Re: Approve Splash Pad Study
Background/Discussion:
The City Council held a workshop on October 6, 2010 to discuss the future plans for the
municipal pool and the potential for building a splash pad within the community. The direction
from the workshop session was to operate the municipal pool through the 2011 season and
prepare a study of utilizing splash pads as an aquatic park amenity.
The enclosed proposal is to analyze the splash pad potential in the community by reviewing
the user ship (bather load) and support capacity for use in conjunction with existing facilities
and a future community center aquatic facility. Following the completion of the local
demographics and market forces on the aquatic industry, the study will turn the focus to site
selection within the community through an intensive rating system of city parks. The Parks
Commission will be part of the overall study and site analysis and rating for the potential
placement of a splash pad. Ultimately the Commission will provide a recommendation to the
City Council on splash pads within the community, the location and corresponding amenities to
accompany the design of the pads.
The current CIP which was approved by City Council on November 3, 2010 allocated $15,000
to parks master planning out of the Park Trust Fund. It is recommended to fund this study with
the Park Trust Fund as outlined in the CIP for park master planning efforts.

Aquatic recreation currently does not play a significant role in City
of Cottage Grove's recreation opportunities with only one small
outdoor pool in their recreation system. Understanding that
aquatics does play a significant role in most park and recreation
systems program with a multitude of individual, community,
economic, and environmental benefits the City is interested in some
further evaluation of how a network of smaller splash pads could
meet some of the communities aquatic needs. The local YMCA
currently operates the Cities' small outdoor pool which currently
provides some minimal aquatic programming for the community.
The pool is quite small, has limited amenities and is approximately
50 years old and in need of replacement. The City is interested in
understanding how a system of regional splash pads could meet
the aquatic needs of the community.
The City of Cottage Grove is seeking a proposed scope of services
and schedule that could help them determine the impacts, planning
tools and implementation requirements for a comprehensive splash
pad program within the City. The City is looking for just the
fundamental information that is required to help establish the
priorities of this splash pad program and a possible implementation
schedule and budgeting of costs. The study would help them to
determine the magnitude of size of the splash pad program,
indentify and prioritize feasible sites and help set criteria on how to
best implement the program including potential budgets for
improvements.
EXISTING AQUATIC FACILITIES
The City of Cottage Grove currently operates a small 325 bather
load outdoor aquatic facilities that is aged and obsolete. The facility
includes 5 - 25 yard lap lanes, a diving well (1 meter diving board
and drop slide were removed), and a small shallow water pool.
Amenities for the pool are quite limited and while the mechanical
systems were updated some years ago they have a limited life
expectancy remaining. The Site is only about 2.0 acres in size and
therefore provides a restricted site that allows essentially no space
for expansion. The site size cannot accommodate a pool size that
could have a reasonable level of cost recovery.

