Stransky, City Clerk CITY OF COTTAGE GROVE J MINNESOTA To: Honorable Mayor and City Council Ryan Schroeder, City Administrator From: Jennifer M. Levitt, P.E., City Engineer Date: March 9, 2011 Re: Municipal Consent – S.P. 082-622-009 CSAH 22 (70 Street) from CSAH 13 (Hinton Avenue) to west of CSAH 19 (Keats Avenue) Background /Discussion: Washington County is proposing a pavement rehabilitation project on CSAH 22 (70 Street) from CSAH 13 (Hinton Avenue S) to approximately 872' west of CSAH 19 (Keats Avenue S). The project is 2.070 miles long, with approximately one mile of urban section. The existing pavement will be addressed by the following methods, contingent upon existing typical section: urban section — remove 5.0" of existing pavement and 1.0" of existing aggregate base and pave 6.0" (3 x 2.0" lifts) of new bituminous pavement; rural section —full depth reclaim 5.0" of existing bituminous pavement and pave 6.0" (3 x 2.0" lifts) of new bituminous pavement. The project also includes a 1.0" bituminous overlay of the adjacent trail. Sections of the trail butt up to the back of curb. In these sections, the pavement will be 1.0" mill and inlayed. The project is primarily a maintenance procedure and does not include any widening. There is no city fund responsibility. The road will remain open to traffic during construction. This project is being combined with three other projects the County is bidding as one contract. Once started, the project is anticipated to take four to six weeks to complete. CSAH 6 will take approximately two weeks. CSAH 7 will take approximately two weeks. CSAH 9 will take approximately four to six weeks. The Special Provisions are written such that the contractor will only be able to work on one project at a time. It is up to the contractor to determine what the order of projects will be. Currently, construction is scheduled to begin May 2 " Washington County will report back to Cottage Grove once the Contractor's schedule is determined. It is recommended the Council adopt the attached resolution providing municipal consent for the project CSAH 22 (S.P. 082 - 622 -009) from CSAH 13 to west of CSAH 19 within the City of Cottage Grove.
