CONSENT CALENDAR A. Accept and Place on File the Following Minutes: i. Planning Commission Meeting Minutes from January 24, 2011. ii. Environmental Commission M�eting Minutes from February 9, 2011. B. Consider adopting a resolution accepting a donation of $100.00 from Amanda Flandrich to the Public Safety Department K-9 Unit. Staff Recommendation: Adopt the resolution. C. Consider approving the 2010 Firefighters Labor Contract. Statf Recommendation: Approve the /abor contract. D. Consider appointing Matt Porett as Chair and Thaddeus Owen as Vice Chair of the Environmental Commission from 3/1/2011 to 2/29l2012. Staff Recommendation: Approve the appointments. E. Consider adopting the Strategic Planning Report and the 2011 City Council Goals. Staff Recommendation: Adopt the Strategic Planning Report and the 2011 City Council Goals. F. Consider adopting a resoiution authorizing the acceptance of a grant award through FEMA for the 2010 Assistance to Firefighters Grants Program to replace four thermal imager cameras for a total cost in the amount of $32,800.00 with a 90/10 match ($29,520.00 through grant funding and $3,280.00 funded through the City). Consider adopting a resolution approving 2010 fund balance designations for the General Fund and authorizing transfers from the General Fund according to the Fund Balance Policy. Consider adopting the resolution approving Washington County layout for State Aid Project No. 082-622-009 for County State Aid Highway No. 22 (70th Street) within the city limits of the City of Cottage Grove. Staff Recommendation: Adopt the resolution. J. Consider awarding the contract for the 2011 Joint Street Sweeping to Pearson Bros. Inc. in the amount of $72.00 per hour. Staff Recommendation: Award the contract. K. Consider awarding the contract for the 2011 Joint City Street Sfiriping to AAA Striping Service Co. in the amount of $45,918.73. Statf Recommendation: Adopt the resolufion. L. Consider adopting the resolution approving Washington County layout for State Aid Project 082-61�-�21 fior County State Aid Highway No. 1J within the city Iimits of the City of Cottage Grove. Staff Recommendation: Adopt the resolution. M. Consider authorizing staff to apply for the MN DNR Community Partners Legacy grant for an amount of $20,000 to be used towards the restoration of native prairie habitat in the West Draw Park and Trailway corridor. Staff Recommendation: Authorize staff to epply for the grant. N. Consider adopting a resolution accepting the donation of $525.00 from donors who wish to remain anonymous, to the Cottage Grove Public Safety Department Emergency Medical Services Division to be used toward the purchase of safety equipment and medical equipment. Staff Recommendation: Adopt the resolution. P. 1. Consider approving the 2011 Annual Mining permit to aliow Aggregate Industries to continue their rnining operations on Lower Grey Cloud Island. 2. Consider granting a variance to the ordinance requirements limiting mining operation hours. Staff Recommendation: Adopt the resolution approving the 2019 mining permit with a variance to mining operation hours. Q. Consider adopting a resolution to write-ofF Cottage Grove EMS accounts receivabie in the amount of $1,197,414. Staff Recommendation: Adopt the resolution. R. Consider appointing Christie Thompson (regular seat) and Jena Nutzman (youth seat) to the Human Services/Human Rights Commission. Sfaff Recommendation: Approve the appointments. S. Consider approving the application for a grant through the Assistance to Firefighters Grant Program to purchase ten HeartStart FRx defibrillators and four Lucas 2 Chest Compression systems. The grant is in the amount of $65,166.75 of which the City portion would be a 90/10 match or $7,240.75 for a total of $72,407.50 Staff Recommendafion: Approve the grant application. T. Consider ratification of EDA land purchase of 8811/8819 West Point Douglas Road (formerly Cottage Grove Auto) in the Langdon neighborhood. Staff Recommendation: Ratify the EDA land purchase. *U. Consider appointing Jeif Rolling and Michael Edman to the Public Works Commission, and reappointing Gary Kjellberg to the Public Works Commission, to terms expiring 2/28/2013, per the recommendation of Council Liaison �ehrke Staff Recommendation: Approve the appointments and reappointment. 5. Consider approving the final plat for The Waters at Michael's Pointe, a residential neignborhood consisting of 14 single-family lots located north of The Preserve at Cottage Grove and west of Jamaica Avenue. Staff Recommendation. Adopt the resolution approving the final plat. B. Consider adopting a resolution declaring a State of Emergency for the City of Cottage Grove for conditions resulting from the major flood event of 2011 that will remain in effect until the emergency status no longer requires emergency response and recovery efforts.
