Subject: USPS Presentation on Facility Plans
Enclosed please find correspondence from the United States Postal Service (LISPS) regarding
their two facilities in Cottage Grove. Essentially, Garry Mattox representing the USPS will
appear at your April 6, 2011 meeting to inform Council and the community of their plans to
dispose of their property at 7130 East Point Douglas Road which would allow them to
consolidate operations within the Carrier Annex on 95 Street within the Cottage Grove
Business Park.
According to Mr. Mattox the USPS owns and operates approximately 30,000 postal facilities
around the country and is in the process of disposition and consolidation throughout their
facility holdings. They are also outsourcing the processing of mail to private operations where
that opportunity presents itself.
We have enclosed an aerial of the East Point property which is 1.2 acres. The building itself is
9,330 square feet. It should be anticipated that re -use of the facility would require site
upgrades to current standards. As one can see the current site is deficient of green space and
lacks storm water facilities. Upgrades for future uses may be limited due to site size
restrictions (52,272 square feet) but presents interesting opportunities should a redevelopment
of adjacent uses present themselves.
Council Action:
Based on Discussion; the LISPS is requesting input and concurrence with their proposal

Dear Mayor Bailey:
The Postal Service has evaluated our facility needs and is pursuing the sale and relocation of the
Cottage Grove Post Office located at 7130 E Point Douglas Rd S, Cottage Grove MN 55016. As a
self - supporting organization that receives no tax dollars for operations, we must pursue fiscally -
responsible business practices. This includes consolidation of operations where appropriate, to
increase efficiency and reduce costs.
Based on national criteria, the Postal Service has identified the Cottage Grove Main Post Office as a
facility that has more space than the Postal Service currently needs. Declining mail volumes and
dramatic changes in the way mail is processed and delivered have occurred over the last several
years. This has decreased the amount of physical space needed to provide postal service to the
residents of Cottage Grove Minnesota
We intend to consolidate all postal operations into the Cottage Grove Annex located approximately 3
miles to the east.
The Postal Service desires to work closely with you and the community to achieve a mutually
beneficial postal facility for the Cottage Grove community. We request your input and concurrence
with our plans prior to the construction process. We welcome your timely suggestions and comments
as we initiate this project and as it proceeds. Please address any questions or concerns to:
