OPEN FORUM - 7:15 P.M.
Persons may address the City Council on subjects that are not a part of the Regular Meeting
agenda, but must limit remarks to two (2) minutes. Open forum will adjourn to the Regular
Meeting promptly at 7:30 p.m. Open Forum and a portion of the Regular Meeting are
televised LI VE, airing on Government Channel 16.

ADOPTION OF AGENDA
2. PRESENTATIONS
A. Consider adopting a resolution accepting a grant award from CenterPoint
Energy through their 2011 Community Partnership Grant Program to receive
$1,850.00. This is a matching grant and will assist the Fire Division in
purchasing 2 sets of personal protective (bunker) gear.
Staff Recommendation: Adopt the resolution.
B. Swearing In Ceremony: Firefighters Kristin Shannon, Blake DenHerder, Mike
Gabrielli, and Wally Barry.

A. Accept and Place on File the Following Minutes:
i. Planning Commission Meeting Minutes from May 23, 2011.

B. 1. Consider passing an ordinance accepting the Veteran Committee's
recommendations and directing staff to complete plans and specifications
incorporating the planned Veterans' Memorial into the new Public Safety/City
Hall construction project with an estimated maximum budget amount of
$125,000.00. 2. Consider adopting a resolution authorizing publication of the
ordinance by summary resolution.
Staff Recommendation: 1. Pass the ordinance. 2. Adopt the resolution.
C. Consider authorizing issuance of a single-occasion gambling permit to the
Cottage Grove Lions Club for a series of raffles at the VFW Red Barn on
7/19/2011, 8/16/2011, and 9/20/2011.
Staff Recommendation: Authorize issuance of the gambling permit. During the required
background investigation, no facts were found that would constitute a basis for denial of the
application.
D. Consider removing Chris Willhite from the Planning Commission due to
absences from meetings.
Staff Recommendation: Council Member Thiede recommends that the City Council remove
Chris Willhite from the Planning Commission, thank her for her years of service to the City as a
member of the Commission, and authorize Staff to advertise to fill the vacancy created.
E. Consider adopting a resolution accepting donations in the amount of $3,870.00
on behalf of the Public Safety, Fire and Recreation Departments for the 18th
Annual Youth Safety Camp.
Staff Recommendation: Adopt the resolution.
F. Consider approving a Federal Funding Submittal for TE and STP-UG for a
Pedestrian Underpass at 70th Street and Hardwood Avenue.
Staff Recommendation: Approve the submittal.
G. Consider adopting a resolution delegating legal signing authority to the Mayor
and City Clerk per MS 412.201, Execution and Instruments, with the corporate
seal affixed, for reimbursement for some services and purchases of material for
the 2011 Spring Flood.
Staff Recommendation: Adopt the resolution.
H. Consider adopting a resolution approving partial payment for property acquired
for utility easements through eminent domain proceedings.
Staff Recommendation: Adopt the resolution.

Consider adopting a resolution amending the Personnel Policy by adding a
dress code policy.
Staff Recommendation: Adopt the resolution.
Consider authorizing the purchase of 9 Apple iPad2s from Insight at a cost of
$5,072.49 plus tax for a total of $5,433.90.
Staff Recommendation: Approve the purchase. These will be used as dais workstation devices
for City Council Members and City Commissioners, as well as by internal staff committees, to
eliminate the production of paper packets.
Consider passing an ordinance amending city fees relating to ambulance
services for Emergency Medical Service scene treatment without transport and
authorizing its publication.
Staff Recommendation: Pass the ordinance and authorize its publication.
Accept the resignation of Pat McLoughlin from the Environmental Commission
effective June 29, 2011.
Staff Recommendation: Accept the resignation and authorize staff to advertise to fill the vacant
seat.

M. Consider ordering the abatement of nuisance violations at 7303 Hidden Valley
Lane South with the costs to be paid by the property owner.
Staff Recommendation: Adopt the resolution ordering the abatement.
N. Consider ordering the abatement of nuisance violations at 8542 Grospoint
Avenue South with the costs to be paid by the property owner.
Staff Recommendation: Adopt the resolution ordering the abatement.
O. Consider ordering the abatement of nuisance violations at 8167 Ingleside
Avenue South with the costs to be paid by the property owner.
Staff Recommendation: Adopt the resolution ordering the abatement.
P. Consider ordering the abatement of conditions creating a hazardous property at
8255 Hyde Avenue South.
Staff Recommendation: Adopt the resolution ordering the abatement.

A. Consider adopting a resolution supporting continued participation in the County
Transportation Improvement Board.
Staff Recommendation: Adopt the resolution.
*B. 1. Consider approving the Agreement for Electrical Inspection Services
between the City of Cottage Grove and Dietrich Electric, Inc. for electrical
inspection services. 2. Consider adopting the ordinance amendment to the
City's Fee Table adding fees for electrical inspections.
