Burbank, RE: Silverwood/Pinecliff Park Request The City Council is asked to consider the request to establish an active neighborhood park with playground equipment in the Silverwood/Pinecliff subdivisions behind 6200 Hedgecroft Avenue. This item is for discussion purposes only; no action is requested. In August, the City received a petition signed by 80 residents of the SlIverwood/Pinecliff neigh- borhoods located north of 65th Street requesting the establishment of a neighborhood park with playground equipment. A copy of the August 9, 2010, petition is attached. The requested location for the park is a public open space that contains trails, wetlands, and stormwater holding ponds. One of the con- cerns expressed by the petitioners is that in order to access the future park to the east, Hinton Avenue, which is classified as a Minor Arterial roadway, will have to be crossed, and that to get to the playground at Cottage Grove Elementary, 65th Street, which is classified as a Major Collector, will have to be crossed. Additionally, they have voiced concern that the timing of the new parks is dependent on future developments which at this time have an uncertain time frame. Park Dedication A combination of land and cash dedication was completed as a result of the platting of the subdivisions. The park dedication funds that were obtained from the two subdivisions at the time of development after applying land dedication credits is as follows: • Silverwood = $137,268 • Pinecliff =$ 70,089 This money was placed in the Park Trust Fund. W17.TTW0T77tN1r=- The Parks Commission reviewed the request at their August and September meetings. Notices were mailed to all residents in the involved neighborhoods inviting them to the September Parks Commission meeting to discuss the request. The original petition included the request for the City to assess the cost of the improvement to the neighborhood residents over a 10 -to -15 year time frame. The Commission discussed use of Park Trust Funds since there was park dedication payments obtained from the subdivisions' de- velopers. After receiving testimony and reviewing staff research, the Commission recommended that the City Council consider the installation of the requested active recreational park facility components with funding allocated from the Park Trust Fund. Site Analysis The result of the discussion at the first Parks Commission meeting was for staff to field verify the requested site location and get construction and equipment costs and options. In addition to the requested site, several additional areas in the open space were reviewed but were concluded t4. interfere with a designated wetland or require too much fill and grading. The preference from the neighborhood as indicated by the August 9 petition submittal letter and comments made during the open forum, is for the site identified with the star on the aerial photos labeled below as Option B. The homeowners directly behind this area (6200 Hedgecroft Avenue) are reported to be in favor of the location at the Option B site. Depending • the retaining wall height, fencing may • required. lAs W-TV, Option Site preparation for Option A would involve minimal grading and is estimated to cost between $4,000 to $ 6,000 dollars. Installation of fencing along the pond would add an additional $10,000 • $12,000. • ption B Site preparation for Option B would involve grading, filling, retaining walls, and trail relocation and is estimated to cost between $35,000 to $40,000. The equipment sche- matic is detailed below and includes a variety of the requested equipment. This figure would not include in-house site preparation. City of Cottage Grove 7516 80th Street South Cottage Grove, MN 55016 August 9, 2010 This is a formal petition request by the residents of Pinecliff and Silverwood development in Cottage Grove, Minnesota for a playground equipment with benches for sitting be built in marked area on the attached map of our development. We are signing this request for the following reasons: 1) The lack of park or recreational facilities many young families /children that live in these two developments. Majority of the residents in this development are young families with elementary age kids. 2) The closes playground area and park to our development is at the Cottage Grove Elementary where children have to cross 65 St. S (45mph speed limit) in order to get to it. This development is bordered by 65 St. S on the South side which a very busy 45mph road and Hinton Ave on the East side which is a 55mph highway. It is extremely dangerous for children to cross both these streets. The children in this neighborhood aren't even allowed to walk to Cottage Grove Elementary — they are bussed to school because of safety concerns crossing 65 St. We propose the following: 1) That a playground equipment (with slides, monkey bars and swings) be installed on SITE 1 marked area on the attached map 2) We propose that the City of Cottage Grove finance the requested playground equipment proposed for Silverwood and Pinecliff development and have the cost be assessed equally among the 122 homes in the development for the space of 10 -15 years. We have attached what signatures we have so far of the homeowners who are in agreement with this petition.
