ADVISORY COMMITTEE ON HISTORIC PRESERVATION
JANUARY 17, 2006
Pursuant to due call and notice thereof, a regular meeting of the Advisory Committee on Historic
Preservation was duly held at City Hall 7516 — 80th Street South, Cottage Grove, Minnesota, on
the 17th day of January 2006.
I. CALL TO ORDER
Chair Aaron Rolloff called the meeting to order at 7:05 p.m.

MEMBERS ABSENT. Mickey McBride, Nannette LaChapelle, Herb Japs

Burbank reported that the new Council Liaison for 2006 will be Mayor Sandy Shiely.
II. APPROVAL OF AGENDA
The agenda was approved as submitted.
III. APPROVAL OF MINUTES
Burbank reported that the regular ACHP meeting in December was cancelled.
Burbank indicated that the Minutes for the September 20 regular ACHP meeting 2005
were not included in the January packet, but would be submitted for review and approval
with the March agenda packet.
IV. OPEN FORUM

V. OLD BUSINESS
a. Historic Playing Cards
The ACHP held general discussion about the status and timing of the historic playing
card project. After a productive discussion, the item was continued.
b. East Ravine Update
Burbank identified that the Metropolitan Council would be finalizing the review of the East
Ravine Master plan on January 24 and that it would then be returned to the City Council
for final adoption and implementation.

VI. NEW BUSINESS
a. 2006 Meeting Schedule
The ACHP held general discussion about the proposed meeting schedule, and adopted
the revised dates of March 14, May 9, July 11, September 12, and November 14 based on
members' schedule conflicts. Burbank stated that a revised schedule would be submitted
with the March agenda packet.
b. Lot Split — 7010 Iverson Court South (Dubisar Property)
Burbank identified that a minor subdivision application was before the planning commis-
sion for the designated historic registered Watson house (SHPO #WA -CGC -011) located
at 8919 — 70th Street South, and that the ACHP needs to review the request.
The ACHP reviewed the application material that was in their packets.
Burbank explained the application request and indicated that because it is a registered
historic property, City Ordinance requires that a Certificate of Appropriateness (COA) be
issued prior to the completion of any modifications to the property.
Ratzlaff noted that the Watson house is one of the oldest remaining "pioneer" homes in
Cottage Grove, and that the wood for the house was floated down the Mississippi River
from Minneapolis sawmills.
The ACHP asked if the remaining lot with the house on it could be subdivided further.
Burbank responded that he would have to compare it against the zoning performance
standards for the district.
Ratzlaff stated that she felt the placement of a future house on the new lot could hinder
the public view of the historic structure from 70th Street. Rollof and Gross concurred.
Nitsch raised the issue of accessory structures and fencing blocking the view in addition
to a new house.
The ACHP held a general discussion about the application and its potential effect on the
historic property specifically related to viewsheds, setbacks, additional subdivision, and
demolition of the historic property. They asked Burbank what their options were.
Burbank responded he was not aware of any plans for future subdivision or demolition
and that the ACHP could recommend approval of the COA, denial of the COA, or table
any action pending the receipt of additional information.
The ACHP reviewed their points of discussion, and Rolloff called for a motion.
Brown moved to not issue a certificate of appropriateness for the lot split at 7010 Iverson
Court South based on the negative impacts a new house would create on the view and
appearance of the historic registered property from 70th Street, which is a major public
roadway, and based on the lack of details on the future house style and pad location on
the proposed lot that could allow for the assessment of location impacts and possible

options such as setback variances or house placement conditions and recommendations.
Rolloff seconded the motion. Motion carried unanimously.
Burbank responded that he would forward the recommendation to the applicant, the
Planning Commission, and the City Council.
c. Atkinson Cemetery Grave Marker
Burbank identified that the he was contacted by one of the Public Works summer
maintenance workers who was concerned about the treatment of the unknown grave
markers at the Atkinson Cemetery. The ACHP reviewed the information provided and
asked Burbank to complete additional research on the history, and possible solutions.
d. Historical Marker or Sign at Hazen P. Moore Park
Burbank identified that the Parks Division will be installing a new rock monument sign
at Hazen P. Mooers Park near Grey Cloud Island. The installation was identified as a
part of the final restoration of the area after the last river flood. He indicated further
that he was asked if the ACHP would like to include a historic plaque on the monu-
ment. The Committee concurred that including the park in their historic plague pro-
gram would be appropriate.
Burbank stated that he would complete additional information and get some draft
plaque language on the next agenda. He noted that the ACHP would still need to
finalize the general plaque design for the program.
e. Preservationist of the Year 2006
Burbank reported that it was time to prepare for Historic Preservation Week again and
asked for nominations for the 2006 Historic Preservationist of the Year. The ACHP
held a general discussion and after the discussion Burbank asked for a formal
nomination.
Brown moved to nominate Carl and Norma Manke as the 2006 Historic Preservation-
ists of the Year in recognition of their outstanding contributions to the preservation,
care, education, and enhancement of the City's historic resources and features within
the Cottage Grove Cemetery located on 70th Street. Rolloff seconded the motion. The
motion carried unanimously.
f. Historic Preservation Month 2006
Burbank reported that the he was soliciting input for the 2006 Historic Preservation
awareness activity. The ACHP stated that a historic photo /image interpretation pro-
gram similar to the one completed in 2004 would be appropriate based on the suc-
cess of the previous one.
g. Historic Photo Review
Burbank showed the Committee a variety of different black and white photographs
that had been submitted to the City since the last regular ACHP meeting. The ACHP
reviewed the photos, commented, and asked Burbank to file them in the most appro-
priate historic file in the City Historic record and artifact depository.

VII. COUNCIL COMMENTS
None
VIII. COMMISSION COMMENTS
Gross questioned the plat and street naming for the proposed subdivision of the Biscoe
property. Burbank responded that the plat name had been changed with the final plat
application to "Lehigh Acres." He indicated further that consistent with the City's street
naming policies, the internal local roadway of the subdivision is proposed to be called
"Lehigh Lane," because it begins and ends on Lehigh Avenue.
Related to the street naming discussion Rolloff questioned how the street naming proc-
ess would work as the East Ravine area develops, and that he felt that waiting until the
plats were before the City was not proactive enough. The Committee concurred and
asked that the East Ravine street naming topic be placed on the next regular agenda.
Burbank stated that it would be placed on the next agenda.
IX. STAFF COMMENTS

X. ADJOURNMENT
Motion to adjourn was made by Brown and seconded by Ratzlaff. The motion passed
unanimously and the meeting adjourned at 9:00 p.m.
