COUNCIL ACTION REQUEST
Adopt a resolution and pass a motion declaring a State of Emergency for the City of Cottage
Grove for conditions resulting from the major flood event of 2011 that will remain in effect until
the emergency status no longer requires emergency response and recovery efforts.

RESOLUTION DECLARING A STATE OF EMERGENCY
BACKGROUND
MN Statutes 12.29 and 12.37 pertain to a municipality's Declaration of Local Emergency and a
Political subdivision's Powers to Fast Provide Emergency Aid.
The mayor of a municipality has the authority to declare a local emergency for up to three days.
Beyond that time, the governing body must approve it through resolution.
DISCUSSION
2011 spring flooding forecasts across the state predict moderate to severe flooding. In Cottage
Grove, road access to Grey Cloud Island may be affected and homes in the River Acres
neighborhood may experience flooding. Cottage Grove EMS also services Grey Cloud township
and there is the potential that road access may also be affected. The Declaration of a Local
Emergency activates the city's All Hazard Plans and allows the Council to enter into contracts
and incur obligations etc. in order to protect the health and safety of persons and property and
to provide emergency assistance to victims.
RECOMMENDATION
Approve the resolution declaring a State of Emergency for the City of Cottage Grove for
conditions resulting from the predicted major flood event of 2011.
The state of Emergency will remain in effect until the emergency status no longer requires
emergency response and recovery efforts.

WHEREAS, a major Spring 2011 flood event is predicted to impact the
population of the City of Cottage Grove in Washington County, and
WHEREAS, hydrologic conditions indicate a strong potential for moderate
to severe spring flooding in the St. Croix and Lower Mississippi River basins, and
WHEREAS, the flood event can cause a significant amount of damage to
both public and private property, and
WHEREAS, the City Administrator and Director of Public Safety requests
the Mayor and City Council to declare the City of Cottage Grove in a STATE OF
EMERGENCY for the major Spring 2011 flood event.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Cottage Grove, County of Washington, State of Minnesota, declares the City of
Cottage Grove in a State of Emergency for conditions resulting from the major
flood event of 2011.
BE IT FURTHER RESOLVED that this State of Emergency will remain in
effect until the emergency status no longer requires emergency response and
recovery efforts.
