COUNCIL ACTION REQUEST
Consider authorizing issuance of a single- occasion gambling permit to the South Washington
Senior Center to conduct a raffle on October 14. 2011.
STAFF RECOMMENDATION
Authorize issuance of the single- occasion gambling permit. During the required background
investigation, no facts were found that would constitute a basis for denial of the application.

Subject: GAMBLING APPLICATION — SINGLE OCCASSION

INTRODUCTION
All charitable organizations which are exempt from the requirements of the Minnesota
Charitable Gambling Control Board and who desire to conduct lawful gambling within the
City of Cottage Grove, must obtain a gambling permit.
The issuance of lawful gambling permits is subject to local approval by the City Council.
BACKGROUND
Pursuant to City Ordinance, Rebecca Kropelnicki, on behalf of the South Washington
Senior Center, located at 8400 East Pt. Douglas Road So., Cottage Grove, MN 55016,
which is associated with the South Washington County School District 833, located at
7362 East Pt. Douglas Road South, Cottage Grove, MN 55016, has submitted an
application for a Temporary Single Occasion gambling permit, for the conduct of raffles to
be held at the District Program Center, located at 8400 East Pt. Douglas Road So. The
raffle will be held on October 14, 2011. The Department of Public Safety is required to
conduct a police investigation of the applicant.
DISCUSSION
We have investigated the applicant and have not found any facts which would constitute a
basis for denial of this application, under the provisions of the City's Gambling Ordinance.
RECOMMENDATION
Recommend that the City Council approve the single occasion Gambling Permit
application for the South Washington County Senior Center.
