Mayor Bailey warned those who speak to limit their remarks to two (2) minutes or less. CALL TO ORDER — Regular Meeting The City Council of the City of Cottage Grove, Washington County, Minnesota, held a Regular Meeting on October 6, 2010, at the Cottage Grove City Hall located at 7516 80' Street South. Hold Public Hearing and Consider the Assessment of Public Improvements for the Lehigh and T.H. 95 Road Improvements City Engineer Levitt briefly provided background information on the public improvement project, the original scope of the project, the various options considered, and the project selected and ordered for the TH 95 and Lehigh Road Public Improvement Project. City Engineer Levitt recommended that the City Council adopt the assessment roll for the Lehigh Road and TH 95 Road Improvements totaling $6,190.90. Mayor Bailey asked if anyone on the City Council had any questions for the City Engineer. There being none, Mayor Bailey opened the public hearing to receive comments and /or objections from anyone in the audience. Dennis Galloway, 10670 Lehigh Avenue, asked why he and his neighbor were the only two (2) property owners being assessed for this project and what the improvements were to his property and how he benefitted from it. Cottage Grove City Council October 6, 2010 Regular Meeting City Engineer Levitt stated the City had a benefit appraisal completed on December 31, 2007 for the two (2) parcels and according to the appraisal, the parcel owned by Dennis and Maryann Galloway of 10670 Lehigh Ave received an $8,000 benefit from the road improvement. The parcel owned by Trent and Melissa Bernatz of 10847 Lehigh Road, received a $10,000 benefit from the road improvements. She stated the proposed assessment for each parcel totals $3,095.45, which is in lieu of 45% of the cost, capped at the benefitted appraisal. Mr. Galloway stated that the public improvement project was not a benefit to him and was opposed to the assessment. There being no further comments or objections from the audience, Mayor Bailey closed the public hearing. UNFINISHED AND NEW BUSINESS A. Consider Approving the Concrete Girder Bridge Ravine Crossing Option City Engineer Levitt stated that at the July 7, 2010 City Council meeting, the Council authorized preparation of a feasibility report for the Ravine Parkway Phase 2 extension to serve the proposed Public Safety /City Hall facility. On August 6, 2010, the Council approved the feasibility report and ordered the improvement project. City Engineer Levitt stated the feasibility report outlined different structural options to facilitate crossing the ravine and reviewed the three (3) bridge design options, the pros and cons of each design, and the estimated costs. City Engineer Levitt stated the sub - committee recommended proceeding with the concrete girder bridge with the addition of the following architectural treatments: i. Provide an arched valance treatment to the structure to enhance the aesthetic view of the bridge to trail users while not reducing the views of the ravine. ii. Provide a decorative rail, but keep it low to not detract from the ravine views. Cottage Grove City Council October 6, 2010 Regular Meeting iii. Provide for limestone texture finished concrete. iv. Provide for parapets limestone entrance features. v. Utilize the Ravine Parkway standard decorative lighting for bridge. RESPONSE TO PREVIOUSLY RAISED COUNCIL COMMENTS AND REQUESTS - None. 10. COUNCIL COMMENTS AND REQUESTS Mayor Bailey stated that Cottage Grove has an off -leash dog park and that there will be an open house on Saturday, October 16, 2010, from 9:00 a.m. to 1:00 p.m., at 9475 Glendenning Road, Cottage Grove. For further information, go to the City's website or Facebook.com/Wagfarmsdogpark At the open house, the public will have an opportunity to tour the dog park, have Halloween photographs taken with their dog, meet the City's police dog Blitz, and have dental checks and nail clippings provided by Park Grove Pet Hospital. Mayor Bailey stated that the Holiday Train event would be on Saturday, December 11, 2010 from 5:30 p.m. to 6:30 p.m., located south of the Sieben Bridge on 80 Street South. Mayor Bailey stated that public tours of the Public Safety /City Hall facility are on Saturday, October 16, 2010, at 10:00 a.m.; Tuesday, October 19, 2010, at 10:00 a.m., and on Thursday, October 28, 2010, at 7:00 p.m. He stated that on Thursday, October 28, 2010, there will be an Open House and the architect and engineer will share information about the process. Council Member Peterson stated that the Monster Bash is on Friday, October 29, 2010, at the VFW starting at 5:00 p.m., and the Halloween Parade is on Saturday, October 30, 2010. She stated that the Cottage Grove Strawberry Fast Committee sponsors both events. Council Member Peterson stated that the next Beyond the Yellow Network meeting is Tuesday, October 19, 2010 at 6:00 p.m., at the National Guard Armory. 