Chair Herb Japs called the meeting to order at 7:00 p.m. MEMBERS PRESENT: Glen Brown, Lorraine Brown, Beverly Gross, Herb Japs, Jan Japs, Leon Peterson, Frances Ratzlaff MEMBERS ABSENT: Judy Spooner OTHERS PRESENT: Councilmember Mark Grossklaus John M. Burbank, Senior Planner The agenda was approved as mailed. MINUTES The minutes of the March 9, 2010 regular meeting were approved as mailed. OPEN FORUM There were no open forum items. ACTION ITEMS Historic Lime Kiln Signage Burbank reported that he and Les Wick from the Public Works Department reset the sign posts for the Historic Lime Kiln. No additional action was taken. Historic Photo Contest Burbank reported that based on the participation and response on the 2009 Historic Photo contest, he would entertain holding a similar contest in the fall of 2010. The Group concurred and agreed on the same categories. Burbank stated that he would get information to the ACHP as the contest details were finalized. No additional action was taken. Advisory Committee on Historic Preservation Minutes May 11, 2010 Page 2 of 2 Historic Preservationists of the Year 2010 Burbank solicited nominations for 2010 Historic Preservationist of the Year. The ACHP had several ideas for discussion and finally suggested the Pine Ridge Garden Club based on their community service in the beautification of the City's public open space sine the 1960's. Burbank stated that he would research the logistics of awarding to an organization. No additional action was taken. Strawberry Festival Historic Trail Signage Burbank reported that the ACHP would not be selling cards at Strawberry Festival in 2010 based on the limited number of sales in 2009. He then proposed that in lieu of card sales the ACHP sponsor historic signage at the Festival. He displayed several examples of the concept and solicited comments. The ACHP offered a variety of sign messages and supported the project. Burbank stated that he would complete the signs and coordinate with the Festival staff to get them displayed. No additional action was taken. County Historic Display Case Theme Change Burbank noted that the historic display case in City Hall had recently been changed by the County Historical Society to the theme of the Stillwater Prison. The ACHP held a general discussion on the display case. No additional action was taken. 7310 Lamar Avenue— Certificate of Appropriateness: Update Burbank reported that the Certificate of Appropriateness and building permits for 7310 Lamar Avenue had been issued. Gross shared a Furber family reunion photo from the 1990s that came into her possession as a result of the activity related to the house rehabilitation. She stated that she would contact some of the Furber family and see if they were interested in it. No additional action was taken. Frankie Ratzlaff seconded, and the meeting ad- journed at 8:55 p.m. HISTORIC LANDMARK CITY OF COTTAGE GROVE ADVISORY COMMITTEE ON HISTORIC PRESERVATION NOVEMBER 9, 2010 Pursuant to due call and notice thereof, a regular meeting of the Advisory Committee on His- toric Preservation was duly held at the Cottage Grove City Hall, 7516 — 80th Street South, Cottage Grove, Minnesota, on the 9th day of November, 2010. Vice Chair Lorraine Brown called the meeting to order at 7:00 p.m. MEMBERS PRESENT: Glen Brown, Lorraine Brown, Beverly Gross, Herb Japs, Jan Japs, Frances Ratzlaff, Judy Spooner MEMBERS ABSENT: Leon Peterson OTHERS PRESENT: Councilmember Mark Grossklaus John M. Burbank, Senior Planner Bud Gross Lori Hintz Burbank introduced Hintz. She shared her interest about Cottage Grove's history, and that she was at the meeting to learn from the ACHP. General introductions followed. AGENDA Burbank requested that the ACHP add Item VI(D), Red Rock Corridor Update, Annual Meeting, and Item VI(E) Historic Playing Cards, to the agenda. The agenda was approved as amended. MINUTES None OPENFORUM There were no open forum items. ACTION ITEMS Historic Photo Contest Judging Burbank informed the ACHP that there was a good response to the historic photo contest, and that in 2011 it would be added as a category to the Citywide Photo contest. The ACHP judged the contest winners by category. Members of the general public attending a pavement man- agement meeting were invited to participate in the judging. Upon completion of the judging Advisory Committee on Historic Preservation Minutes November 9, 2010 Page 2 of 2 Burbank stated that he would tally the ballot results and bring the wining photos to the next ACHP meeting. The ACHP concurred. Historic Preservationist of the Year Burbank identified that the Historic Preservationist