Burbank, Senior Planner DATE: August 31, 2011 RE: Red Rock Corridor Transit Station Plan Review •• .: With steadily increasing population, fuel prices, and road construction costs, transit has become an increasingly important part of the transportation network in the Twin Cities. Thirty three per- cent of the existing jobs within the region are linked to the area's transit system. This is average compared to the nation. One area in which the Twin Cities Region lacks when compared to other large metropolitan areas in the country is multi -modal transit opportunities. Over the last few years, this gap has been closing with the planning and construction of the Northstar com- muter rail line and the Hiawatha LRT and Central corridor LRT services. The regional transit opportunities for the southeast region of the Metro are located within the Red Rock Corridor, which links Hastings and points south to Union Depot in St. Paul. Bus ser- vice and commuter rail are the transit options being expanded and explored for this corridor. The Red Rock Corridor Commission, a joint powers commission authorized under State Statute, has been contracting with the Hay Dobbs consulting firm since November of 2009 to complete a transit station planning document for the corridor. This planning process is nearing completion, and a draft report has been released for public comment. The City has been requested to submit a formal comment on the Draft Plan. Copies of the introduction and the Langdon Village Station plan sections are attached; the full report can be reviewed at http: / /www.redrockraii.org . • r The full planning document details extensive information on the Hastings station, the Langdon Village Station in Cottage Grove, the Newport station, and the Lower Afton Station in St. Paul. Included are sections on Traffic and Access, Environmental, Cultural and Historical, Ownership, Land Use, Policy, and Rail Analysis. The review of the aforementioned material was weaved into the station area plans and vision and implementation process. Links on the Red Rock web site http: / /www.redrockrail.org/ lead to animated details of the station areas that are creatively produced and are well worth the time to explore. Cottage Grove staff has been involved in the planning process from the beginning, and have steered major site design decisions to be compliant with current City plans and policies. The plan details a phased approach to growth of the station area and would include mixed use, commercial and residential uses, and parking ramps in addition to the transit station. Full devel- opment of the plan as proposed for 2020 would include extensive redevelopment of the Langdon area and the relocation of the Public Works facility. CITY OF COTTAGE GROVE RESOLUTION NO. 2011 -XXX RESOLUTION SUPPORTING THE FINDINGS, CONCLUSIONS, AND DESIGNS FOUND WITHIN THE RED ROCK CORRIDOR STATION AREA PLANNING REPORT INCLUDING THE PLANS FOR THE FUTURE LANGDON VILLAGE TRANSIT STATION AREA WITHIN THE CITY OF COTTAGE GROVE WHEREAS, the Red Rock Corridor Commission was established in 1998 to address transporta- tion needs in the Red Rock Corridor; and WHEREAS, the City of Cottage Grove is an active member of the Red Rock Corridor Commission; and WHEREAS, the Red Rock Corridor Commission in partnership with the Cities of St. Paul, Newport, Hastings, and Cottage Grove have undertaken a Station Area Planning (SAP) study to plan for the areas around the proposed Red Rock transit stations; and WHEREAS, the plan for the Langdon Village transit station area is consistent with the City's adopted Comprehensive Plan; and WHEREAS, the plan lays out a vision for the station area that is reflective of the input received by the community throughout the planning process; and WHEREAS, the City will continue to work with the Red Rock Corridor Commission to plan for future transit improvements in the Red Rock Corridor and the surrounding land uses within the station areas; and WHEREAS, the Langdon Village plans include the need for significant public and private investment and participation in order for the highlighted plans to come to fruition; and WHEREAS, the City of Cottage Grove understands that additional public review and comments will be required and necessary in the future as the Langdon Village area modifications are completed to accommodate improved transit opportunities and growth within the community. NOW, THEREFORE, BE IT RESOLVED that the City of Cottage Grove supports the approval of the 2011 Red Rock Station Area Planning Report by the Red Rock Corridor Commission. Red Rock Corridor Transit Station Plan Review Burbank summarized the staff memorandum, and provided background information and a description of the plan. He played an animation from the Red Rock Corridor web site that shows how they envision the Langdon Village area will operate. He asked for com- ments from the Commission that will be forwarded to the City Council for their formal recommendation. Kleinsasser stated that he is strongly in favor of alternative transpor- tation, and rail is one of the best options. Ventura agreed. There was a suggestion that a rail line should connect with the airport. Poncin