Subject: PSCH Construction Document Authorization
The City Council received an update on the status of the Public Safety /City Hall (PSCH)
design /development at the March 16, 2011 regular meeting. This was followed by a Council tour of
City Hall lobby areas on March 19 and an all commission meeting during which the PSCH update
was presented on March 26 (attendance of about 50). The City hosted an Open House and
Community meeting on March 29, 2011. About 40 persons from the public were in attendance during
the presentation portion of the March 29 event (37 persons signed in). The City has also offered the
opportunity to serve on two design committees. Included is the Veterans Memorial and Lobby
Displays committee for which we received two volunteers each at the Open House.
According to the project plan Wold Architects will be present at the April 6, 2011 regular meeting to
update Council on the final design development and to request authorization to enter the construction
documents phase (plans and specs in our typical vernacular). This would be followed by Site plan
review in May, a funding and financing workshop on June 1 and an authorization request to enter the
bid stage on June 15.
Enclosed is a copy of the Wold presentation to the Community Open House. The building layout had
achieved substantial completion at the time of the Open House although we are currently conducting
a final review of the front desk reception area and Council Chambers.
We have been working with the Weidt Group as a contractor to Xcel Energy to assist the City with
review of energy efficiency opportunities. We anticipate receiving initial recommendations from this
group on April 7 which will be reviewed by the Environmental Commission on April 13. We are
tentatively scheduled to present recommendations to Council on April 20. Any direction received will
be integrated during this construction document phase of the project. As has been repeated since
receipt of Council direction on the project statement and vision on June 2, 2010 and in virtually every
presentation since, the PSCH project will not include an effort to receive any sort of LEED
certification. However, there has been a desire throughout to build in operational and energy
efficiency to the extent that we can identify a responsible return on investment.
It has been opined from time to time throughout the process to date that work plan steps should not
proceed absent a final decision on project funding and financing. Of note is that Council received the
financing plan for this project on July 7, 2010 which allows that the project is feasible at or below a
$17 million budget. We will receive improved estimates on April 6 and we currently anticipate the
project will continue to be estimated below that project parameter.
Council Action: By motion authorize Wold Architects to begin the construction document phase of the
PSCH project work plan.
