PUBLIC SAFETY, HEALTH AND WELFARE COMMISSION
MINUTES OF MEETING
May 20, 2008
Pursuant to due notice, a meeting of the Public Safety, Health and Welfare Commission
was held at the City Hall Council Chambers and was telecast on local Government Cable
Channel 12.
CALL TO ORDER: The May 20, 2008 meeting of the Cottage Grove Public Safety,
Health and Welfare Commission was called to order at 7:00
p.m.
MEMBERS PRESENT: Brian Hagen, David Wick, Ben Franczok, Kathy Klein, Justin
Olsen, Jeff Rothecker
MEMBERS ABSENT: None
STAFF PRESENT: Deputy Director of Public Safety Pete Koerner, Fire Chief Bob
Byerly, Council member Myron Bailey
Approval of minutes:
Chairperson Hagen presented the April 15, 2008 minutes for review. On a motion by
Commission Vice-Chair Jeff Rothecker, seconded by Commission member Kathy Klein, the
April 15, 2008 minutes were approved as submitted. Motion carried.
Approval of agenda:
Chairperson Hagen presented the May 20, 2008 agenda of the Public Safety, Health and
Welfare Commission for review. On a motion by Commission member Dave Wick,
seconded by Commission Vice-Chair Jeff Rothecker, the May 20, 2008 agenda was
accepted and approved by the Commission. Motion carried.
OPEN FORUM
Chairperson Hagen invited citizens present to address the Commission regarding any
matters that were not on the approved agenda.
There being no presentations, Chairperson Hagen closed the Open Forum segment of the
meeting.
COMMUNITY DEVELOPMENT
The Planning Commission had no agenda items submitted for discussion. There being
no comments by the Commission, this portion of the meeting was closed.

OLD BUSINESS

Case 05-09-01 CSAH 22 (70 Street ) and Hardwood Avenue concerns – see
memo from Captain Koerner
Captain Koerner gave a brief history of this matter to the Commission. In the
summer of 2005, Commission Member Justin Olsen had made brought up a

safety concern about the intersection of 70 Street and Hardwood Ave. Last
summer, the Public Safety, Health and Welfare Commission did support the City
Council request to look for at grants to help with the intersection. City Engineer
Levitt has also been monitoring the process and indicated that the intersection
has been moved up in its priority. Recently Commission Member Olsen had
requested that the county again reevaluate the intersection following a crash on

May 9, 2008. County Commissioner Myra Petersen has also been contacted
and has been working on the issue.
Captain Koerner also wanted to say thank you to Commission Member Olsen for
continuing to advocate changes to the intersection. Captain Koerner went on to
say he will also continue to monitor the process. On a public safety side, he
added we will continue to encourage our officers to enforce traffic in the area.
NEW BUSINESS
Case 08-05-01 Outdoor Event Permit Applications – 2008 Cottage Grove
Strawberry Fest/Carnival/Dance/Car Show/Fireworks
The Commission reviewed the Outdoor Event Permit Application for the 2008
Cottage Grove Strawberry Fest/Carnival/Dance/Car Show/Fireworks to be held
during June 13, 14, 15, 2008. After general discussion and review of conditions for
each event, the Commission recommended on a motion by David Wick, seconded
by Ben Franczok, the application be approved. By a unanimous voice vote of the
Commission the motion carried.
Case 08-05-02 Outdoor Event Permit Application – Osman Shrine Car Show at
VFW Red Barn, 07-20-08, 11:00 a.m. to 4:00 p.m.
The Commission reviewed the Outdoor Event Permit Application for the Osman
Shrine Car Show at VFW Red Barn, 07-20-08, 11:00 a.m. to 4:00 p.m.
Commission member Kathy Klein had one concern regarding patrons possibly
bringing alcoholic beverages outside of the VFW club into the car show event.
Captain Koerner advised her that there were no complaints in previous years
and that the VFW does keep enough employees surveying the location to
ensure there are no violations. After general discussion and review of conditions
for the event, the Commission recommended on a motion by Justin Olsen, seconded
by Jeff Rothecker, the application be approved. By a unanimous voice vote of the
Commission the motion carried.

STAFF REPORTS
POLICE - Captain Koerner informed the Commission that the city has hired a
Paramedic/EMS Coordinator and a Fire Fighter/Paramedic as
replacement positions. Wes Halvorsen was introduced to the
Commission and is the Paramedic/EMS Coordinator.
Captain Koerner also advised the Commission that there will be a
National Night Out Recruitment Picnic held at Kingston Park on Thursday,
May 22 from 6 – 8 p.m. with information on having a block party and
invited the Commission to stop by. This year’s National Night Out is
getting back to being held in neighborhoods and having neighborhood
block parties and will be a more positive approach to the event. He also
added that there will be food, soda and information available to those
attending.

FIRE - Fire Chief Bob Byerly informed the Commission that on May 17, an
Emergency Management Presentation was held and included
participation with Washington County Public Health and Emergency
Management.
He also wanted to let everyone know that the Police vs. Fire Softball
game, in conjunction with Strawberry Fest, will be held this year at the ball
fields of Grey Cloud Elementary instead of Lamar Fields. He went on to
say that the Fire Department will have a booth at Strawberry Fest and will
have handouts to those interested in stopping by.
He advised that there will be training at the Prairie Island Nuclear Plant
and invited members to attend either on June 10 or July 23.
He went on to say that Deputy Fire Chief Dennis Leonard will be retiring
from the Cottage Grove Fire Department after 32 years of volunteer
service. His last day will be July 31, 2008. There will be a cook-out held at
Fire Station 2 on his last day to wish him well.

COUNCIL - Council member Myron Bailey advised the Commission that there has been a
great turn out for volunteers and support from local businesses for this year’s
Strawberry Fest.
He also informed the commission that this year’s parade route is changed
due to the construction going on at the High School. Crossroads Church
has graciously offered their parking lot and church for use by those in the

parade. The route will be from the church parking lot, to 80 Street, to
Jamaica Avenue, north on Jamaica Avenue to Indian Blvd. east to Grey
Cloud Elementary School.
Construction of the Ice Arena expansion is moving along. Work is beginning
on the inside and it looks like the completion date of October will be right on
time.
He next informed the Commission that the Comprehensive Plan is continuing
to progress steadily.
Street work going on in the Highlands area has had a few issues with the trail
system but Council is working on them.
He also advised the Commission of a Joint Session with the School District
that will be coming up.

Olsen to adjourn the meeting at 7:20 p.m. Motion carried.
