Schroeder, City Administrator Date: June 7, 2011 Subject: Development Update Building Permits: After experiencing two subpar years representing construction activity at half traditional levels 2011 has started the year at half of that half. The Board should be reminded that while the recession technically began in December 2007 Cottage Grove did not experience a decline in activity until a year later (2009). 2011 activity through April, however, is reduced from 2009 -10 levels by 55 %. Four months of activity is not necessarily predictive of year end activity. It should also be recalled that 2010 remodeling activity was a banner year with the 2011 pace not far off the 2010 production levels. With our limited residential lot availability we do anticipate a rehash of 2010 (at 45 new homes not counting the 44 unit White Pines Phase II). We also do not anticipate significant strength in commercial activity during most of the 2011 construction season. Public Safety / City Hall: On June 1, 2011 the City Council approved the preliminary and final plat, provided direction on financing the project, approved the Ravine Parkway bids, and approved the agreement with the County for cost sharing on the Ravine Parkway and County Road 19 improvements, and the agreement with the County on the land swap in accordance with the 2005 agreements. On June 15 the Council will consider another agreement with the County on a proposed land exchange of 7.44 acres and on June 24 during a special meeting the Council will consider authorizing bids through a Best Value process. We are in the process of scheduling a community open house in July. Under the current schedule we anticipate receiving bid proposals on July 26 with interviews on or about August 10 with bid award on September 7, 2011, ICSC Follow -up: Mayor Bailey, EDA vice Chair Olsen, EDA member Poncin and Administrator Schroeder worked the Nevada ICSC exhibition May 22 -25, 2011. We had 29 pre - scheduled meetings and all told may at least 40 contacts during the exhibition. Enclosed is a follow -up letter to a major portion of those with whom we visited dated June 7 with a draft second letter for Board consideration. The question relating to this second letter regards the Golf Outing and if we offer to Comp contacts from the ICSC exhibition and to what extent. 7460 80 Street Signage: As this came up during a recent EDA meeting we note for you that in working with the owners of this property (American Account Advisors) the owners have converted their temporary signage to a permanent address sign as of June 3, 2011. Business Park Proposal: Staff worked with the Minnesota Department of Employment and Economic Development on a proposal to a 60 acre business park prospect. The Cottage Grove site is in competition with a Wisconsin location. Decisions are anticipated in July. Home Depot and CottageView: There continues to be reason for optimism as discussions continue on both sites.
