Schroeder, City Administrator Date: May 13, 2011 Subject: PSCH Presentation on Best Value Contracting Enclosed, please find the most recent updates of the Public Safety / City Hall (PSCH) project schedule and cost estimating. At the meeting of May 18, 2011 Council will receive a presentation from Wold Architects on Best Value contracting. As Council was making the architectural firm selection during July /August 2010 it was noted that Best Value was the preferred project approach particularly within the current market. Further, one of the advantages of the Wold selection was that they bring experience in Best Value above the other firms that participated in the selection process. As of April 5, 2011 the PSCH project was estimated by Wold at $15,995,000 of which $13,040,220 was building construction, another $1,355,000 was allocated toward fees, testing, and the like and $880,000 was allocated toward FF &E (furniture, fixtures, and equipment). Also included was a $719,780 construction contingency (about 5.5% of the construction budget). The contingency budget exists to protect against unforeseen conditions and contractor and owner change orders. The use of the Best Value bid process is intended to limit contractor change orders through the project construction. Unforeseen conditions and owner change orders continue as a contingent liability although one can be managed and the other should be limited with pre - development site analysis, a portion of which has been completed at this time. The Best Value bid method can provide upward pressure upon initial bids as the contractors must provide for their additional cost exposure. However, the goal is a project completion at or below construction plus contingency budgets with improved construction quality. John McNamara will be presenting to the Council on Best Value. Jim Strommen, from Kennedy & Graven will be available should Council have questions that fall into the legal realm of Best Value contracting.
