The council will consider the improvement of such streets, storm sewer and signal improvements in accordance with the feasibility report and the assessment of benefitting property for all or a portion of the cost of the improvement pursuant to Minnesota Statutes, Chapter 429 at an estimated total cost of the improvement of $1,567,900.00. 3. A public hearing shall be held on such proposed improvement on the 1 st day of December, 2010, in the council chambers of the city hall at 7:30 p.m. and the clerk shall give mailed and published notice of such hearing and improvement as required by law. Levitt, P.E., City Engineer Date: October 28, 201 Re: West Point Douglas Road Extension Approve Feasibility Report Call for Public Improvement Hearing 1�m On September 1, 201 the City Council authorized that a feasibility report be prepared for the 2011 Pavement Management Area which included the West Point Douglas Road Extension. The West Point Douglas Road Extension is a project that would be constructed under MnDOT State Aid standards, which would be too burdensome and costly to the residential street project, so a separate feasibility report was prepared for the project. The City Council held a workshop session on October 20, 201 to discuss the various elements of the proposed improvements. Onsite meetings were held with Erickson Marine and Gerlach's to outline the project scope and financial impact of the project. A neighborhood meeting is scheduled to be held on November 9, 2010 at 7:00 p.m. at City Hall in the Council Chambers. Notices were mailed to residents and businesses on October 25, 201 Feasibility Report: On the basis of the Council's previous action, a feasibility report has been prepared. Upon this analysis, the project is felt to be physically and financially feasible. The feasibility report is enclosed for the Council's review. Call for Public Improvement Hearing: The public improvements associated with the West Point Douglas Road Extension Project will benefit properties in the immediate area. Therefore, for the costs to be assessed to all benefited properties, it will be necessary to hold a public hearing for the project. A hearing date of December 1, 201 will afford the necessary time to publish legal notices and send out letters to affected property owners. A benefit appraisal was ordered for the five properties within the project area. The benefit appraisals are scheduled to be submitted to the City on November 14, 2010, prior to the public hearing. Surface Improvements One third of the project costs will be apportioned among the commercial properties based on the number of linear feet abutting the improved street surface. Two thirds of the project costs will be apportioned among the commercial properties based on the areas of the properties, in square feet. 5.5.1.2. Sub-Surface Improvements Storm sewer - One third of the project costs will be apportioned among the commercial properties based on the number of linear feet abutting the improved street surface. West Point Douglas Road, located adjacent to the neighborhoods, is also proposed to be reconstructed in 2011. The City applied for, and received, Mn /DOT Cooperative Agreement funding to partially finance the improvements to the roadway. West Point Douglas Road serves as a frontage road to area businesses located along T.H. 61. Key project components include the following: • Extension of West Point Douglas Road to the intersection of Highway 61 with Highway 95, including closure of the existing access to the west of Erickson Marine, construction of a right turn lane off of Highway 61 and storm water improvements. • Signal Revision to accommodate a fourth approach. • Reconstruction of the existing West Point Douglas Road. The current access to West Point Douglas Road from T.H. 61 is located west of the Erickson Marine property. During peak hours of traffic on T.H. 61, the ability for motorists to cross the highway to enter or leave West Point Douglas Road is becoming increasingly more difficult. For this reason, the City analyzed the potential to relocate the access to the signalized intersection of T.H. 95 and T.H. 61. The purpose of this report is to further evaluate the work actually required for this street rehabilitation project, to provide an estimate of cost, and to establish a method of cost allocation or assessment in order to determine the physical and economic feasibility. West Point Douglas Road parallels T.H. 61 for approximately 0.5 miles in the southeast portion of the City. North of the T.H. 61 access, the roadway serves a residential neighborhood. No improvements are proposed in that area under this project, instead they are to be included within the proposed 2011 Pavement Management Project. South of the T.H. 61 access, the roadway serves as a frontage road for area businesses. The roadway extends approximately 1100 feet south of the access and terminates at a driveway for a residential property. The residential driveway is located approximately 700 feet north of the T.H. 61 and T.H. 95 intersection. Between the driveway and the intersection, the existing terrain includes grassy and wooded areas. Lofton Avenue serves the Countrywood residential development and abuts two commercial properties, Gerlach's and Erickson Marine. The portion of Lofton Avenue that's adjacent to the commercial properties is included in the project area. The bedrock depth ranged from approximately 5 feet to 10 feet below the surface. SANITARY SEWER AND WATER MAIN There is no public sanitary sewer or watermain within the project limits. STORM