Bather load is defined as the so called carrying capacity for
aquatics facilities, in other words, the maximum sized aquatics
facility or facilities that can be supported by the City population.
While splash pads don't completely replace the need for swimming
pools they have been used in recent years as a replacement for
wading pools and can provide some age range of user if properly
designed. In addition to determining the overall bather load
capacity for the City an evaluation of up to six potential splash pad
sites throughout the city is desired. The analysis of sites will
consider two components, a site analysis of each site identifying
the best opportunities and areas for development of a splash pad
on the site as well as a comparative analysis of the merits of each
site using a matrix analysis tool that will weigh the site
characteristics most conducive to accommodating a successful
splash pad facility. The results of the comparative analysis will be a
relative numerical rating of all of the potential splash pad sites. At
this time a total of six sites have been identified for this purpose
and include: Existing Pool Site; Oakwood Park; Highlands Park;
Hamlet Park; Kingston Park; and Woodridge Park. As part of the
splash pad site evaluation estimated construction cost will be
provided for up to two different generic splash pad options as well
as the related operational costs associated with those options.
As your aquatic consultant, we will help the City address these
critical issues:
What collective bather load capacity best addresses the future
aquatic needs of the City?
What is the best potential for a citywide comprehensive splash pad
program?
A Comprehensive site analysis of the six sites indentified as
potential splash pad sites to determine the site potential of each
site.
A comparative analysis of each of the six sites to determine the
best sites for accommodating a splash pad and determination of a
phased program for implementation.
Capacity
We need to look to the future 10 to 20 years to properly determine
capacity at aquatic facilities for the City of Cottage Grove. We will
consider aquatic participation trends, demographic information and
alternative service providers with the City to identify the most
accurate capacity projections. This will help us best serve the
community's current and future aquatic needs. With capacity in
mind, we can then offer exciting new options that can be right -
sized and be sustained by the community needs.
TRENDS AND AMENITIES
Current trends in splash pad design show movement to expanded
shade areas, comfortable and properly oriented sunning areas,
convenient parking, special event areas, picnic shelter space,
playground equipment, attractive and low - maintenance
landscaping, and improved circulation and multi -use opportunities.
By appealing to a wide range of patrons, the aquatic facilities have
an improved opportunity for success in attendance, public
acceptance, and financial feasibility. We understand that the City is
primarily interested in the concept of splash pads but also is
exploring the potential for community outdoor /indoor aquatic
facilities as well.
We have been involved with planning and designing successful
splash pads in a number of communities and know the keys to
success. While these facilities don't substitute for a swimming
experience, they have had great success as replacements of
community and more commonly neighborhood wading pools.
NEIGHBORHOOD IMPACT
Splash pads generate pedestrian and vehicular circulation issues,
noise issues, and sometimes evening lighting issues. Design
considerations must address sight line buffering, noise impacts,
safe pedestrian crossings, and operations to provide a good fit
within the neighborhood. Attractive landscaping and architectural
elements provide year -round interest and compatibility to adjacent
homes, and offer a sense of neighborhood.
FINANCIAL VIABILITY
We will work with the City set up financial goals and objectives that
include initial development costs, debt service, revenue and
operational cost projections.

What the City of Cottage Grove wants from the splash pad planning
study is the fundamental information needed to guide good
decision making as the community moves forward towards
integrating splash pads as an aquatic element throughout the city.
The planning study should help both short and long term planning
and provide an overall guide as the aquatic needs of the
community are addressed. Our approach applies the fundamental
formulas for successful aquatic facility planning, with a focus on the
unique opportunities presented in the City of Cottage Grove.
The need for this type of planning seems fundamental, but
unfortunately many communities do not make the effort to obtain
fundamental aquatics information and advice as they develop their
aquatics plan and oftentimes end up struggling with what direction
to take. Quality planning must be a cooperative team effort
between City of Cottage Grove officials and staff, the general
public, and the aquatic consultant.
Involvement and active participation of each party is essential to
create a plan that is accepted by the general public, detailed
enough to follow for City staff, and still remain flexible as future
events change and evolve. Citizens usually have a strong personal
attachment to existing facilities and decisions to reuse, modify, or
abandon facilities must be done carefully and considering both
objective and subjective forces.
We believe that the planning phase of the process provides the
cornerstone and blueprint for the remainder of the project and the
importance and magnitude of such a study requires a firm that has
proven practical experience in this area. The final written letter
report will be presented in a concise, easy -to -read, understandable
manner that meets your outlined goals and expectations.

SCOPE OF SERVICES
TASK 1 ° PROJECT KICKOFF
We will first meet with City staff to discuss their visions for the
Comprehensive Splash Pad Planning Study. The meeting is critical
to make sure all parties are on the same wavelength. During this
task, the framework and general schedule become set for the
remainder of the project. We will provide the following specific
planning services:
EDUCATION AND EVALUATION OF TRENDS
Meet with the group to conduct a discussion of current trends in
aquatic design. The goal is to get the members of the group "on
the same page" for better decision - making as the project moves
forward.
ESTABLISH GOALS AND OBJECTIVES
Facilitate discussion with the group to establish clear and
achievable goals and objectives for the project. This helps the
design team remain focused on what is important to the City of
Cottage Grove.

