Koerner 4k- Date: August 17, 2011 Re: COMMENTS ON DESIGNATED HUNTING ZONES On August 16, 2011, the Public Safety, Health and Welfare Commission reviewed the hunting ordinance. The Cottage Grove City Code's Hunting Ordinance was amended August 10, 2005 by Council. Cottage Grove ordinance 5 -3 -6 addresses use of firearms and archery equipment in the city of Cottage Grove. Ordinance 5 -3 -6 (c) 1 and 2 states that each year prior to the commencement of the hunting season, designated hunting areas will be reviewed by the Public Safety, Health and Welfare Commission. The City Council will review the designated hunting areas for final approval. Under the amended language, it has been shown to be very effective, adaptable to development and addresses the safety concerns of the city. Since the amended language complaints have been minimal. 2006 -2007 season: 0 complaints 2007 -2008 season: 8 complaints 2008 -2009 season: 5 complaints 2009 -2010 season: 1 complaint 2010 -2011 season: 5 complaints There were five hunting related complaints for the 2010 -2011 hunting season. Four of the complaints were unfounded and the fifth complaint officers were unable to locate. The following is a brief summary. 110115852 — Report of hunting in a field. Found to be in a designated area and the hunter was the property owner — unfounded. 110117251 — Report of teens hunting fox. Found juveniles were playing with "airsoft" guns — unfounded — not a hunting violation. 110117670 — Report of people goose hunting. Found hunters were in designated area and meeting all requirements — unfounded. 110117677 —Report of hunter shooting at geese. Found hunters were in designated area and meeting all requirements — unfounded. 111105893 —Report of hunters out of season. Officers checked the area but could not locate the hunters — UTL. Landowner controlled access of hunters within the designated areas has been well received by landowners, police officers and persons wishing to take advantage of this recreational opportunity. For the 2011 -2012 season, the Public Safety Department has reviewed the designated areas for discharge of firearms and archery equipment and has approved the areas designated. The Planning Department also reviewed and were given the opportunity to provide comments. The Public Safety, Health and Welfare Commission did review the hunting ordinance and maps. The Commission did not have any additional questions or comments. The Commission did recommend that the designated archery and hunting maps be forwarded to the City Council for approval. Attached you will find the designated archery and hunting maps that would apply to the 2011 -2012 hunting season.
