HomeMy WebLinkAbout2011-06-01 PACKET 03.C�, AIIRWZ ilk s of COTTAGE GROVE CITY COUNCIL City of Cottage Grove, Minnesota Special Meeting April 20, 2011 CALL TO ORDER The City Council of the City of Cottage Grove, Washington County, Minnesota, held a Special Meeting on April 20, 2011 at the Cottage Grove City Hall, 7516 80` Street South. Mayor Myron Bailey called the meeting to order at 6:05 p.m. ROLL CALL The following were present: Mayor Myron Bailey, Council Member Justin Olsen, Council Member Derrick Lehrke, Council Member Jen Peterson, and Council Member Dave Thiede. The following were absent: None. Also present: Ryan Schroeder, City Administrator; Robin Roland, Finance Director; Jennifer Levitt, City Engineer; and Craig Woolery, Public Safety Director. City Hall Council Chamber Design Jody Nelson and John McNamara of Wold Architects were present. Ms. Nelson highlighted the tours that the City Council had taken on March 19 of the council chambers at the cities of Apple Valley, Farmington, and Prior Lake covering the likes and dislikes of the spaces they saw and the relative square footages in comparison to the council chamber designed for the new Public Safety /City Hall facility. Mayor Bailey said he had visited the City of Richfield's new City Hall that day and noted that their council chamber had "exactly what we want." Ms. Nelson then reviewed the revised design for the Cottage Grove council chamber: 1,600 square feet, seating seven (7) at the dais comfortably and a staff table with seating for four (4) on one side and two (2) on the other side next to the presenter podium. The proposed plan has spectator seating for 52 in the chamber and 36 in the lobby beyond the back glass wall. Mr. McNamara and Ms. Nelson further discussed the back door access to the dais and the windows on the north wall of the chamber along with the design elements of the acoustic wood wall panels and the lower ceiling in the back of the chamber with a higher ceiling over the Council dais and the visual effects of those designs. Cottage Grove City Council 2 April 20, 2011 Special Meeting The Council discussed the cost, the staff seating arrangement, which they felt needed some work, usage of the chamber other than for Council meetings, and the additional expense in relation to usage. Mr. McNamara identified that Wold's goal was to maximize the use of the square footage and that the current design was "pretty tight." The Council's overall comments were positive: It looks good, very efficient. Citv Float /Trailer At 6:50 p.m., the Council took up the topic of the Parade float Mayor Bailey provided Council with some background stating that the City owns the float but the 'Royalty' has been using it for many years. Six (6) members of the Strawberry Fast Committee were in present. Mayor Bailey stated that since they disbanded, the Cottage Grove Royalty had offered to sell the material on the float to the Strawberry Fest Committee but the Strawberry Fest committee declined the offer. The Strawberry Fest Committee Members identified that they wanted to completely makeover the trailer as a float and therefore wanted possession of the float /trailer as soon as possible. The Council discussed 'encouraging' the two (2) organizations to work it out and they felt bad that the two (2) groups were unable to resolve the issues between them but felt that ultimately it was not the City's responsibility because there was no contract between the City and the Royalty. The City allowed the Royalty to use the City's property (the trailer /float) based on a handshake agreement many years ago and the City houses and insures the trailer. Mayor Bailey directed the Cottage Grove Royalty to remove their property from the trailer by midnight, April 30 and that effective May 1, the trailer /float would be available to the Strawberry Fest Committee for their use.