of the Year award would be given to the Pine Ridge Garden Club at the November 17 City Council meeting, as recommended by the ACHP. He showed the Committee a draft of the certificate that would be presented and noted that he has been in contact with the President of the club. No additional action taken. Bev and Judy Go to School Burbank shared copies of a newspaper article from the South Washington County Bulletin that covered Judy and Bev exploring an old school on Kimbro Avenue. The two shared their expe- rience, and a general discussion followed. Red Rock Corridor Burbank shared the latest site plan of the Langdon Village Transit Site as included in the Red Rock Corridor Study being completed by Hay Dobbs. A general discussion followed. No addi- tional action taken. Historic Playing Cards Burbank reported that the EDA purchased and distributed most of the remaining cards from Phase I of the Historic Playing Card Program and informed the ACHP that the Phase II activities would be ramped up. The ACHP suggested working with the Washington County Historical Society. STAFF COMMENTS Burbank explained the process for the Public Safety /City Hall planning project and that mate- rials would be shared as he receives them. General introductions followed. Spooner requested adding Item VI(G), Genetic Based Genealogy, to the agenda. Peterson moved to approve the agenda as amended. Ratzlaff seconded. The agenda was approved as amended. MINUTES Burbank distributed the November 9, 2010 minutes to the ACHP for review. Peterson noted that he was incorrectly noted as present at the meeting. Burbank noted the change. A motion was made by Jan Japs and seconded by Glen Brown to approve the amended minutes of November 9, 2010. Advisory Committee on Historic Preservation Minutes January 11, 2011 Page 2 of 3 ACTION ITEMS Stuempert Productions — Video Project Burbank introduced local resident and professional videographer Monty Stuempert. Stuempert stated that he is very interested in Cottage Grove history and that he is in the process of re- searching and producing a historical documentary video on the City. Stuempert requested as- sistance from the ACHP in completing the project utilizing their knowledge and input. He stated that there are no fees requested as he is doing the project as a personal interest and contribu- tion to the community. The ACHP held a general discussion on the topic, and identified that it met one of their goals of creating a historic -based video. The ACHP recommended that assis- tance be given for the project and directed staff to bring the item before the Committee as needed. 2011 Meeting Schedule Burbank shared to 2011 meeting schedule with the ACHP. No changes were noted. Committee Terms Burbank identified that four ACHP member terms were expiring at the end of February and that they were eligible for reappointment if they desired. Glen Brown, Jan Japs, Frances Ratzlaff, and Judy Spooner all indicated a desire to be reappointed. Annual Meeting Burbank asked the ACHP if there were any questions on or recommended changes to the Re- sponsibilities of the ACHP as identified in the attached ordinance criteria. Being none, he noted that elections of officers for 2011 are required. Nominations for Chair were solicited and Herb Japs was nominated and elected as Chair of the ACHP for 2011. Nominations for Vice Chair were solicited and Lorraine Brown was nominated and elected as Vice Chair of the ACHP for 2011. 2011 ACHP Goals Burbank shared a list of ACHP goals that he identified for 2011. The ACHP held a general dis- cussion on the goals and recommended that they be adopted as mailed. Historic Photo Contest— Winners Burbank presented the 2010 Historic photo contest winning entries for each of the categories and noted that the awards would be presented by the City Council at their regular meeting on March 2. The ACHP reviewed the photos and offered no additional comment. PROJECT UPDATES Learn Your History Web Page — Update Burbank reported that he is working with the City IT staff to get the Learn Your History web page populated and that he would keep the ACHP updated. No additional action was taken. Public Safety /City Hall Project Burbank reported that the Public Safety /City Hall design process is well underway and shared the current site plan rendition with the ACHP. COUNCIL LIASON REPORT Councilmember Lehrke reported that he was looking forward to learning more about the history of Cottage Grove, discussed his upcoming roles as a new Councilmember, and noted that while he is opposed to the timing and process of the Public Safety /City Hall project