agenda, but must limit remarks to two (2) minutes. Open forum will adjourn to the Regular
Meeting promptly at 7:30 p.m. Open Forum and a portion of the Regular Meeting are

4. CONSENT CALENDAR
A. Accept and Place on File the Following Minutes: None Submitted.
B. Consider adopting a resolution accepting the donation of $2,500.00 from 3M
Cottage Grove for sponsorship toward the Cottage Grove Strawberry Fest and
authorizing staff to send payment in the amount of $2,500.00 to Cottage Grove
Strawberry Fest, Inc.
Staff Recommendation: Adopt the resolution accepting the donation and authorizing the
payment.
C. Consider entering into a Management Agreement with the WAG Farms Dog
Park Association for services at the WAG Farms Dog Park.
Staff Recommendation: Enter into the Management Agreement.

D. Consider authorize staff to enter in to a lease agreement with Bonngard's
Family Meats, Inc. for Kingston Park Concession Area for the purpose of selling
concessions and managing the facility during soccer events.
Staff Recommendation: Authorize staff to enter in to a lease agreement with Bonngard's Family
Meats, Inc. for Kingston Park Concession Area for the purpose of selling concessions and
managing the facility during soccer events.
E. Consider not waiving the tort liability limits.
Staff Recommendation: Staff recommends that Council not waive the statutory tort limits where
an individual claimant would be able to recover no more than $500, 000 on any claim to which
the statutory tort limits apply. The total which all claimants would be able to recover for a single
occurrence to which the statutory tort limits apply would be limited to $1.5 million.
F. Consider participating in the new "Local Performance Measurement and
Reporting" program.
Staff Recommendation: Adopt the resolution implementing the ten performance measurements
for use by the City in 2011.
G. Consider appointing Police Captain/Deputy Director of Public Safety Greg
Rinzel to Regular Status.
Staff Recommendation: Approve the appointment.
H. Consider ordering the abatement of nuisance violations at 7760 Janero Court
South with the costs to be paid by the property owner.
Staff Recommendation: Adopt the resolution ordering the abatement of nuisance violations.
I. Consider ordering the abatement of nuisance violations at 7224 Jenner Alcove
South with the costs to be paid by the property owner.
Staff Recommendation: Adopt the resolution ordering the abatement of nuisance violations.
J. Consider renewal of the package policy with a$50,000/$100,000/$1,000
deductible and volunteer accident coverage through the LMCIT as outlined in
the Insurance Proposal from Wells Fargo Insurance Services.
Staff Recommendation: Renew the package policy and volunteer accident plan coverage for the
2011-2012 policy period.
K. Consider renewal of the workers compensation policy from the League of
Minnesota Cities Insurance Trust (LMCIT) totaling $244,306 with a$10,000 per
occurrence medical deductible and 15.5% premium credit.
Staff Recommendation: Authorize renewal of the workers compensation insurance policy for the
policy period Apri14, 2011 to Apri14, 2012.
*L. Consider adopting a resolution recognizing provisions of the Minnesota Human
Rights Act and maintaining a welcoming and inclusive environment for all
members of our community.
Staff Recommendation: Adopt the resolution.

A. Consider awarding the contract for the Thompson Grove Estates Storm Sewer
Rehabilitation Project to Engineering & Construction, Inc. in the amount of
$321,195.00.
Staff Recommendation: Adopt the resolution awarding the contract. Engineering & Construction,
Inc. submitted the lowest of five bids received.

8. UNFINISHED AND NEW BUSINESS
A. Allow the representatives for Cherokee Liquors, Inc./DBA G-Will Liquors and
MOPECA of Cottage Grove, Inc./DBA Las Margaritas Bar and Grill to admit to
or deny the allegations that their establishments sold liquor to a minor less than
21 years of age during the Public Safety Department's compliance check on
May 31, 2011.
Staff Recommendation: If the representative admits to the violation, or fails to appear, impose
the scheduled $1, 000 fine for Cherokee Liquors, Inc./DBA G-Will Liquors' second violation in a
24-month period, and impose the scheduled $500 fine for MOPECA of Cottage Grove, Inc./DBA
Las Margaritas Bar & Grill's first violation in a 24-month period. If the representative denies the
violation, direct the City Attorney to schedule a contested-case hearing before an administrative
law judge.
B. Consider authorizing mitigation of Ravine Park land utilization by adding land to
the Park and authorize the Mayor and City Administrator to enter into the
necessary agreements pending city attorney review and approval.
Staff Recommendation: Authorize the action and entrance into the agreements pending city
attorney review and approval.
C. 1. Consider accepting the Veteran Committee's recommendations and direct
City staff to complete the necessary steps to complete the plans and
specifications that incorporate the planned Veterans Memorial into the final
construction plans and bid packets for the Cottage Grove Public Safety City Hall
Project. 2. Consider directing City Staff to request the Veterans memorial
Committee to continue meeting until November 2012 with the mission of
assisting in the formulation of recommendations to the Council on the final
Memorial design and private memorial funding campaign.
Staff Recommendation: 1. Accept the Veteran Committee's recommendations and direct City
staff to complete the necessary steps to complete the plans and specifications that incorporate
the planned Veterans Memorial into the final construction plans and bid packets for the Cottage
Grove Public Safety City Hall Project. 2. Consider directing City Staff to request the Veterans
Memorial Committee to continue meeting until November 2012 with the mission of assisting in
the formulation of recommendations to the Council on the final Memorial design and private
memorial funding campaign.
