ADMINISTRATORS COMMENTS City Administrator Date RESOLUTION NO. 2011- RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND ACCEPTING THE PROPOSAL FOR CONSTRUCTION MANAGEMENT SERVICES WHEREAS, plans and specifications have been prepared in accordance with the City standards and specifications for the Highlands Park Activities Building; and WHEREAS, the City Engineer has presented such plans and specifications to the City Council for approval. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Cottage Grove, County of Washington, State of Minnesota, approves the city standards and specifications for the Highlands Park Activities Building. Stransky, City Clerk CITY OF COTTAGE GROVE MINNESOTA To: Honorable Mayor and City Council Ryan Schroeder, City Administrator From: Jennifer Levitt, City Engineer Date: July 13, 2011 Subject: Approve Plans and Specifications for Highlands Park Building Remodel Approve contract for RVK Architects for Construction Management BACKGROUND / DISCUSSION: The City Council authorized the preparation of plans and specifications for the Highlands Park Building as part of the future splash pad project. The plans and specifications have been completed and are ready to have contractors prepare quotes for the work. It is recommended as a cost savings measure to utilize RVK Architects for construction management. It is anticipated that it would produce a savings of approximately $9,000. The outline of services is enclosed in the proposal from RVK Architects. By utilizing a construction management delivery method there will be no formal bid, because the project will be broken down by divisions (i.e. mechanical, electrical, structural, masonry) and will all be under $100,000, which does not require bidding. Quotes will then be sought for each division of work; this avoids mark -up by a general contractor. The quotes will be brought back to Council at the August 10, 2011 meeting for approval and authorization to proceed. It is anticipated that construction would begin on August 22, 2011, pending Council approval, and will be completed this fall. The current project consists of the following elements: 1. Enclosing the existing covered porch to accommodate a splash pad equipment room. 2. Renovation of the restroom facilities to ADA standards. The restrooms will now have access from both the interior and exterior of the building. The access to the restrooms will be on the same side of the building for better flow and efficiency of users. 3. The addition of a covered porch on the north side of the building for the new exterior restroom access. 4. Renovation of the existing restroom to a splash pad equipment room. 5. Addition of a covered porch on the south side of the building, since the east side porch was removed. This will work in conjunction with the splash pad design and layout. 6. There will be new windows, doors and exterior finishes that meet the City's design standards. 7. Interior finishes will also be improved, along with an ADA drinking fountain, and replacement of restroom fixtures. The remodel will enhance the facility for potentially more revenue from rentals and will also compliment the splash pad facility. The current engineers estimate for construction is $147,900. The proposed budget for the project was $150,000. The Work is to be accomplished per Architectural Drawings to be furnished by this office under separate Agreement and the Work is to attain Substantial Completion in Fall of 2011. We propose to provide the following Construction Management Services for our Phases of the Work: 1.) Initial Cost Estimate 2.) Preparation of Bid Packages 3.) Bidding/Negotiations and Award Recommendations 4.) Preparation/Execution of Agreements for Construction and Purchase Orders 5.) Receive Certificates of Insurance 6.) Preparation and Maintenance of Schedule for Construction 7.) Conduct Preconstruction Conference 8.) Maintain Daily Log of Construction Activities 9.) Process Shop Drawings 10.) Process Change Orders and Field Change Directives 11.) Administer the Agreements for Construction and Coordinate the Scheduled Activities and Responsibilities of the Contractors with each other and with those of the Construction Manager and the Owner 12.) Manage the Project in accordance with the Project Schedule and the Contract Documents 13.) Process Monthly and final Contractor Applications for Payment 14.) Prepare a List of incomplete or unsatisfactory Items and a Schedule for their completion 15.) Nine Thousand and 00 /100 Dollars. Compensation shall be due and payable monthly based upon the percentage of completion of the various Phases of our Work. Should any additional Construction Management Services be required, additional Compensation shall be based upon the Hourly Rate of $130.00 per Hour for Project Manager /Architect and $85.00 per Hour for AutoCAD Technician, or a previously agreed upon Lump -Sum Amount. In addition to the foregoing Compensation, all expenditures made in the interest of your Project will be reimbursable at our costs. All additional and /or significant Direct Expense items shall be authorized by yourself or other responsible person within the City of Cottage Grove prior to commencement of the Work or incurrence of the expense.
