Discussion Revenue sources are reviewed during the budget process each year. The attached resolution identifies those fees that were identified as needing to be changed for 201 and the amounts are included in the 201 Budget. Hiahliahts of the fee increases are detailed below: Land Use/Development The area charges have been increased 3.8% which is the increase in the Construction Cost Index from October 2009 to October 201 as reported in the Engineering News Record. Ambulance fees The fees have been increased 8% as discussed during budget workshops. Utilities No changes in utility rate changes as discussed during budget workshops. Parks and Staff in these departments performed rate studies of the current Recreation/ice fees charged. Changes are being proposed per those studies to Arena/Golf Course generate maximum revenues but stay competitive with the market. The increases are detailed in (Attachment A) Proposed Changes to the City Fee Table. All city fees including the proposed increases are listed in the City Fee Table with proposed changes. StatY Recommendation: Staff recommends that Council adopt the resolution and ordinance increasing the proposed fee increases for 201 effective Action Requested: Staff recommends that Council adopt the resolution and ordinance increasing the proposed fee increases for 201 effective 1/1/11. WHEREAS, the City of Cottage Grove has adopted Ordinance No. xxx establishing fees for the City, WHEREAS, Minnesota Statutes, Section 412.191, Subdivision 4 allows publication of the title and summary in the case of lengthy ordinance, WHEREAS, the following summary would clearly inform the public of the intent of the ordinance. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Cottage Grove, County of Washington, State of Minnesota, that the City Clerk shall cause the following summary of Ordinance No. xxx to be published in the official newspaper in lieu of the entire ordinance: Public Notice The City Council of the City of Cottage Grove has adopted Ordinance No. xxx, amending the fees for Licenses/Permits; Land Use/Development; Street Lighting; City Right-of-Ways; Public Safety; Parks and Recreation; Ice Arena; Golf Course; and Sign Costs.
