CALL TO ORDER — Mayor ROLL CALL — City Clerk 1. ADOPTION OF AGENDA 2. PRESENTATIONS A. Eagle Scout Awards: Eric Schwen, Kevin Riepe, Kyle Southward, Kory Southward—Troop 777. B. Xcel Energy—Gas Main Renewal Project on 74th Street, Hyde Avenue and Ideal Avenue. C. Public Safety/City Hall Best Value Contracting. 3. APPROVAL OF MINUTES 4. CONSENT CALENDAR A. Accept and Place on File the Following Minutes: i. Public Works Commission Meeting Minutes from April 11, 2011. ii. Environmental Commission Meeting Minutes from April 13, 2011 and April 27, 2011. iii. Parks, Recreation and Natural Resources Commission Meeting Minutes from May 10, 2010 and April 11, 2011. iv. Advisory Committee on Historic Preservation Meeting Minutes from May 11, 2010, November 9, 2010, January 11, 2011, and March 8, 2011. MAY 18, 2011 AGENDA Cottage Grove City Council B. Consider authorizing issuance of a single-occasion gambling permit to the South Washington Senior Center to conduct a raffle on October 14, 2011. Staff Recommendation: Authorize issuance of the single-occasion gambling permit. During the required background investigation, no facts were found that would constitute a basis for denial of the application. C. Consider approving the plans and specifications and establish a June 30, 2011 bid date for the West Point Douglas Road Extension Project. Staff Recommendation: Adopt the resolution approving the plans and specifications, and establishing the bid date. D. Consider appointing Thaddeus Owen as the Chair of the Environmental Commission, and consider appointing Rosemary Palmer to the Environmental Commission. Staff Recommendation: Approve the appointments per the recommendation of Council Liaison Justin Olsen. Mr. Owen has served as Vice Chair of the commission up until this time. E. Consider approval of a ground lease agreement with Zayo Group, LLC for installation of a fiber optic line and equipment at the Grange Water Tower Site. Staff Recommendation: Approve the site lease agreement with Zayo Group, LLC. F. Consider authorizing issuance of the following licenses to the Church of St. Rita: Temporary Liquor for Pig Roast (August 13, 2011), and Temporary Liquor and Single Occasion Gambling for Fall Festival (September 17 & 18, 2011). Staff Recommendation: Authorize issuance of the licenses. During the required background check for the gambling application, no facts were found that would constitute a basis for denial of the application. G. Consider approving the purchase of one new Toro Model GM4100-D 10.5-foot Rotary Mower from MTI Distributing for a total price of $54,484.30, which includes sales tax. Staff Recommendation: Approve the purchase. H. Consider approving the TNT Fireworks interim conditional use permit to allow temporary outdoor sales of fireworks from a tent in the Cub Foods parking lot for 2011 through 2013. Staff Recommendation: Adopt the resolution approving the conditional use permit. I. Consider approving the South Washington Watershed District agreements for the Cottage Grove City Hall Facility BMPs, Ravine Parkway BMPs, East Draw Pond Corridor Maintenance, and the Regional Pond C-P6 Coordinated Capital Improvement Projects (CCIP) in the value of $305,095. Staff Recommendation: Approve the South Washington Watershed District CCIP agreements. J. Receive results on the Cottage Grove Ambient Air Monitoring from the location near the 3M Cottage Grove Facility. Staff Recommendation: Receive results on the Cottage Grove Ambient Air Monitoring. K. Consider adopting a resolution proclaiming Peace Officers Memorial Day and National Police Week. Staff Recommendation: Adopt the resolution. L. Consider authorizing issuance of a single-occasion gambling permit to The Phoenix Residence to conduct a raffle at River Oaks Golf Course on June 13, 2011. Staff Recommendation: Authorize issuance of the single-occasion gambling permit. During the required background investigation, no facts were found that would constitute a basis for denial of the application. M. Consider ordering the abatement of nuisance violations at 7301 Illies Avenue South with the costs to be paid by the property owner. Staff Recommendation: Adopt the resolution ordering the abatement. MAY 18, 2011 AGENDA Cottage Grove City Council N. Receive information on official newspaper designation, publication requirements, and publication fees. Staff Recommendation: Receive information. O. 1. Consider approving the final plat for Everwood 3rd Addition. 2. Consider approving the development agreement with MJR Developers, LLC for the development of the 9 residential lots and 1 outlot within the Everwood 3rd Addition. Staff Recommendation: 1. Adopt the resolution approving the final plat for Everwood 3rd Addition. 2. Approve the development agreement with MJR Developers, LLC. P. Consider approving an amendment to the Development Agreement for Everwood 1 st Addition. Staff Recommendation: Approve the amendment. *Q. BID AWARDS 8. UNFINISHED AND NEW BUSINESS A. 1. Consider accepting the Findings of Fact on the EAW for the 3M East Cove Sediment Removal Project. 2. Consider declaring a negative declaration on the need for an EIS for the 3M East Cove Sediment Removal Project. 3. Consider approving 3M's conditional use permit for a grading permit to remove approximately 17,000 cubic yards of sediment containing PFCs from the East Cove at 3M Cottage Grove. Staff Recommendation: 1. Accept the Findings of Fact. 2. Adopt the resolution declaring a negative declaration on the need for an EIS. 3. Adopt the resolution approving a conditional use permit for a grading permit. B. Consider changes to Non-Represented Organizational Structure. Staff Recommendation: Consider changes. **C. Consider approving the following agreements with Washington County pertaining to the Public Safety/City Hall Project: 1. Use and Replacement of Land in Cottage Grove Ravine Regional Park. 2.
