COUNCIL ACTION REQUEST
Pass a motion approving the application for a grant through the Assistance to Firefighters
Grant Program to purchase ten (10) HeartStart FRx defibrillators and four (4) Lucas 2 Chest
Compression systems. The grant is in the amount of $65,166.75 of which the City portion
would be a 90/10 match or $7,240.75 for a total of $72,407.50.

Subject: 2011 Assistance for Firefighters Grant
INTRODUCTION
The Cottage Grove Fire Department is requesting permission to apply for a grant from FEMA
for the 2011 Assistance for Firefighters Grant process. The process will be opening at the end
of April, 2011 and generally awardees hear of the grant within 12 months. Dates have not been
finalized yet.
DISCUSSION
The Fire Command Staff has decided to request via the 2011 AFG GRANT process, funds to
purchase 10 HeartStart FRx defibrillators and 4 Lucas 2 Chest Compression Systems.
The Chest Compression System allows our Emergency Medical responders to deliver
uninterrupted chest compressions at a consistent rate and depth which creates quality blood
flow and helps improve a patient's chance for a positive outcome. Once the device is placed
on a patient in the correct manner, it also frees up one responder to assist with other patient
treatment duties.
The defibrillators are small, easy to deploy, give instructions to the user and would be placed
around the City to assist in quick shock treatment for patients suffering from sudden cardiac
arrests. This is the same type of defibrillator used by Officer Ziebarth to shock a patient's heart
back to rhythm earlier this year at a ball game at Hillside Park.
Our goal in Public Safety is to provide quality patient care and educational opportunities for our
citizens about sudden cardiac arrest and increase the amount of cardiac arrest tools
throughout the City.
Staff request permission to apply for the 2011 Assistance for Firefighters Grant for the
purchase of 10 defibrillators and 4 chest compression machines. The grant is a 90/10
matching grant with the FEMA grant of $65,166.75 and the City portion of $7,240.75 for a total
of $72,407.50.
