Burbank, Senior Planner DATE: January 27, 2011 RE: 2011 Local Trail Connections Grant Program Introduction As part of the trailway master planning process, it was identified that the City should find financial partners for all trailway improvement projects. The attached information details specifics on the 2011 Local Trail Connections Grant Program. Staff has been in contact with Minnesota Department of Natural Resources (DNR) staff to identify areas in the appli- cation that could improve the chances of a successful application. The submittal of the application is one step towards meeting the goals identified in the master plan. The Parks, Recreation and Natural Resources Commission reviewed the information on the grant program at their meeting on January 10, 2011. The Commission unanimously recommended that the City of Cottage Grove apply for Trailway Improvement Grants from the Minnesota DNR through the Local Trail Connections Grant Program for the following areas: • 80th Street Kingston School Campus local trail connection (80th Street to Kingston Park) • West Central Draw local trail connection (Jamaica Avenue to 80th Street) • Hamlet Park Phase II Interior Trailways rE 0 1I II - . • Authorize staff to apply for Trailway Improvement Grants from the Minnesota DNR through the Local Trail Connections Program in an amount to be determined for the areas listed above. R7LI ILq[91114rZfiD; 1 RESOLUTION DIRECTING THE PARTICIPATION IN THE MINNESOTA DEPARTMENT OF NATURAL RESOURCES LOCAL TRAIL CONNECTIONS PROGRAM WHEREAS, the City of Cottage Grove has established a strong Parks and Open Space preservation and improvement program; and WHEREAS, the City of Cottage Grove places a high priority on improving communities access to the publicly owned unique natural areas that are preserved as Open Space; and WHEREAS, annual improvement projects are identified in community planning and fi- nancial documents; and Whereas, The City of Cottage Grove has successfully participated in past grant proc- esses with the Minnesota Department of Natural Resources, and WHEREAS, the award of previous grants that the City obtained from the Minnesota De- partment of Natural Resources resulted in several highly successful completed projects; and WHEREAS, the previously awarded grant monies offset the amount of funding required by the City, thus enabling a general cost savings and additional project funding being freed for other priority Park and Open Space projects. NOW THEREFORE BE IT RESOLVED, by the City Council of Cottage Grove, County of Washington, State of Minnesota, that the Community Development Department is hereby authorized to prepare and submit grant applications with the Minnesota Department of Natural Resources through the Local Trail Connections Program for the following projects: • 80th Street Kingston School Campus local trail connection (80th Street to Kingston Park) • West Central Draw local trail connection (Jamaica Avenue to 80th Street) • Hamlet Park Phase II Interior Trailways Passed this 2nd day of February, 2011. Stransky, City Clerk Local trail connections grants - Grants: Minnesota DNR Page 1 of 2 Program purpose: To provide grants to local units of government to promote relatively short trail connections between where people live and desirable locations, not to develop significant new trails. Funding for this grant program is from "In Lieu Of' lottery proceeds. This program is established in Minnesota Statutes 85.019. Eligible projects: Eligible projects include acquisition and development of trail facilities. Projects must result in a trail linkage that is immediately available for use by the general public. Trail linkages include connecting where people live (e.g. residential areas within cities, entire communities) and significant public resources (e.g. historical areas, open space, parks and /or other trails). Acquisition of trail right -of -way is eligible only when proposed in conjunction with trail development. Acquisition projects require a perpetual easement for recreational purposes. Development projects require a 20 year maintenance commitment by the project sponsor. Projects inside state park boundaries, state recreation areas, on state trail corridors and elements of the Regional Open Space System in the Twin Cities Metro System are not eligible. Eligible applicants: Eligible applicants include counties, cities, and townships. Level of assistance: Grants are reimbursement based up to 50 percent of the total eligible project costs, and recipients must provide a non -state cash match of at least 50 percent. Other state funds or grants, such as Parks and Trails Legacy Grants, or Metropolitan Council Grants cannot match these grants. Project costs must be incurred and paid before reimbursement can be made. Project costs become eligible for reimbursement once a contract agreement is established between the DNR and the grantee. The minimum grant request is $5,000, and the maximum grant award is $100,000. Grant funding available: ■ FY 2012 funds have not yet been appropriated. In FY 2011, there was $655,000 available for grants Funding priorities: Priority for trail project funding will be given to projects that provide significant connectivity. Considerations also include trail length, expected amount and type of use, and quality and attractiveness of natural and cultural resources. prMUTIMM The Department of Natural Resources will review and rank applications during the spring /summer of 2011.