SEWER The existing drainage system for the West Point Douglas Road in the vicinity of the project area utilizes the adjacent Trunk Highway (T.H.) 61 ditch as a primary means to convey flow northwesterly toward an existing ravine that ultimately discharges to the Mississippi River. The West Point Douglas Road drainage system in the project area includes catch basins at the intersection of West Point Douglas Road and Lofton Avenue that collect flow to this low point and route it into the adjacent T.H. 61 ditch to the north. The existing drainage area to this intersection includes approximately 525 feet of West Point Douglas Road, approximately 300 feet of Lofton Avenue south of West Point Douglas Road, and drainage from the commercial properties on the south side of West Point Douglas Road. The remaining portion of West Point Douglas Road to the project limits drains in the road before discharging into the adjacent T.H. 61 ditch. There is currently no curb and gutter in the project area, rather flows travel along the edge of the road and sheet flow across the road to discharge into the adjacent T.H. 61 ditch. T.H. 61 AND T.H. 95 INTERSECTION The intersection is currently a three - legged intersection with a signal system that controls traffic for northbound T.H. 61, southbound T.H. 61 and T.H. 95. Northbound T.H. 61 consists of two through lanes and a free -right turn lane at the intersection. Southbound T.H. 61 consists of two through lanes and a left turn lane at the intersection. T.H. 95 consists of left and right turn lanes at the intersection. ENVIRONMENTAL ANALYSIS Environmental studies were completed to analyze the potential for contamination along the project corridor. The studies included document research augmented by field surveys. The document research did not indicate any areas of significant concern related to potential contamination. In conjunction with the soil boring analysis, environmental scientists were on -site to review the soils brought to the surface. No evidence of contamination was found after examination of the soils. • •• The City has worked closely with Mn /DOT throughout the planning and conceptual design phases of the project. West Point Douglas Road will constitute the fourth leg of the intersection with T.H. 61 and T.H. 95. Both T.H. 61 and T.H. 95 are under the jurisdiction of Mn /DOT. Any improvements, or impacts, on those roadways require Mn /DOT's review and concurrence. The addition of the fourth leg to the intersection required that a left turn lane be constructed for northbound traffic and that a right turn lane be constructed for southbound traffic to enter onto West Point Douglas Road. City of Cottage Grove, MN Page 3 West Point Douglas Road Extension Project Bonestroo 000048- 10289 -0 would be required along T.H. 61 in relation to the West Point Douglas Road Extension project. As a result, Mn /DOT constructed the required turn lane improvements along T.H. 61 at no cost to the City. TRAFFIC SIGNAL IMPROVEMENTS AT THE T.H. 61 AND T.H. 95 INTERSECTION The current intersection geometry includes a three -leg configuration. West Point Douglas Road will comprise the fourth leg to the intersection. As a result, signal modifications are required to provide a coordinated system for the revised geometrics. The signal system will allow for controlled access onto T.H. 61 from West Point Douglas Road. T.H. 95 currently allows for right and left turns at the intersection with T.H. 61. With the addition of West Point Douglas Road as the fourth leg of the intersection, provisions will be made to allow for a through movement. This will require widening along T.H. 95 to accommodate the additional lane. When completed, T.H. 95 traffic will have dedicated left and right turn lanes in addition to the through lane. OTHER T.H. 61 IMPROVEMENTS The existing access to West Point Douglas Road will be closed on the west side of T.H. 61. The access will be physically removed, and the area will be graded as a continuation of the existing roadside ditch. The center median, between northbound and southbound T.H. 61 will remain in- place to allow for southbound traffic to access 61 Marine. The northbound left turn lane at the access will be converted to shoulder. CITY STREETS The existing West Point Douglas Road will be reconstructed from the existing T.H. 61 access to approximately 1100 feet to the southeast. From that location, new construction will occur to allow for the connection at the T.H. 61 and T.H. 95 intersection. The proposed roadway section will include 5- inches of bituminous pavement, 8- inches of Class 5 aggregate base course, and 24- inches of select granular borrow. The roadway will be constructed as an urban section with 12 ft. lanes and 4 ft. shoulders. Approximately 300 feet of Lofton Avenue will be reconstructed to the west of West Point Douglas Road. This will allow for drainage issues to be addressed through the intersection. Access and parking provisions will be made as a portion of the Lofton Avenue improvements. Parking bays will be provided along the east side West Point Douglas Road. The bays are intended to maintain current parking that is occurring in that area. Parking will also be provided along Lofton Avenue south of West Point Douglas Road. Existing accesses will be reconstructed to the right -of -way line. Surmountable curb will be used in areas where existing parking areas are located directly adjacent to the roadways. Barrier curb will be used along the entire east side of West Point Douglas Road to prevent parking in the ditch area between the roadway and T.H. 61. •s• -• • - • •� U. Z '•.r • • - �- - - -• - s • .