RE: Adopt 2011-2015 Capital Improvements Program
Introduction
The 2011-2015 Capital Improvements Plan (CIP) is attached for consideration.
Background
The attached CIP draft is based on the results of the 2011/2012 budget
discussions during the past summer, and the Council workshop this fall regarding
the CIP.
The 2011-2015 CIP includes the movement of a significant project forward on the
schedule. That project is the Public Safety/City Hall building project and the
associated road and infrastructure construction project — Ravine Parkway.
The Planning Commission held a public hearing on the CIP at their 10/25/2010
meeting which is required for amending the Comprehensive Plan which includes
the CIP. The 2011-2015 CIP was approved on a 6 — 1 vote.
For 2011, the CIP includes $21.7 million in projects and they are listed below.

The first two years of the CIP, 2011 and 2012, serve as a "work plan ". All
projects including those in 2011 and 2012 will be brought before Council prior to
feasibility reports, acquisition, or construction begins.

WHEREAS, the City of Cottage Grove has prepared an amendment to the
Implementation Element of the City's amended Comprehensive Plan 2020 for the
Capital Improvements Program (CIP) 2011 -2015; and
WHEREAS, the Planning Commission held a public hearing on October 25,
2010; and
WHEREAS, the public hearing was opened for public testimony and no written or
verbal testimony was received; and
WHEREAS, the Planning Commission, on a 6 -to -1 vote, found that the Capital
Improvements Plan 2011 -2015 is consistent with the City's Comprehensive Plan 2020.
NOW, THEREFORE BE IT RESOLVED, the City Council of the City of Cottage
Grove, Washington County, Minnesota, hereby approves the amendment to the Imple-
mentation Element of the City's Comprehensive Plan 2020 to adopt the Capital Im-
provements Program (CIP) 2011 -2015.
Passed this 3rd day of November 2010.

The City of • . • • - has applied for a comprehensive plan amendment to amend
the Capital Improvement Program (CIP) for 2011-2015. (Continued from September 27,
2010, Planning Commission Meeting)
Blin summarized some of the projects proposed in the CIP and their funding sources. He
recommended that the Commission find that this five -year capital improvement plan is
consistent with the city's comprehensive plan.
Messick asked if there is a graph showing the city's debt and the ideal curve. Blin
responded that the Finance Department did not have that ready yet. He explained that
graph showed how debt is retired and new debt comes on and that the city tries to keep it
even over time. He stated that the city tries to keep the levy on individual homeowners
consistent over time so there are not big spikes and downturns.
Rambacher asked how the change allowing developers to construct public improvements in
their developments, i.e.; Pinecliff 3rd Addition, impacts the CIP. Blin explained that
developer assessments would go down. The city has been constructing those
improvements for the developers and charging them back. Under the new program,
developers would be paying those costs up front. Rambacher asked why the city had been
constructing those improvements. Blin responded to ensure city standards were met for
improvement projects because those are public streets that the city owns and maintains.
The trend with cities has been to move from publicly constructed to privately constructed
improvements with controls on how they are designed and installed. It also puts the
financial risk on the developer and not on the city.
Linse asked about the gross levy for 2010 versus 2011 on page 66 regarding what the
increase represents. Blin stated that he would have to check with the Finance Department.