believes that this would change how the bus system operates; the bus could circulate around the city and stop at the train station, and the train would go from Cottage Grove to downtown St. Paul. Butler asked how long it would take for the train to get from Cottage Grove to the cities as opposed to how long it will take the bus. Burbank responded that is in the study. There was general discussion about train schedules, frequency, and transfers from the trains to buses. There was a question regarding what the fares would be. Burbank stated that there is an analysis in the study. EXCERPT FROM UNAPPROVED MINUTES OF THE PLANNING COMMISSION MEETING ON AUGUST 22, 2011 7.1 Red Rock Corridor Transit Station Plan Review McCool provided an overview of the Red Rock Corridor Transit Station Plan. He asked the Commission for comments or recommendations on the draft final report that will be presented to the City Council for their consideration on September 7, 2011. Brittain stated that the report is consistent with the discussions the Commission has had in the past concerning how the station would interlink with existing and future functions in the City. Messick stated that the process this has gone through is commendable, due to the amount of community outreach, input, studies, and site selection. On the policy side, the policy makers at the County need to decide that until rail can be self - sustainable, if expanding the current busing system would be feasible. He agrees with Brittain that it was an open process. Treber stated that on page 67 there is a graphic showing a realignment of the north on -ramps to Highway 61, and asked if that is a MnDOT or Washington County jurisdiction. McCool responded it is Washington County's jurisdiction as this is the interchange of County Road 19 with Highway 61. The state was also involved with the relocation and connection of that roadway system. Treber expressed concern, specifically from the City of Cottage Grove's point of view, was that the proposed road alignments could negatively impact the development potential for the drive -in theater site. He asked if there would be further discussions about the alignment of some of these roads. McCool stated that the concept plans for the drive -in theater site were considered as part of this layout. The more adverse impact dealt with the 3M property on the south side of Highway 61, which is the reason for the curvilinear alignment; 3M felt that would have less impact for future development of their property. Not everybody agrees with that alignment, but this is the compromise that was reached. Treber asked if the alignment for the on -ramps on the northeasterly side could negatively impact the drive -in theater site. McCool responded no, that access route would be located about 1,000 feet further to the north. Treber stated that he was not reacting to the relocation of the access point; he was concerned about the amount of land being consumed for the road. Thiede responded that the service road is intended to have buildings on both sides. Treber clarified that the land would not be part of the public right -of -way onto the Highway; there will be development potential for that property. Thiede responded that was correct. Brittain noted that would improve the ability to develop those areas by moving the on /off ramps to Highway 61 to the frontage road, which could help prevent traffic backups. It also allows more creativity for development on the northwest side. He noted that if the East Ravine concept plan was overlaid onto this area, it would fit very well. McCool asked the Commission for a formal action, such as receiving and placing the report on file, adding other recommendations, or expressing support. The Planning Commission's recommendation will be forwarded for the City Council's consideration. If there are no recommendations or comments, that will be conveyed to the Council as well. Brittain made a motion that the Planning Commission reviewed the Red Rock Corridor Transit Station Plan Review, believes it is consistent with past public discussions, and feels it is the preferable method and layout for a future transit station. Koerner Date: September 1, 2011 At the August 16 2011, Public Safety Health and Welfare Commission meeting the Commission was given the opportunity to provide any comments to bring to the City Council. The Commission was given the Red Rock Corridor Transit Station plan with their packet to review prior to the meeting. The Commission did not have any concerns or questions in the area of public safety. The Commission members did however have a few questions. City Council Liaison to the Commission Justin Olsen was in attendance at the meeting and was able to answer their questions. The following is a list of the questions raised by the PSHW Commission members: • Was this the only option for the location? Will homes be displaced and if so how many? • Will the area continue to be on wells or will it be connected to city sewer and water? • Will the City look for federal funding? How will it be paid for? • As Cottage Grove grows does this location interfere with being too close to 3M? Is it in the comprehensive plan?