• - . - - •a • City of Cottage Grove, MN Page 4 West Point Douglas Road Extension Project B onestroo 000048- 10289 -0 Point Douglas Road, extending southeast and tying into the T.H. 95 /T.H. 61 intersection, will drain to a proposed storm water feature that is proposed to include a pre- treatment water quality cell and biofiltration basin to provide water quality treatment. Due to high bedrock elevations in the project area, storm sewer and ponding depths are limited and it does not appear to be feasible to redirect any portion of the existing West Point Douglas Road drainage area into the proposed storm water feature. The drainage area for the new portion of West Point Douglas Road includes primarily only road right -of -way area, as this portion of the road will be raised above existing ground. The proposed road section will be constructed with an urban road section with concrete curb and gutter and catch basins at appropriate locations to provide proper drainage to meet MnDOT catch basin spacing requirements. The proposed storm water feature will provide water quality treatment via a biofiltration basin for the new impervious area, prior to discharging into an adjacent ravine that routes flows to the Mississippi River. Due to the high bedrock elevations in the project area, the storm water feature will be lined to prevent direct contact between the surface water and the fractured bedrock. PRIVATE UTILITIES There is a large Xcel Electric overhead transmission line along the southwest right of way line of Highway 61. There is also a buried US West phone transmission line parallel to the Xcel lines. These lines should not be affected by the road construction. Storm water pond and storm sewer design will be performed to avoid impacts to the private utility lines. RIGHT -OF -WAY AND EASEMENTS The City is leading the efforts to acquire the necessary right- way -way and easements to construct the project. Costs associated with the acquisition process are not included in this report. This project will require the following permits: ■ Phase II General Storm Water Permit from the MPCA Because Mn /DOT will be providing plan approval, no permits are anticipated for work in the Mn /DOT right -of -way. • Cost estimates for the improvements have been prepared and are included in the Appendix of this report. All costs for items to be constructed are based on anticipated unit prices for the 2011 construction season. All costs include a thirty (30) percent allowance for indirect costs associated with the project (engineering, administrative, financing, and legal) as well as a ten (10) percent contingency. No costs are included for right -of -way or capitalized interest during the construction period or before assessments are levied. Because the improvements provide benefit the trunk highway system, Mn /DOT has agreed to pay for $550,000 of the construction costs and $44,000 of the construction administration costs. Assessments for this project will be based upon the "Infrastructure Maintenance Task Force Special Assessment Policy For Public Improvements," dated September 30, 2005. No costs are included for work on T.H. 95, T.H. 61 or the traffic signal in relation to the assessment analysis. Those costs will be financed using Mn /DOT Cooperative Agreement funding. Guidelines related to Commercial / Industrial Land Use were utilized in determining the assessment amounts for the commercial properties. The project costs were generally apportioned based on both front footage abutting the project and area of the commercially zoned properties. Since Commercial / Industrial property only abuts one side of the road, with MnDOT right -of -way abutting the other side, half of the West Point Douglas Road improvement costs were used as a basis for aseesment. Parcel #3602721440013 has one property that is zoned both rural residential and commercial. The assessment amount for the commercial portion of the property was calculated per the City's Assessment policy as it applies to Commercial / Industrial Land Use. The rural residential portion of the property was calculated as follows: Per City Project 10 -289, the proposed assessed cost for each rural residential unit has been determined to be the following: Residential Analysis Parcel ID 3602721440013 has been determined to be approximately 2.5 equivalent units. The remainder of the project would be financed through MnDOT Cooperative Agreement funds and a combination of City funds such as the General Tax Levy and Enterprise funds. Storm sewer improvements will be financed through the storm water utility fund and the Signal improvements will be financed through the City street light utility. Because the properties within the Pavement Management project benefit from the proposed improvements, and the project will be partially funded through assessment, it will be necessary for the City to hold a public improvement hearing to receive comment on the proposed project and to determine the further action to be taken. It is further recommended that the owners of properties within the project limits be notified of the proposed improvements in order to provide comment. The project is financially feasible, with funding sources identified from MnDOT, the City, as well as the benefited properties adjacent to the project. Financial responsibilities have been determined based on estimated project costs as well as adopted City policy. From an engineering standpoint, this project is feasible, necessary, and cost effective.
