PUBLIC SAFETY, HEALTH AND WELFARE COMMISSION
MINUTES OF MEETING
January 15, 2008
Pursuant to due notice, a meeting of the Public Safety, Health and Welfare Commission
was held at the City Hall Council Chambers and was telecast on local Government Cable
Channel 12.
CALL TO ORDER: The January 15, 2008 meeting of the Cottage Grove Public
Safety, Health and Welfare Commission was called to order at
7:00 p.m.
MEMBERS PRESENT: Kathy Klein, Brian Hagen, David Wick, Ben Franczok
MEMBERS ABSENT: Justin Olsen, Jeff Rothecker
STAFF PRESENT: Deputy Director of Public Safety Pete Koerner
Approval of minutes:
Interim Chairperson Hagen presented the November 20, 2007 minutes for review. On a
motion by Commission member Kathy Klein, seconded by Commission member Dave
Wick, the November 20, 2007 minutes were approved as submitted. Motion carried.
Approval of agenda:
Interim Chairperson Hagen presented the January 15, 2008 agenda of the Public Safety,
Health and Welfare Commission for review. On a motion by Commission member Dave
Wick, seconded by Commission member Ben Franczok, the January 15, 2008 agenda was
accepted and approved by the Commission. Motion carried.
OPEN FORUM
Interim Chairperson Hagen invited citizens present to address the Commission regarding
any matters that were not on the approved agenda.
There being no presentations, Interim Chairperson Hagen closed the Open Forum segment
of the meeting.
COMMUNITY DEVELOPMENT
The Planning Commission had no agenda items for discussion due to their meeting
being held after the Public Safety, Health and Welfare Commission’s meeting date.
There being no comments by the Commission, this portion of the meeting was closed.

OLD BUSINESS
Case 07-10-03 Review of Animal Ordinance
The Commission was provided a copy of memos from Captain Koerner,
Assistant City Attorney Manderschied and a revised draft ordinance to
review. Captain Koerner also presented the Commission with a power
point presentation to help with the proposed changes made. The
following areas were addressed – Potentially Dangerous Dogs, added
definitions, definitions of attacks and imminent dangers, seizures,
impoundment periods and dispositions, concealments of animals and
multiple offenses – seizure and destruction.
The Commission thanked him for his presentation and felt that the revised
ordinance looked very good. Mr. Mark Craig asked if there is a way that
one can tell when a dog is being walked on a leash, that the dog is a
registered potentially dangerous or dangerous dog. Captain Koerner
advised that dogs that are registered will be required to wear a tag which
is the same design as the poster which is required to be posted in the
yard of a potentially dangerous or dangerous dog. Mr. Craig also
inquired as to whether notices will be sent to surrounding neighbors of a
registered potentially dangerous or dangerous dog. Captain Koerner
informed him that he is not aware of that process but would look into it.
Captain Koerner also advised that police officers as well as the animal
control officers would be having training on the new ordinance so that
everyone is aware of how to handle responses to a potentially dangerous
or dangerous dog call. He also added that the revised ordinance will be
posted in the bulletin newspaper, the city web page and also discussed
on “Your Public Safety” cable show.
There being no further discussion, on a motion by Commission member
Ben Franczok, seconded by Commission member Dave Wick, the revised
ordinance was accepted as presented and recommended it be presented
to Council for adoption. Motion carried.

ADMINISTRATION
Terms of Commission members Justin Olsen, Ben Franczok and Kathy Klein accepted
to serve another two year term.

Nomination for Chairperson - On a motion by Commission member Ben
Franczok and seconded by Commission member Kathy Klein to nominate Brian
Hagen as Chairperson. Motion carried.
Nomination for Vice Chairperson – On a motion by Commission member Dave
Wick, seconded by Commission member Kathy Klein to nominate Jeff
Rothecker. Motion carried.
RESPONSE TO PREVIOUSLY RAISED COMMISSION COMMENTS AND REQUESTS
None at this time.
COMMISSION COMMENTS AND REQUESTS
None at this time.
STAFF REPORTS
POLICE - Captain Koerner reported that the Command Vehicle has been utilized
during training sessions and also during the Ashland Refinery fire.
He also stated that the city is currently doing backgrounds for Community
Service Officers.
He went on to say that Christmas eve, Officer Bryce Wanek and Sergeant
Greg Brysky while patrolling the CUB Foods area, noted that
packages/toys were still left at the drop off site and attempted to contact
specific news stations hosting different charities, and never received a
call back. They then contacted Crossroads Church who advised them
they did have some needy families this Christmas. Officer Wanek and
Sgt. Brysky coordinated with CUB Foods and Crossroads Church and the
items were delivered in time. A special thank you to them for their efforts
was given.
FIRE - Captain Koerner stated that the Fire Division is currently in the process of
conducting backgrounds for a fire fighter/paramedic and EMS Coordinator
due to the vacancies created by Andy Bauman and Jeff Sedlacek, who
were hired on at Maplewood Fire.
COUNCIL - Council member Myron Bailey informed the Commission that he is appointed
as Council Liaison for 2008.
He went on to advise the Commission that there are several items he wished
to inform them of. Strawberry Fest for 2008 is scheduled, as in the

past, on Father’s Day weekend, as in the past, however, will not have as
many things held on Sunday and more to do on Friday and Saturday, with a
band for each of the two nights. He also advised anyone in the viewing
audience that the Festival is looking for volunteers and meetings will be held
on the first and third Mondays of the month beginning at 6:00 p.m. and will be
held at City Hall and invited anyone to attend and become involved.
He then advised that Presbyterian Homes will have residents moving in
within the next month and that White Pines/Comforts of Home, another senior
housing component, is under construction.
He also informed the Commission that Culver’s is in the planning process
and will be located in the Kohl’s parking lot.
The Council will be reviewing and possible design of Pine Tree Pond Park
building.
Construction of the Ice Arena expansion will begin with the groundbreaking

ceremony around March 1 and continue with construction through October.
The Cottage View Drive-In site is still in the planning process and a traffic
study is being done.
The site of the Cottage Grove Fitness Spa is being renovated due to new
businesses that are moving in.
There are a few openings on the City’s Commissions and he invited the
public to become involved by joining any Commission. He also invited the
youth of the Community to become involved as well.
He next informed the Commission that a community survey will be done to
find out from residents their feelings on what they would like to see in Cottage
Grove, and opinions on how Cottage Grove can better serve the citizens of
the community.

Franczok to adjourn the meeting at 7:42 p.m. Motion carried.
