HomeMy WebLinkAbout2011-04-20 PACKET 03.A.r: COTTAGE GROVE CITY COUNCIL City of Cottage Grove, Minnesota Special Meeting MARCH 30, 2011 0 1 CALL TO ORDER - Special Meeting The City Council of the City of Cottage Grove, Washington County, Minnesota, held a joint meeting with the City Council of the City of Woodbury on March 30, 2011 at the Washington County South Service Center, 13000 Ravine Parkway South, Cottage Grove. Mayor Bailey called the meeting to order at 6:24 p.m. Present: City of Cottage Grove Mayor Myron Bailey Council Members: Derrick Lehrke, Justin Olsen, Jen Peterson, David Thiede. City of Woodbury Mayor Mayor Giuliani Stephen Council Members: Christopher Burns, Julie Ohs, Paul Rebholz, Amy Scoggins. Others Present: City of Woodbury: Clinton Gridley, David Jessup, Dwight Picha, Parks & Recreation Staff. City of Cottage Grove: Ryan Schroeder, Jennifer Levitt, John McCool, Ken Smith, Zac Dockter. South Washington County School District 833: Superintendent Mark Porter. Washington County Board of Commissioners: Gary Kriesel and Lisa Weik. ENVIRONMENTAL ISSUES Cottage Grove City Engineer Jennifer Levitt provided a presentation on the 3M proposal to accept non -3M generated waste as a fuel source into the 3M Corporate Incinerator in Cottage Grove. She also updated the group on the 3 -year air monitoring agreement for which we are currently receiving a baseline of data ahead of PCA permitting regarding the 3M non -owned waste proposal. Woodbury Engineering and Public Works Director David Jessup presented information on remediation activities regarding the 3M Woodbury waste site. He noted that a technical advisory committee had been formed with an expected study report in about one year. Met Council staff are taking the lead with funding from the Minnesota Department of Health. He noted that the site is currently pumping 4 million gallons per day (mgd) which compares to Woodbury winter potable water pumping for the entire community of between 4 and 5 mgd. He also noted that 3M had requested to reduce the level of pumping. Mr. Jessup reported that the two communities have systems plans within the respective comprehensive plans that provide opportunities for intercommunity water connections. John McCool, Senior Planner for the City of Cottage Grove provided an update on the East Cove PFC remediation which is a downstream silt contamination removal project conducted on the 3M Cottage Grove City Council 12 March 30, 2011 Regular Meeting Cottage Grove campus and managed by the PCA. The comment period for the EAW is March 21 to April 20. COMMON BORDER MATTERS Woodbury Community Development Director Dwight Picha described the Phase 2 2010 -2020 development plan which includes 2,100 acres. The plan is for 600 housing units per year with development starting near the Bielenberg sports center. Mr. McCool followed with a description of the Cottage Grove 4,000 acre East Ravine plan. He also noted County plans to redesign the intersections of 70th Street, Military Road and CR 19 as a 2012 project. Mr. Jessup provided a display of the un- reconstructed portion of Radio Drive in Woodbury as the last remaining segment north of 70th Street in Cottage Grove to be rehabbed. Mr. Jessup requested support from Cottage Grove to encourage the County to reconstruct the roadway as opposed to the current county proposal to construct a reclamation project. Mayor Bailey opined that the two administrators should propose an appropriate resolution responding to the request and the need for the County to allocate an increased funding level to transportation. It was also suggested that the two communities should support an increased level of CSAH funding to the metro counties. Mr. Jessup walked through a display of the Gateway Corridor planning study and invited any interested party to attend their meetings. The website for the effort is www.thegatewaycorridor.com. Funding is provided by the Ramsey and Washington County Rail Authorities. Mr. McCool provided a status update of the Red Rock Corridor planning study noting that the next open house meeting of the group is April 6, 5:00 - 7:00 PM at the Washington County South Service Center. The group discussed CTIB funding and the State House proposal to take some of these local transit funds to plug a state budget gap. It was suggested that staff provide a joint resolution opposing the bill for which there is currently no Senate companion. Woodbury City Administrator Clint Gridley reported that their Public Safety expansion project was bid at $7.7 million which was $1 million below the engineers estimate due to the good bidding environment. He further noted that Woodbury had anticipated selling bonds at 3.5% and the low bidder was at 2.97 %. ATHLETIC ASSOCIATION /CITY RECREATION PROGRAMMI Mr. Gridley updated the group on Woodbury concerns regarding the three athletic associations and the impact of school based recreation programs on community building and field use conflicts. He noted that Woodbury is proposing to change their facility use policy to reinforce five priority levels for access to City fields and facilities. The order is 1) City 2) School District 3) Athletic Association 4) Community Groups 5) groups external to the community. The policy also provides conditions under which facility access will be free and for which a charge will be implemented. He requested that Cottage Grove collaborate with Woodbury on a similar approach. Cottage Grove staff was requested to schedule a workshop to discuss the proposal. Cottage Grove City Council I +, March 30, 2011 Regular Meeting J Mr. Gridley noted that Woodbury was expecting to provide a permanent roof system to the Bielenberg dome in 2013 with completion in 2014, and further, that it includes a two -sheet ice rink system and that any proposal for a third sheet or a swim facility would require a referendum Woodbury is expecting a $250,000 contribution from SD833 toward locker facilities. OTHER MATTERS OF JOINT INTEREST Cottage Grove City Administrator Schroeder brought forward a proposal for Woodbury to work with Cottage Grove on a joint SE County law enforcement training facility (gun range). It was suggested that the communities approach Washington County to lead a multi -City collaboration on the proposal.
