HomeMy WebLinkAbout2011-03-02 PACKET 03.C.Mayor Myron Bailey opened Open Forum at 7:15 p.m., and stated Open Forum provides a person the opportunity to inform the Council of a problem or to request information related to City business not scheduled for Council action and not on the agenda. Mayor Bailey warned those who speak to limit their remarks to two (2) minutes or less. The following were present: Mayor Myron Bailey, Council Member Justin Olsen, Council Member Dave Thiede, Council Member Jen Peterson, and Council Member Derrick Lehrke. The following were absent: None. Also present were: Ryan Schroeder, City Administrator; Caron Stransky, City Clerk; Robin Roland, Finance Director; Howard Blin, Community Development Director; Corrine Heine, City Attorney- Kennedy & Graven; Jennifer Levitt, City Engineer; Craig Woolery, Public Safety Director, and Les Burshten, Public Works Director. Mayor Bailey asked if anyone in the audience wished to address the City Council on any topic not on the agenda. Dasha Jessen and Julie Berg of the Cottage Grove Royalty distributed an outline of Scholarship Program and upcoming events planned for 2011 noting that they have selected the Beyond the Yellow Ribbon Committee as their platform and are now affiliated with the Miss Minnesota International and Miss Teen Minnesota International Pageant. Mayor Bailey closed Open Forum to the Regular Meeting. SWEAR IN NEW CITY COUNCIL MEMBERS Minnesota State Senator Katie Sieben of Senate District 57 administered the Oath of Office and ceremonially swore in Dave Thiede to the office of Council Member for the City of Cottage Grove for a four (4) year term to expire on or about December 31, 2014. Washington County Commissioner Autumn Lehrke of Washington County District 4 administered the Oath of Office and ceremonially swore in Derrick Lehrke to the office of Council Member for the City of Cottage Grove for a four (4) year term to expire on or about December 31, 2014. Cottage Grove City Council 2 January 5, 2011 Regular Meeting CALL TO ORDER — Regular Meeting The City Council of the City of Cottage Grove, Washington County, Minnesota, held a Regular Meeting on January 5, 2011, at the Cottage Grove City Hall located at 7516 80 Street South. Mayor Myron Bailey called the meeting to order at 7:30 p.m. PLEDGE OF ALLEGIANCE Mayor Bailey led the audience, staff, and Council Members in the pledge of allegiance to the flag of the United States of America. PRESENTATION A. Twin Cities Habitat for Humanity Mike Nelson, Land Acquisition Manager at Twin Cities Habitat for Humanity stated he was looking for the City Council's support on their application with Washington County for funding to allow them to purchase lots for development of homes. He stated that they should find out within the next few months on their application so that they can purchase lots in the second half of this year for construction in 2012. City Attorney Heine stated there is a need for her to discuss pending litigation and attorney - client privileged information relating to eminent domain acquisitions Cottage Grove City Council /m January 5, 2011 Regular Meeting V of two (2) properties, to discuss some of the factual and valuation issues, and to receive direction from the City Council regarding potential settlement. She stated that it was her determination that there is a need for absolute confidentiality. MOTION BY COUNCIL MEMBER OLSEN, SECONDED BY COUNCIL MEMBER PETERSON, TO CLOSE THE MEETING. MOTION BY COUNCIL MEMBER OLSEN, SECONDED BY COUNCIL MEMBER THIEDE, TO ADOPT RESOLUTION NO. 2011 -006 A RESOLUTION DETERMINING THE NECESSITY FOR AND AUTHORIZING THE ACQUISITION OF CERTAIN PROPERTY BY PROCEEDINGS IN EMINENT DOMAIN (WEST POINT DOUGLAS ROAD EXTENSION PROJECT). MOTION CARRIED. 5 -0. MOTION BY COUNCIL MEMBER PETERSON, SECONDED BY COUNCIL MEMBER OLSEN, TO ADOPT RESOLUTION NO. 2011 -007 A RESOLUTION DETERMINING THE NECESSITY FOR AND AUTHORIZING THE ACQUISITION OF CERTAIN PROPERTY BY PROCEEDING IN EMINENT DOMAIN (OWNED BY MCHATTIE FARMS, INC.).
