WHEREAS, the City of Cottage Grove Public Works Department has
determined the need to apply for the Minnesota Department of Transportation
(MnDOT) and the Minnesota Department of Employment and Economic
Development (DEED) for the Transportation Economic Development Program
(TED) grant.
WHEREAS, The City of Cottage Grove is committed to improving and
maintaining the City of Cottage Grove's transportation infrastructure while
enhancing the economic development of the city; and
WHEREAS, based upon receiving the TED grant City is proposing
infrastructure improvements for CSAH 19/TH 61 Interchange, the project would
improve the interchange for current and future commercial and retail,
manufacturing, technology, warehouse and distribution, research and
development, or tourism/recreation.
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of
Cottage Grove, County of Washington, State of Minnesota authorizes staff to
apply for the Transportation Economic Development Program (TED) grant on
December 10, 2010.

Re: Authorize Submittal of TED Grant for CSAH 19/TH 61 Interchange
The Minnesota Department of Transportation (MnDOT) and the Minnesota Department of
Employment and Economic Development (DEED) are administering a grant called the
Transportation Economic Development Program (TED). The TED program has $39 million
available to communities for highway improvements and public infrastructure projects that
create jobs and support economic development. The money for the program is from Trunk
Highway Bonds, so the improvement must be connected to a Trunk Highway or Trunk
Highway interchange. Money is only available for construction. The applicant must provide a
30% match to the grant. The maximum available is $10 million per project.
For a project to be eligible it must support one or more of the following industries:
manufacturing, technology, warehouse and distribution, research and development,
agricultural processing, bioscience, or tourism/recreation. The grant provides no points for
retail or commercial related job creation because of the improvement. The program specifically
is targeting industries that supply `wealth creating' jobs. Projects that support mixed-use or
high-density development with a multimodal component also are eligible.
The application process is a two-phase process. The first application is due December 10,
2010. The applications will be reviewed and selected by late December. Then those projects
that are selected will complete a Phase 2 application and confirm project readiness. The
second phase applications are due in June of 2011.

As part of the submittal the City is responsible to secure and fund all necessary right-of-way,
complete all required environmental documentation/permitting, construction administration,
and preliminary and final design work for the project.
East Point Douglas Road. Please see the enclosed image for more details that show th4
project scope. This project is just one part of the overall $35 million for the complete
gouthwest transportation plan that was identified in 2007.
It is recommended the Council adopt the resolution authorizing the City to apply for the TED
grant for the CSAH 19 and Trunk Highway 61 interchange project.