that he would bring the input of the ACHP to the design table. COMMITTEE COMMENTS Spooner requested that she be put on the March agenda to share information on genetic genealogy. STAFF COMMENTS There were no Staff comments. Peterson seconded, and the meeting adjourned at 8:45 p.m. k MINUTES CITY OF COTTAGE GROVE ADVISORY COMMITTEE ON HISTORIC PRESERVATION Tuesday, March 8, 2011 Pursuant to due call and notice thereof, a regular meeting of the Advisory Committee on Historic Preservation was duly held at the Cottage Grove City Hall, 7516 — 80th Street South, Cottage Grove, Minnesota, on the 8th day of March, 2011. Chair Herb Japs called the meeting to order at 7:00 p.m. The role was taken. MEMBERS PRESENT: Glen Brown, Lorraine Brown, Beverly Gross, Herb Japs, Jan Japs, Leon Peterson, Frances Ratzlaff. MEMBERS ABSENT. Judy Spooner OTHERS PRESENT: Councilmember Derrick Lehrke John M. Burbank, Senior Planner Bud Gross Monty Stuempert APROVAL OF THE AGENDA Burbank requested that agenda item VIIIA be moved to the May Meeting, as Judy Spooner is not present. The ACHP concurred. Lorraine Brown made a motion to approve the amended agenda. Jan Japs seconded. The agenda was unanimously approved (7 -to -0 vote). APROVAL OF MINUTES Glen Brown made a motion to approve the minutes from January 11, 2011, with the correction of his name on page 2 under committee terms. Ratzlaff seconded. The minutes were unanimously approved as amended (7- to -0). OPEN FORUM No one spoke. ACTION ITEMS Nelson Woodward House Burbank reported to the ACHP that the City housing maintenance inspector has been working with a representative from Peaceful Grove Methodist church who owns the Nelson Woodward House at 8578 90th Street South, as it is vacant and being vandalized. He stated further that preservation Advisory Committee on Historic Preservation Minutes March 8, 2011 Page 2 of 3 options are being pursued and that he would ensure that the site is secured. A general discussion on the site followed. Burbank responded that he would bring additional information back to the next meeting. No action taken by ACHP. Munger Donation Burbank reported to the ACHP that the City had received a donation of an old photograph depicting the 50th anniversary of the St. Mathews Evangelical Church from Shirley Munger of Hastings. A general discussion on the site followed. The ACHP recommended that the City accept the donation and send out a gratitude letter. • Donation Policies Burbank stated that he wanted to present a formal donation policy to the City Council for adoption. The ACHP discussed the intent and content of such a policy and recommended that one be presented to the City Council, as it was an additional opportunity to raise awareness of the history of Cottage Grove. • Historic Coins Burbank identified that he had not taken any action on getting the historic coins into production but that he would by the next meeting. PROJECT UPDATES • Stuempert Productions — Video Project Monty Stuempert identified that he had begun his historical video production and would continue to update the ACHP and solicit input and contact information. • "Carlson" Album — Slide Show Burbank presented a slide show of historic photos that were donated to the City by the Carlson Family. A general discussion on the display followed. The ACHP suggested creating a "where in Cottage Grove" photo quiz on the City's web site. Burbank responded that he would pursue this and bring it back to the Committee. • Learn Your History Web Page Burbank reported that he discussed this item with the City IT personnel, and as soon as some scanning issues get resolved, more reports will be added to the site. • Public Safety /City Hall Project Burbank gave a brief update on the Public Safety /City Hall Project. A general discussion on the site followed. No action taken by ACHP. HISTORIC INQUIRIES AND RESEARCH INFORMATION • Bev Gross gave an update on the Langdon School research that she was completing with Judy Spooner. A general discussion on the site followed. No action taken by ACHP. Bev Gross gave an update on the new telephone related display at the South Washington County Historical Society Display in St. Paul Park. A general discussion on the display followed. No action taken by ACHP. • Burbank notified the ACHP that he had an inquiry on John Watson. No action taken by ACHP. He is getting more and more similar requests, and it is probably related to all of the online mapping sources available. Peterson said he would check into it. STAFF COMMENTS Burbank shared with the group that Mickey McBride, who was a long time ACHP member, had passed away.
