Re: Washington County — Increase Transportation Funding

On March 30, 2011, the Cities of Cottage Grove and Woodbury (the Cities) held a joint council
meeting to discuss items of common interest. One of these items was the level of funding
provided by Washington County for transportation infrastructure maintenance and expansion.
They agreed it is appropriate to request Washington County to place a higher priority on and to
increase its funding of transportation infrastructure. Staff has prepared a resolution for
consideration by the Council.
Discussion
Transportation safety, mobility and the movement of goods is fundamental and vital to the
quality of life of residents and the vitality of businesses in Washington County. Without good
transportation facilities, the Cities and Washington County cannot sustain nor continue to
compete with other areas to increase their population, employment and tax base. The
Washington County highways are a major component of the transportation network necessary
to meet these goals. As such, it is imperative Washington County make the necessary
financial commitment to ensure its highway system has the capacity and quality to meet travel
demands.
We believe Washington County has a number of viable options for increasing its funding for
transportation. We ask that all options be explored and a program to increase transportation
funding be developed. No matter what funding options are selected, we understand there will
be implications to other programs and the County residents and businesses. However, these
impacts must be weighed against the long -term impacts there will be on residents and
businesses if an adequate transportation system is not provided in Washington County.
Recommendation
It is recommended the Council adopt a resolution requesting Washington County to increase
its financial commitment to provide a high quality transportation system by increasing its
funding for the maintenance and expansion of its transportation infrastructure.

On March 30, 2011, the City of Cottage Grove and City of Woodbury held a joint City Council meeting.
The purpose of the meeting was to discuss items of common interest and new initiatives. One of the
subjects discussed was the level of transportation funding provided by Washington County for
transportation infrastructure maintenance and expansion.
The Cities of Cottage Grove and Woodbury (the Cities) are concerned that the level of transportation
funding provided by Washington County is not adequate to meeting transportation needs. Transportation
safety, mobility and the movement of goods is fundamental and vital to the quality of life of residents and
the vitality of businesses in Washington County. Without good transportation facilities, the Cities and
Washington County cannot sustain nor continue to compete with other areas to increase their population,
employment and tax base. The Washington County highways are a major component of the
transportation network necessary to meet these goals. As such, it is imperative Washington County make
the necessary financial commitment to ensure its highway system has the capacity and quality to meet
travel demands.
We recognize Washington County has many important and competing needs for its limited resources. We
also recognize and appreciate Washington County's efforts to keep its tax levy one of the lowest in the
Twin Cities metropolitan area. However, the maintenance and expansion of the transportation
infrastructure does not appear to be keeping pace with the travel expectations and demands placed upon it.
Unless financial changes are made, the situation will only become worse. This is not acceptable.
Therefore, on behalf of Cottage Grove and Woodbury, we are presenting to you, and the County Boatel, a
resolution adopted by our respective Councils. This resolution requests Washington County to increase
its financial commitment to provide a high quality transportation system by increasing its funding for the
maintenance and expansion of its transportation infrastructure.
We believe Washington County has a number of viable options for increasing its funding for
transportation. We ask that all options be explored and a program to increase transportation funding be

On behalf of the Cities of Cottage Grove and Woodbury, we respectfully request the Washington County Board to
amend its 2011 -2015 Capital Improvement Plan (CIP) to include the reconstruction and expansion of County State
Aid Highway (CSAH) 13 (Radio Drive) from CSAH 18 (Bailey Road) to CSAH 20 (Military Road). This roadway
segment is in very poor condition and needs to have additional traffic lanes to accommodate projected traffic
demand. In addition, it is the last remaining segment of CSAH 13 to be reconstructed and widened to four lanes
between CSAH 10 (10` Street North) in Oakdale to 80'' Street in Cottage Grove.
The reconstruction and widening of this CSAH 13 segment has historically been included in the Washington
County CIP. Its inclusion has been in keeping with previous planning, discussions and understandings between
Washington County and our communities as other segments have previously been improved. In late 2010, as part
of the County 2011 -2015 CIP, the scope of construction for the project was reduced to a pavement rehabilitation
project. This scope is not appropriate or adequate to meet the commitments previously made and the transportation
needs of the area. Washington County's and Woodbury's Comprehensive Transportation Plans show this roadway
as a minor arterial. It provides an important transportation corridor between our communities and for all parts of
south Washington County. It is vital to the continued economic vitality of the area. CSAH 13 from CSAH 18 to
CSAH 20 needs to be reconstructed to the standard consistent with the adjacent segments.
We are asking the Board's support for the reestablishment of this project scope to include the total reconstruction
and expansion of CSAH 13 (Radio Drive) from CSAH 18 (Bailey Road) to CSAH 20 (Military Road) in its CIP.
We and members of our Cities' staff would be happy to meet with you, fellow board members or members of the
County staff to further discuss this request.

A RESOLUTION REQUESTING WASHINGTON COUNTY TO INCREASE ITS
FINANCIAL COMMITMENT TO PROVIDE A HIGH QUALITY TRANSPORTATION
SYSTEM BY INCREASING ITS FUNDING FOR THE MAINTENANCE AND
EXPANSION OF ITS TRANSPORTATION INFRASTRUCTURE
WHEREAS, the Cities of Cottage Grove and Woodbury (the Cities) are concerned
about the level of transportation funding by Washington County; and
WHEREAS, transportation safety, mobility, and the movement of goods is fundamental
and vital to the quality of life of residents and the vitality of businesses in Washington County;
and
WHEREAS, without good transportation facilities, the Cities and Washington County
cannot sustain nor continue to compete with other areas to increase their population,
employment, and tax base; and
WHEREAS, Washington County highways are a major component of the transportation

WHEREAS, it is imperative Washington County make the necessary financial

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cottage
Grove, Washington County, Minnesota, is requesting that Washington County increase its
financial commitment to provide a high quality transportation system by increasing its funding
for the maintenance and expansion of its transportation infrastructure.
