Subject: Delay of Community Center Referendum Question
On July 26, 2011 the Community Center Task Force, by consensus recommended that
Council delay the calling of a referendum asking voters to authorized tax increases for a
Community Center project. In a joint meeting of the City Council, Planning Commission, and
EDA on August 3, 2011 the same consensus was reached. While the City Council is not
required to officially take action to not request a referendum at this time given the path we
have followed to this point staff is
requesting an affirmation of this new path.
The Community Center Task Force met for two years with an eventual recommendation to
work jointly with the YMCA of a project wherein the City would fund a portion of the capital cost
of a YMCA /Community Center. The City had been following this recommendation with an
expected decision on August 10, 2011 for a November 8, 2011 referendum question.
However, after the past couple of months the City has also been working with developers
toward repositioning of the Home Depot property. This repositioning, at present, includes an
LA Fitness anchor tenant. The consensus of the parties noted above is that the City should
allow for time sufficient to allow the developers the opportunity to bring this proposed
redevelopment to fruition without the complication of a public /non - profit project as a potential
competitor project. Proceeding toward a referendum would complicate the Home Depot
repositioning opportunity. Therefore, we are recommending official action by Council aborting
movement toward a fall referendum.
It is anticipated that if the LA Fitness as an end use does not ultimately move forward the City
would take up where it has left off with the YMCA option. It is also anticipated that if the LA
Fitness does come to fruition then the City would conduct an analysis of gaps that may
continue to exist for recreational programming at that time with movement toward filling those
gaps.
Council action: By motion, take no action on a referendum question (the result of which is that
a referendum will not occur in 2011).
