Schroeder, City Administrator Date: April 29, 2011 Subject: Informational Update Regarding Ravine Parkway Project Recently I received a suggestion that the City should consider not constructing 85 Street between County Road 19 and the Ravine Parkway as a cost saving measure. While the suggestion is very late in the process given that the project has been designed and gone to bid we took the opportunity to consider the suggestion. After review we would not recommend any change in direction. From a historical perspective, the Ravine Parkway (under a somewhat different configuration) and the extension to that parkway via 85 Street has been in City Comprehensive Plans since October 18, 2000. It was also a component of the East Ravine Joint Government Campus plan (see enclosed site plan from 2006) and is in our MSA system plan. More recently site evaluation for the PSCH on June 10, 2010 included the 85 Street extension. Council authorized preparation of a feasibility study on July 7, 2010 and approved that study on August 11, 2010 which contained the 85 Street connection. Site planning for the PSCH beginning August 7, 2010 has included the extension. Council adopted a state required parking regulation resolution for both Ravine Parkway and 85 on January 19, 2011 and approved improvements to County Road 19 (including 85 Street turn lanes) on March 16, 2011. Finally, Council authorized bids for the project on April 20, with bids due to be received by May 19 with a bid award on June 1, 2011. The approved bid documents included construction of 85 Street. Staff is of the opinion that exclusion of 85 Street from this construction project would have negative short term and long term consequences. The apparent impacts of the suggestion are: 1. In the short term the project would need an immediate addendum submitted to potential bidders, would need to be redesigned at additional cost and would need to receive a new review by MNDOT State Aid. This would push the project further into the construction season making completion during 2011 not possible with the potential for construction unit cost increases. Further, it is not certain that State Aid approval of the truncated project would be guaranteed. 2. Elimination of 85 would also result in a cul -de -sac of 1,485 feet which is beyond our design standards. While there are similar cul -de -sac lengths within the community they are all for low volume residential locations (Acorn Ridge, River Oaks, Grey Cloud Island). To meet Fire Department access concerns we should anticipate the need for an alternative secondary access somewhere in the vicinity. 3. Completion of the extension of the Ravine Parkway to 80 Street is development dependent. As a result we do not have any ability to gauge when that extension may occur. Construction of 85 Street enhances development flexibility for the parcel to the north. 4. We believe the elimination of 85 Street would result in negative access issues for the general public conducting business with the PSCH building. 5. Utilities serving the PSCH in the current plans utilize the 85 Street ROW as the easement area. The County land exchange agreement has contemplated that path as well. Resulting is that construction will occur within the 85 ROW regardless of the street construction under the adopted plans. 6. Public Safety access from the PSCH will not be enhanced by elimination of 85 The dispersion of routine and emergency vehicle traffic between two intersections alleviates congestion on a single intersection and allows emergency vehicles an alternate route should a particular intersection be shut off due to repairs or an accident. Also during those occasions when the EOC is activated there should be an alternate /secondary access. 7. Elimination of 85 would result in lower traffic movements at the corner of 85 and CR19 which would also result in greater traffic movements at 90 and CR 19 and eventually also at 80 Street and Ravine Parkway. 8. The 85 Street access point is mid -way between the 80 and 90 Street collectors which is consistent with spacing guidelines of the Metropolitan Council transportation policy plan adopted in 1995 and still in use today. The only other access opportunity to the north would be at 82 Street which is an inferior access point. In comparison with other high volume collectors such as 70 80th, Jamaica, and Hinton one will find similar roadway spacing as is designed within this project. 2020 traffic ADT's are projected at 14,000 for CR19, 5,000 for 85 and 8,500 for Ravine Parkway. 9. 85 serves as the primary way finding entry point for the PSCH for the general public. If the Community Center /YMCA ultimately is constructed on the site as recommended by the Task Force or if any other public facility such as the Library is located on the site, 85 Street would be required in order to provide sufficient access for the facility. 10. There would be a short term reduction in construction costs resulting from elimination of the roadway surface, curb and gutter, and landscaping. It is suggested, however, that the savings would not continue long term. 11.The Ravine Parkway alignment long term is projected to disperse traffic that would otherwise find itself onto CR19. That projection is enhanced by providing reasonable and regular access to the Parkway from CR19. For the reasons noted above staff does not recommend elimination of the 85 Street portion of the Ravine Parkway project. Levitt, P.E., City Engineer Date: April 14, 2011 Re: Ravine Parkway and 85 Street South Approve Plans and Specifications Establish Bid Date Background: On July 7, 2010 the City Council authorized a feasibility report for the Ravine Parkway Extension. The City Council on August 11, 2010 approved the feasibility report, ordered the improvement and authorized the preparation of plans and specifications (Resolution 2010- 114). Discussion: Plans and Specifications Plans and specifications have been prepared in accordance with the City standards and specifications. The engineer's construction estimate for the improvements is $2,587,565. The estimated project cost is $3,360,000. Funding for this project will be from the Municipal State Aid, Storm Water Area, Water Area and Sanitary Sewer Area Fund as outlined in the feasibility report. A May 19, 2011, 11:00 a.m. bid date will provide ample time to provide required notification to contractors. The Municipal Corporation shall hereinafter be called the "City'. WITNESSETH: WHEREAS, the "City" has planned improvement of Ravine Parkway, State Aid Route No. 180- 120 -002 from the northern terminus of Ravine Parkway to 85 Street South and 85 Street South, State Aid Route No. 180 -116 -001 from CSAH 19 to Ravine Parkway, in the City of Cottage Grove, Minnesota; and WHEREAS, the "City' will be expending Municipal State Aid Funds on the improvements of these streets; and WHEREAS, these improvements do not provide adequate width for parking on both sides of the street; and approval of the proposed construction as a Municipal State Aid Street project must therefore be conditioned upon certain parking restrictions. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Cottage Grove, County of Washington, State of Minnesota authorizes the "City" shall ban the parking of motor vehicles on Ravine Parkway from the northern terminus of Ravine Parkway to 85 Street South and 85 Street South from CSAH 19 to Ravine Parkway. Stransky, City Clerk RESOLUTION NO. 2010 -115 Iw AFA ;N ;4=14 WHEREAS, on July 7, 2010, the City Council adopted the resolution ordering the preparation of a feasibility report for the Ravine Parkway Extension; and WHEREAS, the feasibility report has been prepared and does find the construction of said improvements necessary, cost effective and feasible; and WHEREAS, the Ravine Parkway Extension Project meets the criteria established in said public improvement policy; and WHEREAS, the requested authorization to prepare plans and specifications for the Ravine Parkway Extension Project. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Cottage Grove, County of Washington, State of Minnesota, as follows: 1. The preliminary feasibility study which was prepared finds the improvements to be necessary, cost effective and feasible and is hereby approved. 2. The preparation of public roadway and /or utility easement and land acquisitions and agreements, including necessary appraisals, and legal descriptions are hereby authorized. 3. Such improvement is hereby ordered. 4. Short Elliot Hendrickson is hereby designated as the engineer for this improvement. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Cottage Grove, County of Washington, State of Minnesota, that a feasibility report for the Ravine Parkway Phase 2 be authorized.