while the secondary market could include some of the surrounding
areas that may look to Cottage Grove as their service provider in
this specialized aquatics market.
ESTABLISH SPECIFIC FINANCIAL GOALS
Determine the City's objectives for recovering capital debt and
operating costs. What will the public pay to build and use facilities?
ESTABLISH SPECIFIC DESIGN OBJECTIVES
What specific age range requirements must be provided at the
facilities? What types of features is the community interested in?
We will explore these questions and more in an open discussion
with City staff to clearly identity design features and program needs
for the City. Also, an important part of this discussion is to identify
constraints and parameters related to market, site /locations,
budget, etc.
TASK 2 - DISCUSSION OF EXISTING FACILITIES AND TOUR AND
RATING OF POTENTIAL SPLASH PAD SITES
DISCUSSION OF EXISTING FACILITIES
Conduct a discussion of the existing outdoor pool, other swimming
facilities in the community and surrounding area, and the potential
splash pad sites indentified to date. Identify locations, features and
programming that occurs at each of the existing facilities.
COMPARATIVE RATING OF EACH SELECTED SPLASH PAD SITE
We will provide general site criteria needs to the City staff for their
use in identifying possible splash pad sites within the City. We will
then review with the City potential project site locations that may
include the existing pool site, parks, other potential sites identified
by the City.
Our preference would be then to walk each site with City staff and
take photos. After visiting each project site, we would sit down with
the City staff and rate the sites collectively using our site analysis
matrix. Local factors not related to site features will also be
included in the analysis to provide a comprehensive rating of the
sites.

We assume the City will be able to provide us with digital mapping
of potential project sites that we can use as backgrounds for the
work that we generate.
TASK 3 ° BATHER LOAD CALCULATION
We will evaluate the demographic data based on the primary and
secondary markets established above and also look at the National
Sporting Goods recent participation surveys to validate recent
aquatic use trends.

TASK 4 — SITE PLAN AND ANALYSIS
We will perform a site plan and analysis of each selected splash
pad site as follows:
SITE PLAN AND ANALYSIS
Detailed site plans with analysis will be provided for the potential
sites. A careful examination of the sites will be conducted
considering all critical site issues. The plans will be drawn to scale,
identifying the proposed location of the potential splash pad facility
and all critical site issues. We assume City staff will provide basic
utility information, aerial photographic maps and boundary
mapping. As part of this analysis, we will address the impact the
chosen sites could have on probable opinions of costs for potential
splash pads.
TASK 5 — SPLASH PAD DEVELOPMENT PLAN
Currently the City of Cottage Grove has no splash pad -type
facilities. As part of Task 5, we will work with the City to identify
potential sites (initial process outlined in Task 4 above), provide
site analysis and recommended locations.
We will discuss fundamental design parameters with City staff such
as:
Drain away systems versus recirculation systems
Water spray feature options
Surfacing options
Adjacent site amenities
Theme development
State regulation standards
After discussions we will develop two prototype concept designs for
the development sites and develop probable opinion of costs and
operational costs based on those prototypes. A possible phasing
plan will be developed to provide the City a basis on which to move
forward with implementation.

JIM MALAND, PE - PROJECT MANAGER
Jim will lead the planning efforts as project manager. He has 31
years of engineering experience with special concentrations on
aquatic centers, park planning, ice arenas and building site
development. Jim has participated in studies, project design and
construction of aquatic facilities in more than 40 communities,
ranging from community pools to multi - million dollar outdoor family
aquatic centers.
JEFF EHLERINGER- AQUATICS ENGINEER
Jeff is an engineer specializing in aquatics. He will support Jim in
the planning phase. Jeff brings 20 years of experience to your
project and works almost exclusively with aquatic facilities. He has
completed aquatic facility studies, project design, project
management, and construction administration for numerous
communities.
