the Commission. This is a separate issue and due to neighborhood
resident concerns that there were no stop signs installed at intersections, this is
being corrected by the Public Works Department and City Engineer’s office.
- Commission member Ben Franczok wished to thank the Police Officers and Fire
Fighters who responded to his home for a carbon monoxide detector that was in
alarm mode. They got there fast and were very professional.
- Commission member Jeff Rothecker wanted to remind everyone that with the
warm weather come motor cycle riders. Also more bicycle riders, especially
children, will be out. Please be aware of them.
STAFF REPORTS
POLICE - Captain Koerner informed the Commission that the city is hiring an EMT
Coordinator and Fire Fighter as replacement positions. He went on to say
that a part time clerical position will be filled for 1 year to replace a full
time retirement position and a full time resignation position in the police
department.
Captain Koerner advised that in December 2006, Investigator Ueland of
the Cottage Grove Police Department and Investigator Polsky of the St.
Paul Police Department, worked together to solve the Selvig Jewelry
burglary case. Great police work.

He also advised the Commission that the police intervened at an
underage drinking party that was published using the internet site
“Facebook” to invite a few hundred people to the Cottage Grove
residence. There were numerous juveniles that were cited for underage
consumption.
Captain Koerner informed the Commission that Officer Gwen Martin held
a seminar open to the public on predatory offenders. About 50 people
attended and according to the survey completed by them at the end of the
seminar, thought the seminar was very informative and were appreciative
for the information provided. He went on to say that there are going to be
more of these seminars in the future.
Captain Koerner advised the Commission that the City Council has
requested joint meetings with the entire city’s Advisory Commissions to
review the purpose, values and duties of each Commission and entertain
any feedback and/or questions you might have. He enclosed the current
purpose, values and duties for the Public Safety, Health and Welfare
Commission in tonight’s packet. The date is scheduled for Wednesday,

May 7 at 6:30 p.m. The meeting will take place prior to the regularly
scheduled Council meeting and be held in the Administrative Conference
Room.
He went on to inform the Commission that Severe Weather week will be
April 21 – 25, 2008 and sirens will be alerting April 24 at 1:45 p.m. and
another at 6:55 p.m.
At this time he would like to advise the Commission that Brian Hagen was
recognized by the City Council for his years of service as a Volunteer
Reserve Officer. Brian Hagen submitted his resignation from the program
after 12 years of service. Captain Koerner thanked him for his service.
FIRE - Fire Chief Byerly stated the specifications have been sent for repairs to
the grass truck.
He went on to say that the Fire Department made application for a grant
through the U.S. Department of Homeland Security-Assistance to
Firefighters Grants Program to replace seven LIFEPAK defibrillators.

Fire Chief Byerly informed the Commission that a grant has been applied
for to design a hose rack for which the parts (steel, wheels and paint) can
be built. Total cost will be less than $1,200.00. The Fire Auxiliary has
stated they would donate the $900.00 for material purchases so we can
build this rack. The hose rack will stay on the main garage floor at station
2 and will be able to be wheeled around to the trucks to save on carrying
by personnel and eliminate carrying hose to the mezzanine. This will be
more safe for our firefighters and convenient. As funds become available
we will replace hose racks at other stations with smaller racks.

He went on to say that a tentative date of May 17 from 9:00 – 11:00, an
Emergency Management table top exercise will be held. He also added
that the Prairie Island Drill is sent for some time in June or July. More
information to follow on each of these.
He informed the Commission that Deputy Fire Chief Redenius and himself
will be working on the Washington County 800 MHz system with an
August timeline.
Fire Chief Byerly advised the Commission that Deputy Fire Chief Dennis
Leonard will be retiring from the Cottage Grove Fire Department with 32
years of volunteer service on the Fire Department.
COUNCIL - Council member Myron Bailey informed the Commission that the footings for
the ice arena addition are in and things are going ahead as planned.
He went on to advise the Commission that the City Council and EDA will be
reviewing the Langdon neighborhood for mass transit possibilities.
Strawberry Fest for 2008 is scheduled, as in the past, on Father’s Day
weekend. He also advised anyone in the viewing audience that the Festival
is looking for volunteers and meetings will be held on the first and third
Mondays of the month beginning at 6:00 p.m. and will be held at City Hall and
invited anyone to attend and become involved. They can view information on
the city’s website or call.
The Cottage View Drive-In site is still in a holding process and a traffic study
is being done with regards to frontage road issues.
Council member Bailey went on to say that the 2008 City Council Goals has
a new look and invited the Commission to review them.

Olsen to adjourn the meeting at 7:28 p.m. Motion carried.
