City of Cottage Grove
Finance and Community Development Departments
TO: Honorable Mayor and City Council
Ryan Schroeder, City Administrator
FROM: Robin Roland, Finance Director
DATE: September 7, 2011
SUBJECT: Code Enforcement presentation
Introduction
Ben Pierson will do a presentation of code enforcement activities which staff has engaged in
this year to date.
Discussion
Enforcement of the City Code with regard to plants and weed continues to provide challenges
to staff. The City Council may wish to consider modification to Plants and Weeds section of
public nuisance ordinance to address wildflower and native vegetation landscaping.
However, if modification of the code is desired, the impacts of such modification to code
enforcement activities should be considered. Increased time and resources would need to be
devoted to plant identification for enforcement purposes. Time and resources spent on
enforcing native and wildflower vegetation would not be spent enforcing other ordinances, or
fulfilling other code enforcement objectives. Furthermore, permitted species may be
considered subjective, and may not be aesthetically pleasing to everyone.
Requested Action
Direct Staff if further review of public nuisance ordinance is desired.