11. MOTION CARRIED. 5 -0. fi��i 'r1�7�:6y:[�7a�3 »t•ir�la�ll�[y A. Municipal Pool The City Council moved to the Administrative Conference and at 8:30 p.m. convened discussion on the municipal pool. Recreation and Ice Arena Manager Dockter stated the purpose of this workshop session was to discuss the municipal pool operations, usages, and the financial impacts to the City. He stated that pool usage is going down and operation and maintenance costs are going up. He stated there are new trends in aquatic facilities such as splash pads, which may be a different amenity suitable for our community. Splash Pads vs. Pools Recreation and Ice Arena Manager Dockter stated that within the South Washington County area, there are several pools. The City of Cottage Grove has one (1) outdoor municipal pool, and the South Washington County area has an indoor pool at the Cottage Grove Middle School, Oltman Middle School, Woodbury Middle School, Lake Middle School, and at the Woodbury YMCA. He stated there are plenty of public indoor pools in the Cottage Grove area. Splash Pad Recreation and Ice Arena Manager Dockter stated that splash pads are essentially a concrete pad and are very similar to a playground except there is water. There are nozzles, pipes, buckets that fill up, then turn, and splash. Recreation and Ice Arena Manager Dockter then reviewed what and where some of the current facilities are located and noted that the areas surrounding a splash pad will need a shelter for shade, picnic tables, benches, restrooms, and a parking lot. Current Municipal Pool Costs Recreation and Ice Arena Manager Dockter stated that during the budget discussion, he talked about the increasing costs of the pool, and the decreasing usage. The annual cost to operate the pool is approximately $86,500. He commented that for every person who enters the Municipal Cottage Grove City Council 1 October 6, 2010 Regular Meeting Pool, it cost the City $12.00 per person and for the prior year, it was $21.00 per person. Estimated Cost for a Splash Pad Recreation and Ice Arena Manager Dockter stated that the cost for a moderate splash pad is approximately $200,000. However, upgrading /building of supporting facilities such as a patio, shelter, restrooms and other site modifications may total $200,000 or more. Location Criteria Recreation and Ice Arena Manager Dockter stated that if the City were to consider a splash pad, typically they are centrally located within a community park, where they have high visibility to maximum usage, and where there is ample space for supporting activities, such as benches, picnic tables, a shelter, shade, and wind breaks. Request for Council Action Recreation and Ice Arena Manager Dockter asked the City Council to: i. Extending the agreement with the YMCA for service operations of the municipal pool in 2011 and /or 2012. ii. Close the pool with the following consideration: (a) Recommendation to build or not build a splash pad. (b) Recommendation for land and facility use of current pool site. Recreation and Ice Arena Manager Dockter stated the YMCA is interested in operating the municipal pool for another year, with a 2.5% increase or about $1,000. Council Member Olsen suggested closing the Municipal Pool and asked whether it would be possible to open a splash pad by July 2010 saving the approximately $84,000 to operate the pool another year. Recreation and Ice Arena Manager Dockter stated that he would re- invest the $84,000 intc the cost of a splash pad. Council Member Olsen stated he would support installing two (2) splash pads within the City versus one (1) and suggested installing one (1) at Hamlet Park near the ball fields, near the water; and another splash pad on the other end of the City. Cottage Grove City Council October 6, 2010 Regular Meeting Recreation and Ice Arena Manager Dockter stated that the two (2) areas that stick out are Hamlet Park and Highlands Park. The downfall with Highlands Park was the lack of parking, a play structure, restroom facilities, or a picnic shelter. He commented that a downfall for Hamlet Park is the location, visibility, and security after dark. Following discussion, the City Council consented to keeping the Municipal Pool open for one (1) additional year and only if the YMCA agrees to operate the facility, and to authorize Staff to begin to master plan to determine the appropriate location(s) to place a splash pad within the City. 13, WORKSHOP SESSION — CLOSED TO PUBLIC — None.
