Date I »Y.11111d Qkga Z [. ] willsa RESOLUTION AUTHORIZING APPLICATION AND PRIMARY CONTACT PERSON FOR THE COMMUNITY ROADSIDE LANDSCAPING PARTNERSHIP PROGRAM BE IT resolved that the City of Cottage Grove act as sponsoring unit for the project identified as HWY 61/80 Street Community Roadside Landscaping Partnership Program on the state trunk highway 61 to be conducted during the period of June 1, 2011 through September 1, 2011. BE IT FURTHER resolved Jennifer Levitt is hereby authorized to apply to the Minnesota Department of Transportation for funding of this project on behalf of the City of Cottage Grove. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Cottage Grove, County of Washington, State of Minnesota authorizes staff to apply for the Minnesota Department of Transportation for funding of the Community Roadside Landscaping Partnership Program. Stransky, City Clerk From: Jennifer Levitt, PE, City Engineer Allan Larson, Engineering Technician Date: January 14, 2011 Subject: Community Roadside Landscaping Partnership Program: TH 61 & 80 Street BACKGROUND /DISCUSSION The Minnesota Department of Transportation's Community Roadside Landscaping Partnership Program is designed to provide technical and financial assistance to communities that are interested in landscaping state highway rights -of -way. This is a reimbursement program for plant material while the City is to provide in -kind service for installation. The City is responsible for maintenance of the plantings. The program has three goals: • Roadside beautification Community improvement Environmental stewardship Funds awarded under this program must be used for roadside landscaping located on state trunk highway rights -of -way with fee or easement title. Interstate freeways and high volume divided highways with controlled access may be excluded from this program due to liability, safety, and access problems. MN /DOT District Staff or the Landscape Architect/Designer assigned will help determine if the site is suitable. Components that support the goals of the program include, but are not limited to, the following: • Planting and maintenance of trees, shrubs, vines, perennial groundcovers. • Wildflowers and grasses. • Incorporation of soil amendments, herbicides, edging, weed fabric, wood fiber blanket, mulch (wood chip, rock or other approved types), rodent protection, staking and guying, gator bags, and seedling shelters. Components that support the goals of the program, which MN /DOT can help design and locate, but are not funded by MN /DOT's Landscape Partnership Program are: • Community entrance monuments. • Retaining walls, walkways, planters, etc. • Benches, lighting, irrigation, etc. The Public Works Commission on January 10, 2011 recommended proceeding with a proposed landscape partnership with MN /DOT for the beautification of the On /Off Ramp Area of TH 61 and 80 Street. The goal would be to conduct the plantings in June of 2011. The City will set up volunteers to help with the installation of the plant material. The City and the MnDOT will work to prepare the area for planting. Enclosed for review is a draft set of plans prepared by the MnDOT. The ramp area has challenging topography to landscape and the soils are very sandy. The steepness of the embankment limits the amount of plant materials that can be installed; this is reflected in the plan. Soil borings were conducted by the MnDOT and the soils were found to be very sandy, which don't retain moisture well. This will create more challenges for Public Works in providing significant watering of the plants in the first three to five years to ensure success of the plants. The previous planting that took place at the interchange had marginal success, as seen in the poor condition of the trees that are still out there today. It is not economical to extend irrigation to the area. Safety is also a large concern since main line TH 61 runs adjacent to the planting open space; that is why the plantings stay to the area up near 80 Street. RECOMENDATION It is recommended that the Council approve the resolution authorizing the submittal of the application and providing a City contact for the program.
