COUNCIL ACTION REQUEST
Consider authorizing a single- occasion gambling permit to The Phoenix Residence to conduct
a raffle at River Oaks Golf Course on June 13, 2011.
STAFF RECOMMENDATION
Authorize issuance of the single- occasion gambling permit. During the required background
investigation, no facts were found that would constitute a basis for denial of the application.

Subject: TEMPORARY GAMBLING LICENSE APPLICATION — SINGLE
OCCASION
INTRODUCTION
All charitable organizations which are exempt from the requirements of the Minnesota
Charitable Gambling Control Board and who desire to conduct lawful gambling within the City
of Cottage Grove, must obtain a gambling permit.
The issuance of lawful gambling permits is subject to local approval by the City Council.
BACKGROUND
Pursuant to City Ordinance, Jean Sands Schmidt, on behalf of The Phoenix Residence, Inc.,
330 Marie Ave. E., West St. Paul, Minnesota 55118, 651 - 227 -7655, has submitted an
application for a Temporary Single Occasion gambling permit, for the conduct of a raffle, to be
held at the River Oaks Golf Course, located at 11099 South Highway 61, Cottage Grove,
Minnesota 55016, on June 13 2011. The Department of Public Safety is required to conduct
a police investigation of the applicants.
DISCUSSION
The application, as submitted, is complete, in compliance with our ordinance and is exempt
from the licensing requirements of the Minnesota Charitable Gambling Control Board.
We have investigated the applicants and have not found any facts which would constitute
basis for denial of this application, under the provisions of the City's Gambling Ordinance.
RECOMMENDATION
Recommend that the City Council approve the single occasion Gambling Permit application for
