HomeMy WebLinkAbout2011-03-16 MINUTES (SPECIAL MEETING)COTTAGE GROVE CITY COUNCIL City of Cottage Grove, Minnesota Special Meeting March 16, 2011 CALL TO ORDER The City Council of the City of Cottage Grove, Washington County, Minnesota, held a Special Meeting on March 16, 2011 at the Cottage Grove City Hall, 7516 80 Street South. Mayor Myron Bailey called the meeting to order at 6:00 p.m. ROLL CALL The following were present: Mayor Myron Bailey, Council Member Jen Peterson, Council Member Dave Thiede, and Council Member Justin Olsen. The following were absent: Council Member Derrick Lehrke (Late— Arrived at 6:08 p.m.). Also present: Ryan Schroeder, City Administrator; Caron Stransky, City Clerk; Craig Woolery, Public Safety Director, and Jennifer Levitt, City Engineer. PUBLIC SAFETY /CITY HALL FACILITY John McNamara and Jodi Nelson of Wold Architect and Engineering provided an update to the City Council on the new Public Safety /City Hall facility design development, specifically the material and finishes for the building's interior. McNamara stated they met with the site subcommittee, there were a couple of questions on how the outdoor spaces were going to work, and they have realigned the trail and added some bicycle racks in the front of the building. There has been some desire to get a water feature and a flagpole. They are still reserving space on the site for a veteran's memorial and there has been some interest in getting the community involved. He stated that they also reconfigured the parking lot to get the parking, which then allows them to get some storm water management on the site. There was an area added on the site for mail drop off. McNamara reviewed examples of the amphitheater space and stated they were looking at using natural stones, such as the limestone that would be on the building but in bigger blocks to create an informal amphitheater space with grass in between the rocks and the stone. The amphitheater space was for an outdoor theater or musical events for the arts. McNamara reviewed the entry/plaza area of the building noting that some of the things going on internally in the public spaces would also support the outdoor space. He stated they were still working on the council chamber and lobby area, they have pretty much finalized the administration, public safety, and the shared spaces based on the user Cottage Grove City Council 2 March 16, 2011 Special Meeting meetings that they have had. They have enhanced the counter so that it extends into the lobby and are starting to incorporate an area for displays. McNamara then reviewed the floor plans for community development, finance, and administration offices, public safety administration /patrol, and the floor plan for the lower level of the building. Nelson stated the material /finishes subcommittee met and had positive comments on the direction of the materials selected. The general direction for the materials is to select durable, yet stylish materials that are easy to maintain. The color pallets would be neutrals with earthy tones to reflect the natural setting of the building in the park. The use of regional and sustainable materials was a goal. Nelson then presented samples of brick for the outside of the building and the carpeting, tiles, and wall coverings for inside of the building. Council Member Thiede stated that he definitely believes in durability, but at the same time, we do not need anything that is too fancy. Council Member Lehrke commented that short of asking for prices, from his own endeavors, many of the things that look nice are actually becoming standard and that he was not worried. McNamara noted that most of the carpet were squares so if an area is damaged or worn, it would be replaceable. McNamara that after the City Council tours on Saturday, March 19 at the cities of Apple Valley, Farmington, and Prior Lake, they will want to meet with the City Council in a special workshop session. McNamara stated that they are sending the plan to their estimator on Friday of this week to obtain the first formal detailed estimate for the project. McNamara stated that an Open House would be held on Tuesday, March 29 and they would be asking for design development approval at the April 6 Regular Meeting.
