COUNCIL ACTION REQUEST
Consider authorizing issuance of the following licenses to the Church of St. Rita: Temporary
Liquor for Pig Roast (August 13, 2011), and Temporary Liquor and Single Occasion Gambling
for Fall Festival (September 17 & 18, 2011).
STAFF RECOMMENDATION
Authorize issuance of the licenses. During the required background check for the gambling
application, no facts were found that would constitute a basis for denial of the application.

Subject: GAMBLING LICENSE APPLICATION — SINGLE OCCASION
INTRODUCTION
All charitable organizations which are exempt from the requirements of the Minnesota Charitable
Gambling Control Board and who desire to conduct lawful gambling within the City of Cottage
Grove, must obtain a gambling permit.
The issuance of lawful gambling permits is subject to local approval by the City Council.
BACKGROUND
Pursuant to City Ordinance, William T. Deziel, on behalf of the Church of St. Rita, located at 8694
80th Street, Cottage Grove, MN 55016, has submitted an application for a temporary single
occasion gambling permit for the conduct of a raffle, bingo and pull tabs to be held at the Church of
St. Rita, located at 8694 80th Street, on September 17` and September 18'", 2010. The
Department of Public Safety is required to conduct a police investigation of the applicants.
DISCUSSION
The application as submitted is complete, in compliance with our ordinance and is exempt from the
licensing requirements of the Minnesota Charitable Gambling Control Board. We have
investigated the applicant and have not found any facts which would constitute a basis for denial of
this application, under the provisions of the City's Gambling Ordinance.
RECOMMENDATION
Recommend that the City Council approve the single occasion Gambling Permit application for the
Church of St. Rita.
